November 12, 2018 - About 20 citizens met on Monday at 7pm in the square of Nikola Đurković in Herceg Novi, said Mirsad Kurgaš, initiator of the SOS for Montenegro Network. Kurgaš spent four days walking 145 kilometers from Ulcinj to Herceg Novi to point out to the Montenegrin public of the dangers threatening us from fossil fuel exploration, which would begin on November 14 in Ulcinj's Aquatics.
The SOS for Montenegro Network has launched a public information campaign on non-transparent circumstances under which hydrocarbon exploration projects in the Montenegrin submarine are being implemented. SOS for Montenegro calls for a contract termination with the Eni-Novatek consortium, which is recognized by ecocids worldwide, and the introduction of a moratorium on exploration and exploitation of fossil fuels. The signing of the petition, both in Montenegrin and English, is being carried out with the same purpose. The four-day march started from Ulcinj on Friday, 9 November, and Kurgaš, the only participant along the entire 145km route, arrived at Herceg Novi tonight. A petition was also organized during the reception, and among the 50 citizens who joined, there were also representatives of the Herceg Novi Administration, NGOs Anima and the Initiative Bokobran. The petition was signed in Ulcinj, Bar, Petrovac, Budva, and Kotor in the previous days. The response of Tivat citizens was completely absent unless we removed the activists of the Bokobran Initiative, who welcomed Kurgaš in this town.
"The non-governmental organization Green Home has given the maximum support. Their activists walked with me every day. We are also supported by NGO Porat Pizana from Budva. Many people I've encountered recognize the problem. Many, however, do not know what's waiting for us or what our decision makers are trying to do. They do not know that it is preceded by the final act, which will attach the last nail to the cover of the dead man's suitcase for Montenegro," says Kurgaš.
Kurgaš believes that we still have time to defend against the drilling of the Adriatic Sea, and the reason for optimism was first of all in Bar, where the March welcomed a large number of citizens. "The fishermen came in at once, both from professional associations and from sport fishermen associations. For 14 November, the exploration of the seismic vessel in the Bar Aquatics was announced. Together with the fishermen, we plan to meet them adequately," says Kurgaš.
When asked about the Montenegrin institutions that are in charge of environmental issues, in the first place is the Agency for the Protection of the Environment, and then the Institute for Marine Biology, and the Seismology Institute, and their actions in informing citizens about the consequences from orientation towards the oil industry, Kurgaš points out:
"When we talked to representatives of the oil company, on all the issues they did not know to give us answers, they referred to our institutions. When we were trying to get information from the Seismology Institute, they sent us to the Directorate for Hydrocarbons. However, by searching the Internet, we have come to the Seismological Institute's map on their official site, which shows the epicenters of all earthquakes in 1979. Here you can see that there were over 400 earthquakes with epicenter records this year and one of these earthquake epicenters is on 15 April. This epicenter is in the so-called Block 26, for which the Greek company Energean has been granted a concession. If we take into account the fact that seismic research of hydrocarbons provokes seismic disturbances, or, by ten times, increases the likelihood of the earthquake, then we can assume what this means for Montenegro, or specifically for our coasts and underwater, which is recognized as a truncated area."
It is noteworthy that neither tourist associations are involved in a public dialogue on the expected impact of oil exploration nor exploitation on the Montenegrin tourist industry, notes Kurgaš. "None of the tourist organizations have spoken. Oil platforms and tourism do not coexist, there is no such example in the world. If we take into account how our tourism organization works, then their inertness in the concrete situation can be clear, but it is not clear to us that those who have invested huge sums of money to build, for example, Porto Montenegro or Luštica Bay or Splendid are not involved. I do not know if they are thinking about this topic at all."
Returning to the competent ecological institutions, Kurgaš reminded of a completely different approach to the Institute of Marine Biology, when in 2003 it was explicitly urged of seismic research, citing the specific reasons for such an attitude. "However, that same Institute of Biology must now give the green light for the same research. We simply do not know why it is so. Have people changed in the meantime in the institute? We assume that they have experts even now, so we are not clear why they have to take such an attitude, even if the unprofessional public is clearly aware of the catastrophic consequences of such activities on ecosystems. Just go online and find millions of examples of why we should not let this happen to us in Montenegro. During the exploration in the Ulcinj aquatics in 2003, there was a terrible seabed of fish. Some species have disappeared and almost only started to appear again, which was witnessed by Ulcinj’s fishermen. So, Ulcinjans already have experience with the consequences of seismic research, of course, ugly experience. During this and last year, the concessionaires have been testing the terrain in the Bar aquatics, the trajectory of these probes is available on the SOS for Montenegro FB page. Barge fishermen say it has already caused the consequences, and that the fish are gone. Also, fishermen in Bar already have problems when it comes to the representatives of the oil companies and the official state institutions that assist them in this regard. They already do not allow them to sail out of the marina. If it happens to be the case, they are urgently returning to the coast."
The aim of the SOS for Montenegro initiative is to mobilize the Montenegrin public to press Montenegro's government to withdraw concession contracts for exploration and exploitation of oil and gas, and to introduce a moratorium on such activities in the future. Although the citizens are still not massively involved in the protest, the march organizers are happy with the effect of the action, says Kurgaš.
"As they are not familiar with oil and gas exploration, citizens are not well informed about our march. However, I am very happy that people joined me along the way. I got different expressions of support, people showed me regardless of age and any other difference. They are explicitly opposed to what they intend to do and are prepared to make their contribution to this fight. I believe we will succeed in choosing to. The fishermen began to appear, it seems that they started slowly to get the fear they had. And fear has a reason because it is very likely that they are being subjected to tremendous pressure. They are now starting to resist and resist."
Fishermen can be the last line of defense of the Montenegrin submarine in light of the fact that Montenegro is preparing to open one of the last negotiating chapters with the European Union - Chapter 27 on fisheries.
"By me, Chapter 27 is absolutely incompatible with what is being prepared here. I do not know whether the representatives of the European Union participating in these negotiations have the status of events in Montenegro. In any case, they will have to define their attitude in that regard. This is not, as we have repeatedly emphasized, the only problem of Montenegro, but of all the countries around the Adriatic. If Montenegrin rulers choose to bury us with their own decisions, it is not to be expected that Croatia, for example, will close their eyes, as the announced research will also reflect on them. And in Albania, Italy, Slovenia. The neighboring states and the European Union will have to react to all this, they will definitely not be able to stay alongside," concludes Mirsad Kurgaš.
The best march response was recorded in Ulcinj and Bar. It was also widely visited in Budva, where activists of the NGO Porat Pizana organized the promenade of boats to the island of St. Nicholas. In Tivat, Kurgaš was welcomed only by the activists of the informal civic initiative Bokobran. Activists of NGOs Our action, Green Home and Expeditio have been part of the road towards Kotor, and they supported the signing of a petition, which was attended by about 50 citizens.
November 12, 2018 - The ALFA Center this year, for the sixth consecutive year, will mark World Day of Remembrance for Victims of Traffic Accidents. The event is sually celebrated around the world during the third week of November since 1993.
This time they are launching the campaign "Let it Ring", which is realized until 18 November in cooperation with the Ministry of Transport and Maritime Affairs and the Ministry of the Interior, which aims to draw attention to the dangers of using mobile devices while driving, reducing the number injured and killed in traffic accidents and raising the level of the traffic culture among all the citizens in Montenegro.
"The use of mobile phones while driving is one of the most common causes of most traffic accidents. To this end, we will conduct a campaign through social networks, as well as through the media that will support us. 17 billboards were posted across Montenegro with a message "Let it Ring" and a series of actions are planned in which members of the Alpha Center together with members of the Police Directorate in several towns at the busiest intersections will control the traffic and warn of the dangers of using mobile phones,” said Branko Cupic, Project Coordinator.
It is important to note that one of the main disadvantages is inadequate electronic records in the health system, which does not show effectively the cases of injured and treated in health institutions, the course of rehabilitation, and the generated costs incurred due to traffic accidents.
"Each country, in accordance with its national legislation, should identify key risk factors for traffic behavior, such as speed, driving under the influence of alcohol or psychoactive substances, use of helmets and belts, children's seats, the use of mobile phones while driving, the conditions of the existing traffic infrastructure, technical characteristics of transportation means, adequate issuance of medical certificates for drivers, taking driving exams and issuing driver's licenses," said the NGO ALFA Centar.

November 12, 2018 - In addition to the Native Museum in the Castle of King Nikola, Old Town, Bar has another museum under the open sky. Since 2013 in the military part of the port, there is also a naval military museum, the setting of the former arms of the arsenal of the Montenegrin Navy, former JNA, and the Yugoslav Army, that is, Serbia and Montenegro.
Exhibits are well preserved despite the time from when they were produced, and visitors can only see them through a wired fence, unlike in Tivat where at Porto Montenegro parts of the armory and models of the former Yugoslav naval ships are available for sightseeing, along with the basic information and expert explanation.
Anti-ship mines, which are lined up from ships or submarines, are exposed to the Jetty next to the ships, which, with their explosive charging of the warheads and over a hundred kilos of TNT explosives, could destroy even the large war and merchant's vessels. There are anti-submarine mines that were fired from large patrol boats like "Kotor", anti-submarine mines, minesweepers used to discover mines, and more.
Due to the rationalization and modernization of the Montenegrin Navy, all of those once-murderous assets were thrown out of the arms, and the exhibited items were, as the military dictionary says, disarmed and the explosive charges were removed from them.
The unique setting was exposed to the public on 13th July 2013, when for the first time the Day of Open Doors was organized by the Montenegrin Navy in honor of the Statehood Day.
In addition to other exhibits, there is also a hyperbaric chamber used by members of diving and underwater diversion units, both for training and in case of an underwater incident.
Special attention is drawn to the large winged rocket, which was fired from the launcher from the deck of frigates, rocket guns and rocket boats. The rocket had a range of more than 70 miles and at the same time, it represented the terror for the navies of neighboring countries.
"The anti-ship missile P-20/21 represents an improved version of the missile P-15 (SS-N-2 Stix). The maximum range of the rocket is 80 kilometers and the cruising speed is 0,9M (900 km / h). Immediately after the launch, the rocket goes into the cruise mode at a height of 300 to 500 meters, and the guidance is inertial - autopilot. At a distance of 10-15 km, encompassing the target, the rocket switches to the active radar self-leveling mode (P-20) or IC self- -21) and reduces the height of the flight to 50 meters, until it hits the target. The total mass of the rocket is 2600 kilograms, of which 513 is the warhead," reads the description of the once-murderous war weapon on the internet forum www.paluba.info which is known for the professional processing of military issues.
Attention is also drawn to the torpedo of 533-millimeter caliber, which the Yugoslav submarines had as the basic weapon until their final disposal. The torpedo had a warhead with more than 200 kilos of very devastating explosives.
In addition to the rest of the underwater arsenal, anti-submarine mines that were in the armory of patrol boats and ships, and anti-submarine mines that served to defend ships on the connection and on an anchor of enemy underwater saboteurs are also set up.
The largest part of the exemplified weapons are Russian, that is, the USSR production.
The non-governmental association "Sua Sponte" launched an initiative in 2008 that the Museum in Bar should get a Navy department.

November 12, 2018 - If you are looking for Ratko Nikolic in the Niksic village Gvozdenice, it's not hard to find where he lives - just follow the smell of fruit.
The hard-working man from Niksic tells us that eight years ago he began producing domestic juices. And everything started from the pomegranate below Ostrog.
"We live in the area below Ostrog and there are a lot of pomegranates here, so every year I was paying someone to squeeze out the juice. I thought, why not do it myself? So I made a hydraulic press for pomegranates. At first, it was just for the needs of my family, and then the business slowly expanded. The housework of fruit processing has grown into an additional job involving the whole family."
My wife Stanka, says Ratko, is the financial director, with me as an employee who "listens to orders" and the children help as much as they can.

In the meantime, their daughter also graduated in chemical technology, so her professional help is welcome, Ratko said.
But, no one wants anything to do with chemistry.
The juices are made without sweeteners, preservatives, or water.
"One year after I started making pomegranate juices, I made a bigger press, bought a pasteurizer and started with apples, pears, quinces, chokeberries, blueberries, cherries, and sour cherries. Now, I juice all fruits, and even carrots and beets. I make various combinations. Initially, everything I earned was invested in the juicer, so I expanded my business, made machines, bought more pasteurizers, and now I have eight. Everything is from my own budget."
According to Nikolić, the production of domestic juices can be profitable, but it takes a lot of effort and work.
"In a short time, I got back everything I had invested. One good season returns everything. In order to make the juice, it is necessary to pick the best fruit because one rotten apple can destroy everything. Then you must wash it, grind it, squeeze it, bottle it, plug it in and finally pasteurize it. A small part of the fruit I use is from my own property, while I buy most of it from all over Montenegro. I'm solely looking for homemade, not-chemically sprayed fruit."
He says that this year is very fruitful in the region of Niksic so they hired six seasonal workers. The preparation and squeezing of the fruit are primarily done by the Nikolic family because, as Ratko says, he can guarantee good quality.
"It's easy to expand your business if you have quality. The picked fruit must be processed within two to three days. The pasteurized juice, when the bottle is unopened, can last for three years. Every day, more and more people are interested in healthy juices. People keep coming back to healthy food."
He says the competition does not bother him because there is work for everyone.
"People come, they ask how to make the machines, which pasteurizer to buy. I explain everything to them and everyone works well together. When there is a lot of fruit, we can all do the business well. When the season is not fruitful, the business is poor. When I started to work, this object was too big for me. Now I'm thinking about an extra room."
The Nikolić family regularly participates in fairs, and two years ago they were part of a caravan of healthy food that, organized by the Ministry of Agriculture and Rural Development, visited 14 municipalities.

11 November 2018 - Along with numerous participants and several hundred visitors, Tivat hosted an all-day festival dedicated to autumn - "Luštica Bay Fall Colors Fair" was held on the promenade in the Marina settlement in Luštica Bay.
This festival featured an exhibition of local delicacies and products led by producers of Agroklaster Nikšić who offered organic produce and cultivation by Bulajić family, ethnological household "Dedovina" from Grahovo, Dabović winery, Miljanić's cheese products from Nikšić, and information on a one-day excursion from the Bay of Kotor to Grahovo. It is interesting that among the 20 domestic producers, there were three producers who live and work in the Bay of Kotor and who initially came from abroad.
In addition to a wide range of over 20 varieties of cheeses, Olga Ovčar from Ukraine presented her various dairy products, such as sour cream with and without spices, while the children enjoyed this product the most. Her pepper cheese was definitely the most demanded dairy product. The Morić family has presented a wide range of olive products from their olive groves with 1500 trees, as well as other products, starting from cake and pancakes all the way to almonds. Also, their brandy was an unforgettable experience for many who tried it for the first time.
Furthermore, honey and products made out of honey were offered by Radojica Radović and Vidak Tomašević, beekeepers of the company "Grbalj". Products from olive oil were taken care of by the Abazović family, while medicinal herbs could be smelt throughout the whole fair from the stand of Julka Radmanović. Variety of juices, wines and vegetables were a specialty of Bosiljka Vuksanović. Many other manufacturers offered ham, pears, pies, sweets, juices, honey products and goat's milk. "Rančevka" produced by Predrag Klakor and Jovica Peričič was the most popular brandy. Visitors also had an opportunity to buy handmade pillows and handbags which were offered by Jan March.
"We are very satisfied with the response of the visitors and the atmosphere that was present in Luštica Bay. With many guests, especially the youngest, excellent offer of domestic products, we think that this is an approach that we will definitely nurture in the future," said Slavica Milić from marketing team of Luštica Development.
11 November 2018 - Prime Minister Duško Marković said that on November 11 – marked one hundred years since the guns fell silent to end World War I. Montenegro is again divided between perceiving it as the date to honor all the victims or the date after which the name of Montenegro disappeared from world maps.
“Only one country that courageously and consistently fought on the side of the Entente Powers and suffered tremendous losses in WWI, was left without a state name and was not even mentioned in Europe for a long time. That is why in the Montenegrin memory – 11 November 1918 is a date we mark with divided feelings. The day of great historical victory of modern Europe, to which Montenegro with its 400,000 inhabitants gave 20,000 lives – is the date to honor all the victims. But, unfortunately, the date after which the name of Montenegro disappeared from the world map, the date which reminds us of the tragic injustice done to us by the Allied Powers of the Great War,” said Prime Minister Marković.
Prime Minister Marković also noted that historical facts point out that Montenegro itself did not manage to act properly during those decisive years ahead of and during WWI.
“Montenegro’s army was ruined in the two Balkan wars, sacrificed in Mojkovac for the rescue of the Serbian army in retreat, and then handed over to the Serbian command. All this facilitated the military implementation of the political idea of the Allies on the disappearance of the Montenegrin state and its dynasty,” continued Prime Minister.
Finally, Prime Minister Marković noted that Montenegro needed almost nine decades to repair the damage of state and national disaster it experienced in the end of the World War I.

11 November 2018 - Negotiator for Chapters 23 and 24, Marijana Laković, said she has expected the European Commission would recognize the stable progress the Montenegrin institutions have achieved on the road to the European Union. Laković emphasized the rule of law has been an area requiring continuous results, there are some challenges but Montenegrin institutions have been decisive in an attempt to use all the available resources to achieve the best results possible.
“The European Commission regularly submits the interim reports on their perception when it comes to the progress in the area of the rule of law, i.e. chapters 23 and 24. We expect that the European Commission would recognize stable progress in numerous significant aspects of the rule of law, evaluating concrete results achieved by our institutions,” emphasized Laković.
When asked whether Montenegro reached the results the European Commission requested, she said Montenegro has been completely committed to the new approach in negotiations, much more demanding compared with the previous enlargements.
“The fact clearly denoting our progress in the area of rule of law is that so far Montenegro has started talks in 31 chapters, negotiations in 3 negotiation chapters have been temporarily closed, while we expect to open the 2 remaining chapters soon. Also, we expect the European Commission to recognize the latest activities of the National Police and state prosecutor’s office in fighting organized crime, high-level corruption, money laundering, temporarily seized assets and confiscated drugs,” concluded Laković.
Laković also added that by implementing thorough reform activities in the judiciary and setting up of a modern legislative framework, Montenegro has proved its full democratic capacity to enforce the most contemporary European standards in this area.

11 November 2018 - From 12 to 15 November, the Culture and Information Centre “Budo Tomović“ in Podgorica is organising a film event devoted to the American actress, model, and singer, Marilyn Monroe, who was famous as one of the world's most enduring iconic figures.
This film event will mark the closure of the CIC’s program dedicated to women called “Film Divas”. From 12 to 15 November, according to the official announcement, CIC will show the following films: November 12 - "The Seven Year Itch " (1955), November 13 - "The Prince and the Showgirl" (1957), November 14 - "Bus stop" (1956) and November 15 - "The Misfits" (1961). The aforementioned films will be shown at the DODEST Hall, starting at 8 pm and the entrance is free.
"Marilyn Monroe (born Norma Jeane Mortenson) was an American film actress, singer, model and entertainer. Her film career began in 1947 with small roles to attract the attention of audiences and critics in a minor role in the cult film "Everything about Eve," with Beta Davis in the lead. Three years later, she starred in the love drama "Niagara." Although her films were mostly commercial, but not critical, Monroe was one of the greatest film stars of the 1950s.
She is best known for her roles in comedies "Gentlemen Prefer Blondes” (1953), “How to Marry a Millionaire” (1953) and “The Seven Year Itch” (1955). Limited by typecasting, Monroe studied at the Actors Studio to broaden her range. Her dramatic performance in Bus Stop (1956) was hailed by critics and garnered a Golden Globe nomination. "It is a great pleasure for us to recognize the National Parks of Montenegro as a special and significant tourism potential in the region, and to the great honor that we have received recognition as well. This award is a great incentive for us to preserve, develop and promote the values of parks through the design and development of tourist infrastructure on the principles of sustainable development. November 11, 2018 - The European Union (EU) is ready to continue financially supporting the Western Balkan countries and Turkey in the area of leading regional initiatives in line with the EU's enlargement strategy to the Western Balkans, it was announced at the coordination meeting of the IPA Multi-beneficiary program in Brussels.
As announced by the General Secretariat of the Government, representatives of the countries of the Western Balkans, Turkey and the European Commission took part in the meeting, which was held on Thursday and Friday.
On behalf of Montenegro, the meeting was attended by the representatives of the Office for European Integration led by the Deputy Chief Negotiator - National IPA Coordinator Vucic Cetkovic. It is reported that the participants discussed the actions proposed for funding under the IPA Multi-beneficiary Program for the next year, for which the EU has committed EUR 578 million, related to initiatives in the areas of rule of law, security and migration, socio-economic development, empowering connectivity, digital agenda and good neighborly relations. "It was concluded that the engagement of additional EU funds at the regional level will result in a greater volume of investment in infrastructure, improved security and responses to organized crime and corruption, as well as improving the situation in the areas of youth education, employment, statistics, cybersecurity, cultural cooperation and the private sector," the statement said.
The European Committee will, as it is clarified, after the implementation of additional consultations, officially adopt the proposed program in the middle of next year.
It is estimated that the proposed projects for Montenegro will be of extreme practical importance to the negotiation process and implementation of key reforms in the process of EU accession. Cetkovic said that EU financial support to reforms that are thematically common to all beneficiary countries contributes to the improvement of regional cooperation, where Montenegro has been recognized as a constructive and reliable partner of the Union and the countries of the region. "Montenegro's willingness to contribute to the implementation of approved regional projects will be a significant factor for further successful implementation of the program," said Cetkovic.

November 11, 2018 - As part of its regular activities in the organization of green areas in the territory of Podgorica, the company was engaged in various activities in the domain of its business. Mowing and detailed raking were carried out at the following locations: Boulevard Vojvode Stanka Radonjića, Boulevard Miloša Rašovića, Boulevard Peka Dapčevića, Boulevard P. Ćetković, and the area around the building of JU "Museums and galleries". In addition to these locations, the company was also engaged in GO Golubovci (an area in front of the building of the GO, bypass, Valjez) where works were done on mowing, raking, the removal of wild vegetation, lifting and forming treetops as well as the fine leveling of the terrain.
The Zlaticka forest team of Zelenilo d.o.o. were engaged in cutting dry and burned trees while hedges were cut in the Boulevard of Vojvoda Stanko Radonjić, the Boulevard of Miloš Rasović, the Builder of Pek Dapčević and Bulevar P. Ćetković. In the yard of the "Slobodan Sekerovic" Gymnasium, the workers of “Zelenilo” performed works on the removal of wild plants, lifting and shaping the crown of trees, and cutting dry trees, as well as mowing and raking.
In addition to the above-mentioned activities, the company was engaged in planting seasonal flowers at the following locations: Boulevard St. Petar Cetinjski, Krusevac Children's Park and Boulevard George Washington (roundabout).
Works on the excavation of pits and planting were carried out at the following locations: Historical Museum, Faculty of Medicine as well as in front of the Office for European Integration. In the campus of the University of Montenegro, the company started preparing and planting seedlings of evergreen and deciduous trees.
Works on detailed raking and cleaning of parks continued.
