Snow started falling in Podgorica in the evening around 11 p.m., and the capital was covered with snow Wednesday morning. 

There is snow in almost all of Montenegro, mostly in Zabljak where 47 centimeters were measured.


In Kolašin there is a snow layer of 32 centimeters, in Pljevlja 28, in Šavnik 26, and Rožaje 23. The snow did not bypass Niksic, where it measured 18 centimeters.

In Pluzine the snow layer is 12 centimeters, in Berane and Andrijevica 10, in Bijelo Polje nine, and in Cetinje eight centimeters.

In Podgorica, the thickness of the snow cover is seven centimeters, while on the coast the snow fell in Ulcinj and the Bay of Kotor. Snow did not bypass Virpazar.


On the coast, it will be rainy, and in the morning in the southeast, there will be sleet and snow.

During the day, in the lower regions of the south, the snow will turn into sleet and rain.

More intense rainfall is expected in some places.

Archaeologist Omer Peročević has been trying to revive the Old Town Bar for almost four decades. He has fought for the future of the museums, for years exploring the past of the ancient city, finding traces in ruins to build a picture of the life that took place in this area. In this constant endeavor, he came up with an idea to restore the old stone bridge on Suvi Potok (Pero’s bridge).

One of the five historic bridges built at a distance of about 800 meters, which is a unique rarity, a stone bridge on Suvi Potok, beneath the walls of Old Town of Bar, was reconstructed at the end of December. In order to protect the natural and cultural heritage, the Association of olive growers Bar was pleased to accept the proposal of archaeologist Peročević to jointly renovate and preserve the old bridge on Suvi (Pero’s bridge).


"About 40 years I have been fighting for the future, and the past of the Old Town, in which, unfortunately, there are mostly remains of ruins. The Old Town is unique, its surroundings dramatic, this geological landscape and what the man has made in this area. The bridge on Suvi potok is the entrance gate to the natural museum of olive, culture and religion. The significance of the bridge was introduced to us by an unknown founder, who made a legacy so that it can be passed beneath the walls of Old Town to the area where there are almost 10,000 olive trees, of which about 1,000 trees are older than 1,000 years old. At the end of the 17th century, the stone bridge was the only possible route in this area for people and livestock, because in that period the olive groves were continuously treated," says archaeologist Peročević for the Portal Jedro Bar.

According to the archaeologist, in the slope beneath the Old Town, from Bar Spil to Veliki most, there were as many as 10 bridges on the canyon of the Mikulić River.

"Five of them are preserved. The stone bridge on Suvi Potok was sloping, prone to falling, neglected and barely visible. Fortunately, the stone barriers that were made in the 1960s, partly saved it because they reduced this torrential strike, otherwise it would be destroyed. Today, only one of the 10 bridges kept its original form, carrying the central arch with its elevation in the middle. By renewing it we have prolonged its age, as any old being that looks for care and attention. It brings me great joy knowing we have managed to save the bridge," says Omer.

In addition to the stone from this space, the spontaneous opus of building was repeated.

"We were guided by the principles of restoration and conservation as far as possible, but it was a problem to find proper craftsmen. Luck followed us from the beginning, funds were provided from the Tourist Organization of Bar, those 4,000 euros, but we were also happy with the contractor Suvad Osmanovic, who surpassed all my expectations, although I was skeptical from the beginning. However, I am very grateful to him. You know, you can have an idea, a project you want, but when you do not have a proper "hand" that realizes what you have imagined, then the whole story becomes worthless," says the archeologist.

The story of the members of the Olive Tree Society, he adds, was a constructive one.

"We have managed to accomplish this work with common energy and cooperation. The guys from the Society added a cultural dimension to the olive cultivation. Olive is not only a sign of Bar, a cultural and natural phenomenon but a culture that allows people in this region to live for more than 2,000 years. Through these works, we reveal to the citizens of Bar and tourists, a beautiful, exciting ambience, and on the other hand, our present-day activities are a debt to our ancestors, the heritage they have given us. Olive growing, the walk through the olive groves, offers perfect peace, a kind of therapy," Peročević pointed out.

You can now get to Dzidzarins’ olive groves across the Old Stone Bridge. The length of the bridge is twenty meters, and its width in the middle is slightly more than two meters.


A shorter bridge with more names rarely exists in this area - Old bridge on Suvi Potok, Pero’s Bridge, Love Bridge ... Anyway, no matter what it is called, the bridge was bounced from decaying and remained to testify to the generations to come.

"The whole move towards Rumija is called Pero’s Potok. Mountains in the slope of Rumija are fields, gardens, springs, some call it Pero’s Gardens. It is true that they call the bridge on Suvi Potok - Pero’s Bridge. Someone would ask - what is the purpose of a bridge when the stream is dry? The brook is dry for seven - eight months, but when the "sky" falls over Rumija the torrential torment carries everything in front of you. The torrent destroyed a part of the bridge, so people, by building bulkheads, reduced the power of the torrents," said the interlocutor to Jedro and jokingly said that the bridge "guarded" the honor in the past.


It has long been said that bridges are the most noble buildings that man has made. How much is the burden transmitted over bridges, how much energy is built into construction, how much work to bring the stone, to restore it... enthusiasm that today the stone bridge has a credible appearance. It is pure benevolence to save the bridge," concluded the archaeologist who as only few others, knows the life and soul of Old Bar.

The green economy is of particular importance for the further sustainable development of Montenegro. It can lead to greater competitiveness in a ruthless market in which it needs to find its place and obtain the position and share of the profit.

"In addition to the activities aimed at generating profits, it also implies care for the environment and the community. The green business emphasis should be placed on environmental protection to minimize the negative impact on the environment," said  Radovan Pejanovic, regular professor in the field of economics, agrarian and economics, the methodology of scientific work on basic, master and doctoral studies at the Faculty of Agriculture, University of Novi Sad.

According to him, the green economy is one of the most promising global development concepts. "It reduces environmental risks, which further positively affects air, water and soil, food, quality, and health care, and that is all for the general well-being. And when this is connected with the natural beauties of Montenegro and its tourist and agricultural potentials, it is then a multiple gain, even economically," Pejanovic emphasizes. He pointed out that for the further socio-economic development of Montenegro, the key issue of the new economy concept, new templates, whose competitive advantages are based on knowledge, innovations, and creativity.

"It is, above all, the so-called green business, the green economy concept, which is in line with the concept of sustainable development. This new approach from the aspect of the green economy leads to greater competitiveness of Montenegro in the ruthless market, where it is necessary to find its place and to fight for the position and share the profit. This can be achieved through a long-term strategic commitment, with investments, good organization, and responsibility of all participants in the chain of social reproduction, "explains Pejanovic.

He believes that many measures and actions that would be implemented to preserving and protecting the environment are not complicated and costly and that they can contribute to a better market and financial result.

"This is especially important for Montenegro, which can be, in my opinion, competitive in two logically related areas: food production and tourism," says Pejanovic.

When it comes to food, that is, agriculture, it is necessary, in his opinion, with agrarian, rural, population and other economic policy measures to revitalize the village and restore its traditional and modern social functions.

Regarding the northern region of Montenegro, in his opinion, it is necessary to continually seek ways to assist people from these rural areas, their small businesses, agriculture, and related sectors to take advantage of natural resources, safe land, and water access, improving the management of natural resources.

"The concept of integrated rural development and multifunctional agriculture, along with the development of the creative industry and all areas of entrepreneurship, is the development of the northern and all other regions of Montenegro. Therefore, a new concept of development and a new paradigm of sustainable development is needed. Continue to improve agricultural technologies and more efficient production services. Initiating the connection of stakeholders with financial services is necessary. Continuously look for opportunities for employment and enterprise development in the rural areas," Pejanovic says.

Montenegro's competitive areas, as re-emphasized, are food and tourism, viewed within the development of the concept of sustainable development and green economy, protecting and promoting, at the same time, agrarian-biodiversity as a support to the sustainability of ecosystems.

January 8, 2019 - The Municipality of Tivat will publish a public call at least once a year for funding projects for the valorization of cultural heritage in the area of the city. These projects will be financed from part of the money collected from the tourists on the basis of the sojourn tax.

According to the law, 10% of the means of collecting the sojourn tax is dedicated to "projects of valorization of cultural heritage, relating to archaeological research, conservation and restoration works, reconstruction and promotion of cultural goods."

Therefore, starting this year, the Municipality of Tivat will publish a public call for funding projects for the valorization of cultural heritage in the area of Tivat after the adoption of the regular annual Financial Report of the Tourism Organization.

"Cultural tourism represents an important component of the tourist offer, and in this regard, it is necessary to pay special attention to the valorization of cultural heritage. The Act on the Protection of Cultural Property regulates the types and categories of cultural goods, the ways of defining the protection, the regime and the protection measures, the rights, and obligations of the owners and holders of cultural goods as well as other issues of importance and preservation of cultural goods. The promotion of the cultural heritage of Montenegro, according to the national development program, is carried out in the context of sustainable development and, among other things, its promotion for investments is necessary to revitalize and preserve it," stated the Municipality, adding that the Law on Residence Taxing offers the possibility of establishing a special fund for the valorization of cultural heritage, in the amount of 10 percent of the collected funds and fees.

Tivat’s local authority also appointed a special commission for the selection of cultural heritage valorization projects, made by Secretary of the Municipal Secretariat for Cultural and Social Affairs, Mr. Dubravka Nikčevič, Director of TO Tivat Gabrijela Glavocic and Director of the Museum and Gallery Tivat Jelena Bujišić.

A record of allocation and spending of resources for cultural heritage valorization projects will be conducted by the Tourist Organization Tivat and reported to the National Tourist Organization quarterly, and the Tivat Municipal Assembly once a year.

TO Tivat received over EUR 300,000 in revenue from the tourist tax-paying fee in 2017, which means that some 30,000 euros would be allocated annually for projects of valorization of cultural heritage.

07 January 2019 - Interest in the third phase of the project “1000 +” was huge last year. Organizers from the Ministry of Sustainable Development and Tourism said that they were not able to give vouchers to all the applicants because of the limited budget. Therefore, they started the preparation for the fourth phase.

In the third phase of the project, there were more than 1000 applicants. So far, around 470 vouchers have been issued. Approximately 160 priority persons have been issued with a voucher and 200 citizens who belong to target groups. Then, in December last year, another 110 vouchers have been given to employees in the public sector, young married couples up to 35 and other users.

General Director of the Directorate for Housing Development, Mirko Čanović, says that they have planned the continuation of this project in the budget for this year and they had already started negotiating with the representatives of the Council of Europe Development Bank.

“I am delighted that citizens had trust in this project and recognized its quality. We have planned the fourth phase of it, and our ultimate objective is that the citizens resolve their housing issues simply and favourably. I am sure that in this next phase as well, we will enable the best market conditions,” said Čanović.

They provided a set of conveniences. The key convenience is the lowest interest rate in the market. In comparison to the previous three phases, what is new in the fourth phase is that the participation in the purchase value of the real estate is not mandatory. Also, this time, old-building apartments will be in the offer. Through the cooperation with the private sector, they will tend to provide additional conveniences.

Čanović pointed out that they would give the vouchers until the funds are spent.

January 6, 2019 - The shelter for the protection of abandoned and lost dogs in Kavač is designed to accommodate up to a hundred and fifty dogs, and the number of animals located in this area is often a hundred more than expected, so the capacity expansion is necessary," said Sanja Marovic, a referent in the Kotor’s Utility Company announcing this investment activity.

"We have completed the main project for the necessary expansion of capacity and conditions of stay in the shelter for dogs and budget funds in the amount of 40 thousand euro will be provided by the municipalities of Kotor and Tivat. After the tendering procedures and the selection of the contractor, the necessary works will start soon," says Marovic.
 
The shelter is a result of the joint project of the Tivat and Kotor municipalities, and it fulfills all the conditions required by the Veterinary Office of Montenegro.
 
"Animals stay in eight-box facilities of 22.5 square meters and the same box area of 13.5 square meters, with 348 square feet of auxiliary rooms. There is also a quarantine section with 20 huts and a yard for dog breeding. Due to a much larger number of animals than anticipated, the costs of food and other asylum funds have been significantly increased and drastically reduced the comfort of animals," said Marovic.
 
She states that the shelter also has the necessary equipment for catching dogs and a specialized vehicle, but also that it is required to continually work on the modernization of equipment that will contribute to more efficient work. "We are feeding animals on the recommendations of the veterinarians with whom the Utility Company has an annual contract, which implies complete animal treatment," says Marovic, citing that the number of bdogs has increased in the last year.
 
Marovic told Radio Kotor that they have an "Open Doors Day" plan. "The idea is to arrange organized visits to schools, kindergartens, and citizens, where children will be directly acquainted with the way of working and living conditions of these animals. About the initiative, we will soon contact the administration of schools and kindergartens."
 
The shelter in Kavač, as a joint investment of Kotor and Tivat Municipality, has operated since 2010.

05 January 2019 - Within the Programme of temporary facilities for the area of the coastal zone of the municipality of Budva for 2019-2023, they have decided to carry out the grouping and organizing of temporary buildings and facilities. At locations in the vicinity of hotels with 4 and 5 stars, there will not be temporary structures which, by their appearance or function, could compromise the representativeness and comfort of such high category of accommodation.

Due to the loaded traffic of contact zones with a large number of seasonal temporary facilities in local jurisdiction, the Ministry of Tourism has limited the placement of new temporary facilities in the areas of the coastal zone.

"A large number of set up objects can be characterized as inappropriate due to the lack of functionality for the performance of catering, trade, etc., as well as because they very often interfere with normal pedestrian traffic, visions towards the sea and do not fit into the environment. One of the negative sides of these objects is precisely the poor level of their design and integration into the environment, and as such, they are very negative in urban terms," it is stated in the Programme of temporary facilities for the area of the coastal zone.

In addition, the Ministry of Tourism stated in the document that it was forbidden to place any kind of a mobilier or a caffe-bar with a grill on the part towards the upper and lower promenades, which means that all of the street shops with fast food on the promenade that ruined this part of Budva will no longer exist.

The Public Enterprise for Coastal Zone of Montenegro and Ministry of Tourism did not provide the opportunity for users of temporary facilities to submit remarks because, unlike Municipality of Budva, they did not organize a public debate on this topic.

January 4, 2019 - Morsko Dobro, the public company from Budva, confirmed that the leaseholder of the coast at Đuraševići, the company FAB Petrol from Podgorica, did not obtain all the necessary papers and approvals and therefore did not receive any resolution approving that a new small marina could be built on this part of Tivat's coast.
 
"The leaseholder of the sites in question was still in the process of obtaining the necessary approval from the competent authorities, which they notified by letter, and we did not issue the Decision on setting up and organizing the docks and berths. In the meantime, the public company Morsko Dobro has determined the performance of the pontoon setting and filed a report with the Port of Kotor to take measures and actions out of its jurisdiction," said Ivana Lazovic, the PR of the public company “Morsko Dobro.”
 
Even though there are no papers and permits from the state to do so, FAB petrol set up two of the floating gates on the shore below a former old brickyard two months ago. And they've done that during the procedure for adopting the Environmental Impact Assessment of the facility's environmental impact in Krtole - now the Movida Beach, which guns the same company. Two new floating concrete gates total a length of 104 meters in the form of a Latin letter "L", and are equipped with a yacht connection to the water and electricity grid, and lays to the distance of up to 60 meters from the existing coastline and thus form the new small "Marina Solila". Even though its formation for the state is still completely illegal, FAB petrol is already launching its new Marina Solila on the site of Tre Canne (a residential business complex in Budva, whose investor is also the FAB company). They are calling all parties interested in the berths in this marina now because they will "soon be available." Unlike what EPA and Municipality Tivat's documentation says, the investor company reports customers that the new marina will have berths of up to 40 meters (twice the size of the ones they reported to the state).
 
Morsko Dobro reminded that last year they carried out the procedures for leasing the location on Obala Đuraševića in Tivat, marked in the Plan of Temporary Facilities such as 10.9 Pier and 10.35 Mobile Floating Pontoons, with the purpose of fitting and commercial boat mooring. Morsko Dobro concluded the contract with FAB Petrol on 8 June 2018 "which stipulated that it was the object of using the marine area in front of the existing concrete pier at Đuraševići in a length of 150m, 3,900m2 on the site of Stara Račica-Solila, with two floating pontoons measuring 50 x 4 m. For their construction, it is necessary to assess the impact on the natural environment."
 
"As an integral part of the contract, urban technical conditions are stipulated (protection measures, making estimates, materialization, necessary approval of competent bodies, etc.) for obtaining a decision on setting up a temporary facility. The same conditions specify which approvals and documents of the competent authorities are required to enable Morsko Dobro to issue a Decision on the Establishment of the Temporary Pontoon Depot (approval of the Port of Kotor, Maritime Safety Directorate, Port Authority of Kotor, Agency for Environmental Protection, main project, and revision of the project). As the tenant of the sites in question is still in the process of obtaining the necessary approval from the competent authorities, we did not issue the Decision on setting up and organizing the docks and berths," said Morsko Dobro’s PR Ivana Lazović.
 
She pointed out that they were, therefore, seeking a response from the Port of Kotor to which they had filed a complaint about the illegal placement of floating facilities in the waters of the Bay. Lazovic did not answer the question of when we can expect the removal of unlawful facilities, or when Morsko Dobro will terminate the lease of this part of the coast with FAB Petrol due to the illegal handling of the company and the usurpation of the sea property.
 
This part of the coast of Krtole has been operated on illegally by the "Marina Solila" for the years it was used by the company Yacht Voyage from Tivat of the Russian citizen Sergey Voronkov, who leases this part of the coast from Fab Petrol. At that marina with a capacity of twenty yacht berths, which functioned without the required papers and permits, there were serious incidents on two occasions in 2016. The 40-meter mega yacht "Mona Lisa" rammed its berths during a storm and hit the shore and the surrounding vessels. In April 2017 a 12-meter yacht "Yulia" was lit on fire and sunk, flooding hundreds of liters of oil into the sea.
 
Due to the events at this location and the FAB's intention to expand the marina capacities that do not have any permits, the Krtole villagers who have property near this location have been bothered, and believe that such activities of the subject company could be dangerous. Despite this, the fact that an illegal marina where serious incidents occurred is on the verge of the internationally protected nature park - the Solila reservoir, none of the authorities in the state until today stopped the construction and use of "Marina Solila."

January 4, 2019 - “Light Under The Black Mountain”, the Bokelian blues-rock band, promoted their second single 'Wake up the flame'. After the breakthrough of 'Breakin' the blues', as promised by the Boka Bay musicians, they presented another great song to announce their first album.
 
“There are nine songs on the album, and we will drop one single every 20 days," said the drummer of the regional blues attraction “Light under the Black Mountain” Željko Samardžić who is also the author of the new single 'Wake up the flame.'
 
Music and arrangements for 'Wake up the flame' were the work of the famous songwriter and “Light under the black mountain” guitarist, Kristijan Đuranović. The single recorded Miha Radonjić in the studio M Sound, while Predrag Pejić from Novi Sad's DoReMi production did the song mastering.
 
With the song 'Wake Up the Flame', Light under the Black Mountain once again demonstrated its luxurious music range, as, unlike 'Breakin' the Blues', which they did in the best fashion of modern blues, the new song follows the spirit of contemporary rock with a nostalgic appeal to the classic rock from the 70s of the past century.
 
Kristijan Đuranović is the leading composer and guitarist in the band, which includes: Danijel Petkovski-vocals and lip harmonics, Romeo Lukšić-guitar, Branko Marković- bass, Željko Samardžić-drums, and Goran Milojevic-percussion and accompanying vocal.

Our style is blues-rock, and this box will keep us from various influences from the Balkans. We avoid any contact with Balkan sound or any other domestic musical direction. So our sound is American, and we will produce only such a sound with our band. Because of this sound, we loved music and guitar, and it is a good idea that what we love and produce,” said founder of the band “Light under the Black Mountain,” Kristijan Đuranović.
 
The musicians of Boka Bay have had live performances in the whole region, performing at a more blues festivals, as well as an excellent concert at the New Year's Eve in Herceg Novi, where they also played the songs that will be on their first album. The audience in Kotor had the opportunity to hear the new songs of Light under the black mountain and enjoy their performance the day before, on 30 December within the performance of Kotor's musicians at the Arms Square.
