The Montenegrin healthcare system provides adequate therapy and treatment for children with mental disorders, said Mevlida Gusinjac, Director the Directorate for Health Protection at the Ministry of Health.

In the Mental Health Report in Montenegro, the Ombudsperson stated that children with mental disorders do not exercise the right to complete, adequate and quality healthcare.

Gusinjac said that in Montenegro, within the health institutions at the primary level of health care and in the Clinical Center of Montenegro (KCCG), the treatment of children with mental disorders is organized.

According to her, numerous activities are being carried out in order to provide the conditions for organizing the services, i.e. the construction of the Clinic for psychiatry within the KCCG, which will include the department of child psychiatry. "Until the construction of this clinic, the health care system, as mentioned, provides adequate therapy and treatment for children with mental disorders," Gusinjac told MINA.

She pointed out that the Ministry of Health, as an imperative and an important challenge, recognized the care of children with psychiatric disorders.

"As it is a very sensitive category of population, very carefully, primarily systemically, we tend to provide adequate conditions for the medical treatment that is necessary for them," emphasized Gusinjac.

She explained that the first check-ups, for the detection and recognition of psychiatric disorders in a child, are performed by selected pediatricians in health centers. "They evaluate the mental development and mental maturity of children through ten preventive examinations in the first, second, fourth year of life, as well as before going to elementary school, in the second, fourth, sixth and ninth grade of the primary school, as well as in the first and third grade of the high school," Gusinjac explained.

Also, she adds, in the centers for children with special needs within the health centers there is a team of specially trained and educated pediatricians and psychologists, as well as a speech therapist and physiatrist.

Gusinjac pointed out that the Youth Counseling also works in health centers with participation of the selected pediatrician, psychologist and psychiatrist.

According to her, a psychiatrist for adults, as well as a child psychiatrist from Belgrade, was engaged in the KCCG Children's Institute, due to the lack of child psychiatrists. "So that children with mental disorders are provided with adequate and high-quality health care," Gusinjeć emphasized. As she explained, the decision on treatment is made by the whole team.  

"A psychiatrist and a clinical psychologist, and if the need for additional treatments is required, the KCCG Psychiatric Clinic sends patients to the Institute of Mental Health or the Children's Clinic for Psychiatry in Belgrade, with which the Health Insurance Fund has concluded a treaty on providing the treatment," said Gusinjac.

She said that three Clinical Psychologists are working at the Clinical Psychiatric Clinic of the Clinical Center (KCG), while specialists of children's psychiatry who come from Belgrade have been engaged in the Center for Autism and are conducting examinations on the weekends.

"Currently there are three Doctors of Medicine specializing in child psychiatry and one psychologist specializing in clinical psychology, which will, after their completed education, improve the provision of health care for children with psychiatric disorders," Gusinjac said.

She stated that at present there are no registers of children with developmental disabilities and mental disorders.

Gusinjac explained that children's and young people's registers with psychophysical developmental disorders and psychosocial disorders, for the growth and development of children and youth, for psychoses, for personnel in the healthcare system and for institutions, are expected to be developed in the course of March.

January 14, 2019 - According to Dr Radoje Lausevic from the Institute of Marine Biology in Kotor, the manager of the Monte Aqua project, an aquarium with 16 pools of 250 m² built under the Marine Biodiversity Conservation Center, the Institute will open in June 2020 instead of June this year.

"In communication with the donor, the Norwegian Ministry of Foreign Affairs, represented by the embassy in Belgrade, we agreed to extend the duration of the project for 12 months. It is primarily due to the demand for space reconstruction at the Institute of Marine Biology, which has just begun. We are currently in the phase of scrapping the premises on the ground floor of the Institute, and very soon, in a month, a significant reconstruction of the complete ground floor installation will begin, covering about 300 square meters," Dr Lausevic told Radio Kotor.
 
During the next two months, the Institute will announce a public invitation to acquire aquarium equipment to be installed during 2019.
 
"We hope the aquarium will receive its first visitors by the end of spring 2020," said Dr Lausevic.
 
The donation of Norway's Ministry of Foreign Affairs, over half a million Euros, was planned to be implemented from 4 December 2017 to 4 June 2019, but for objective reasons, the partners agreed to the 12 months extension.
 
In the aquarium in Kotor, future visitors will be able to see different organisms living in the Adriatic and other seas.
 
In addition to standard aquariums, information panels, exposed shells and stones, the youngest visitors will be able to use a “touch tank” where they will be able to contact certain species (shells, sea stars).
 
The entrance to the aquarium will be on the side of the Dobrota promenade.
 
The courtyard of the Institute of Marine Biology will also be the part of the Center for the Conservation of Biodiversity, with an outdoor setting, whose theme will be marine ecosystems, fisheries, and waste at sea.
 
The Aquarium will hire new workers and guides, and as its maintenance is rather expensive, rough estimates of between EUR 25 and EUR 30,000 a month, so the Institute of Marine Biology will charge the tickets.
 
Project design the Institute entrusted to Enforma Studio from Kotor in cooperation with Oscar di Santo, the consultant from Italian company Panaqua.

January 14, 2019 - A retrospective exhibition of artworks produced during the activation program of the Spanjola Fortress from 2016 to 2018, organised by NGO Sinergija, will be opened on Saturday, 19 January at 7 pm in the lobby of Park Hall in Herceg Novi.

The Activation Program of the Spanjola Fortress started in 2016 as an idea that through the cultural arts programs the Sinergija team reactivates and amines the unused space of the fortress.
 
"During the activities on the study of the protection of architectural heritage, organised by NGO Sinergija in cooperation with the Foundation Petrovic Njegos, the idea came to make specific functions in the magnificent space of abandoned fortresses. We have started with programs during the summer, and later throughout the year, to contribute to its better look and exploit the potentials it has," quoted the NGO.
 
During that start-up of the activation program, in 2016, Sinergija still asked for an answer as to what would be the future function of the fort.
 
"We want art programs to fill the space with art and that our option to the former military use of these buildings is art first of all, and that what used to serve as a protective grate for the fortress becomes our base for culture, defending further inheritance privatisation," emphasises the NGO Sinergija.
 
Last year, Sinergija organised a round table attended by experts from architecture, conservation, directors of responsible institutions in the city and people from the NGO sector who are familiar with such practices in the world.
 
Sinergija has brought artists from different spheres, who have refined the fortress in their works, and in some ways began the reconstruction of Spanjola.
 
At the opening ceremony on Saturday, members of Sinergija will give thanks to all who helped to develop the project. The Exhibition in Park Hall will be open until January 30, on working day from 9-12 am.

Ski center Kolasin 1450, during the weekend, was visited by 3 000 guests. According to the director of the ski resort, Dijana Bulatovic, the ski trails are arranged, and the snow between 70 to 90 cm has enabled the enjoyment of visitors from all over Montenegro, as well as from Albania, Serbia, Russia, Germany and China.

"The ski resort was working in its full capacity. The six-seater Vilina Voda cable car was operational, as well as the two-seater lifts Cupovi, ski lift Jezerine and the baby lift, and all the trails within them.

All lovers of winter sports can rent all the necessary equipment for skiing and cross-country skiing, and the ski school has also been organized," she said. She notes that at that ski resort, among other things, you can rent children's snowmobiles. A good visit to the Ski Center Kolasin 1450 is expected in the next few days.

For me, the carpet of pine needles or spongy grass is far better than the most luxurious Persian carpet, said Helen Keler, an American writer and fighter for the rights of people with disabilities.

It seems that this maxim is also followed by a woman from Niksic Marina Kovacevic, winner of the prize “Iskra” for civil contribution to the common good. Her "carpet" is the meadow of Zupa in Niksic, the place from which she originates, in which she lives and tries to promote as much as possible.

"Marina Kovacevic is an example of how an individual can initiate, promote, create, and influence the changes. She is the coordinator of “Morakovo”, responsible for the agro-tourism cluster "Zupa", but before that, and above all, she is a lover of the natural beauties and potentials of her homeland and someone who, by connecting and networking the organizations, associations, households, and local self-government, wants to get the most out of it for the benefits of Zupa," they said at the ceremony.

"Prizes are the incentive for further work, so this one will encourage me as well. I will continue to work in the same direction until Zupa becomes an example in Montenegro for sustainable agritourism," says Kovačević for "Vijesti". Ten years ago, she founded NGO "Morakovo " and since then she has been trying to present to everyone what Župa has to offer and with which it can and must be proud, but also what can be used.

Since the 1970s, there has been an initiative for Zupa to connect with Kolašin. This is the closest link from the sea to the north of Montenegro, and to Zupa and Niksic, and it would be very significant. I think that by building this road Zupa will become an example in Montenegro and the region for sustainable agritourism. 

"Zupa has huge potential for doing business with agriculture and tourism, human resources, which is also the most important for the development of the villages, the cultural, natural and historical potential that only a few areas have in Montenegro, a school with around 600 students, educated young people," lists Marina.

And the list is indefinable. Therefore, she would never, as she says, change Zupa for a life in the city. And why would she, when Zupa "has almost all conditions for a modern and quality life".

For the last six months, she is responsible in the Agri-tourism cluster "Zupa" where she tries to get the most for the benefits of Župa by connecting and networking organizations, associations, households and local self-government. "I think that anyone, whether it is in the civil sector or not, can initiate, promote, create and influence changes in their community. I admit that I am a lover of the natural beauty and the potentials of my homeland.

Marina reminds that Zupa has a great potential

While many talk about the exodus of the villages, she is trying to prove that the villages can "live", that this process, truth to be told, is going slow but it does not mean we should give up because "there is no life without a village."

"There are models of support for young farmers in Montenegro, but I think that there should be more recognition in the Ministry of Agriculture to see exactly who these young people are, give them wind in the back and promote them more. Only in Lukavica there is a dozen 'young' families who are successfully dealing with agriculture, and who have not used any measure of support. The media should also visit and promote young farmers, together with the civil sector, to influence decision-makers in order to create conditions for sustainable agriculture and rural tourism."

Although, she says, every individual can contribute to the affirmation of the region in which she or he lives, however, in her opinion, only united, with quality and tradition this can be successful.

A vibrant music and entertainment program that began in Budva on December 22nd as part of the "Christmas pjaceta" project in the city park, near the Old Town, came to an end this weekend with a concert by the most famous Montenegrin band - "Perper". Within the "Christmas pjaceta" numerous concerts and entertainment programs for different tastes and ages were realized, and it additionally completed Budva's offer during the past New Year's and Christmas holidays.

After the performance by Nina Žižić and DJ Stevan Mandić, the audience was entertained once again by the DJ and producer Stevan Mandić on Saturday evening at 8 p.m. On Sunday,  DJ Necke warmed up the audience before the performance of "Perper", who played from 8 to 10.30 pm. After Perper, at the stage in front of the city park, the famous and loved sounds of songs such as "Montenegro jazz","Golub za 086","Na Svetog Nikolu","Kome dolaziš u san","Goro moja "and many others could be heard. 

On Sunday the last in a series of humanitarian actions was realized, which aimed to raise funds for the purchase of wheelchairs for the needs of the Second Primary School from Budva.

All interested were able to donate the funds in the city park at the TO Budva stand.

The "Christmas pjaceta" project was organized by the Tourist Organization of the Municipality of Budva, with the support of the local self-government and the JP Morsko dobro, and the co-organizers were Budva Caterers Association whose offer is available at wooden houses within the park.

January 13, 2019 - The Herceg Novi Construction and Development Agency has completed the design of the viewpoint on Njivice Road and the value of the works is about 15 thousand euros.

According to the director of the Agency Boro Lucic, the space along the road itself was cleaned, a fence that does not block the view, but secures the location was placed, the area was sanded, equipment and a fountain were installed. Previously, new lighting was installed, as well as the sign "I love Herceg Novi" provided by the Tourism Organization. When the weather conditions permit, seasonal flowers will be planted, and small parking will be built across the road from the viewpoint.

This viewpoint was the favorite place of the former SFRJ president Josip Broz Tito, where he stopped and rested during his walks while he lived in Igalo, in the second half of the seventies of the last century. Then the first works on its arrangement were carried out.

January 13, 2018 - Montenegro is my homeland, and I will do everything to improve the economic connections of Montenegro and Argentina, said one of the most successful descendants of Montenegrin immigrants in Latin America, Federico Tomasevich, whose great-grandfather Slavomir Tomasevich moved to Argentina before the Great War.

Federico will visit Montenegro for the first time by the middle of this year. His first plan is to go to visit his grandfather's house in Herceg Novi first.

"There are many immigrants from Montenegro in Latin America, and our great need is to return to our roots and establish a stronger link with the land of our ancestors. Unfortunately, I have not yet visited Montenegro, but I will do it already this year. Everybody tells me it's beautiful. I cannot wait to meet my relatives. Part of Montenegro is in our hearts, and we are very proud of our identity," said Tomasevich.
 
He is the chairman of the largest bank in three states, Argentina, Paraguay and Uruguay, founded in 1915.  In addition to the Puente Bank, Tomasevich is also successfully involved in the distribution of oil and gas, food production and exports; investment funds, financial markets, and real estate, and owns great landholders.
 
The Argentine edition of Forbes last year named the successful 41-year-old businessman the master of making money. Tomasevich has a prestigious business center in London where he often resides because the business of Puente Bank has expanded to the European financial market.
 
"Montenegrin ambassador to Argentina, HE Gordan Stojović told me that my grandfather's house in Herceg Novi is now on disposal of pensioners of this city. That this is now the place where they spend their good quality time, play cards, entertain themselves and spend a peaceful retirement," said Pobjeda Tomasevich, who will visit Montenegro in the coming months.
 
In early December, Federico Tomasevich met with Montenegrin president Milo Djukanovic, with whom he talked about how to improve cooperation with the two states.
 
Tomasevich pointed out that many descendants of Montenegrin immigrants in Argentina have been chosen to strengthen their relationship with the homeland of their ancestors.

10 January 2019 - According to the annual list of the Henley and Partners Company, Japan still proudly bears the title of the most powerful passport in the world. Montenegro occupied the 45th position which means that Montenegrin people can access 123 destinations without a prior visa.

Second place is taken by Singapore and South Korea, while France and Germany share the third position whereas Denmark, Finland, Italy, Sweden, Luxembourg, and Spain take position number five.

The sixth position is held by Austria, the Netherlands, Norway, Portugal, Switzerland,  United Kingdom, and the USA.

Belgium, Canada, Greece, and Ireland share the seventh position on the list of the most powerful passports. The Czech Republic is in the eight spot and Malta in the ninth. Also, Australia also found its place among the top 10, sharing its position with Iceland and New Zealand.

January 11, 2019 - From the Institute of Marine Biology (IBM), they have announced EUR 700,000 for the international “Food for Health” project to be implemented in cooperation with Italian and Albanian colleagues.

Milica Mandić, a scientific associate of the Institute for Marine Biology, told Radio Kotor that the goal of the "Food for Health" project was to build multifunctional centers in all three countries, whose work would contribute to the development of small and medium-sized enterprises in the field of agriculture, fisheries, and marine aquaculture, depending on the interests of individual countries.
 
"The essence of this project is what we have proposed and was accepted at the IPA Fund Governing Body meeting. It is about upgrading part of the Institute of Marine Biology in a total area of about 260 squares that will represent a new and modern marine aquaculture laboratory, in which numerous experimental studies will be possible which until now, because of the lack of equipment, we could not conduct," said Milica Mandic.
 
She states that the Institute for Marine Biology has carried out numerous scientific-research projects in the field of marine aquaculture, as well as marine waste issues, which is more and more current in recent years, in the Research and Marine Aquaculture Laboratory.
 
"At the invitation of the Ministry of Agriculture and Rural Development of Montenegro, during 2018, our laboratory worked actively on the application of the thematic project involving three ministries from Albania, Italy and Montenegro and four scientific research institutions including our," Mandic said.
 
The project also aims at internationalization, market development and branding of local traditional products, through the development of science, linking the results of scientific research with the non-scientific sector, in our case to marine aquaculture.
 
"This is a project of national significance, with a total budget of about 700,000 euros, with our participation of 15%. In addition to the support we received from the University of Montenegro, I must mention that because of the importance of the project, we got the support of the Government of Montenegro or the Ministry of Science. Within the last session in 2018, the Government adopted a Decision on the co-financing of part of the project in the total amount of about 90.000 Euros. We have already received the funds because the project realization begins in March this year. We will talk more about this big project in the coming period," Mandić said.
 
"What we are planning at the marine aquaculture laboratory is the formation of two experimental parts. In one part we will be working on the formation of oysters in experimental conditions and production of young oysters. The second part of the laboratory will be devoted to experimental microalga cultivation as a basic oyster meal. Through partnership we have with several marine aquaculture producers from Boka Bay, we will bring these individuals to increase their production. For the beginning, we will base our activities on two partner farms in the Bay, and later on, we will be there for all others who will be interested in cooperation with the Institute of Marine Biology. I hope that besides the current project of the construction of the first aquarium in Montenegro, this project will also contribute to the scientific and developmental significance of the Institute for Biology as one of the leading institutions not only in the region but also in the wider area" Mandić said.

January 11, 2019 - The first ten days of January this year saw the weather colder than the average, and preliminary data from meteorological stations show that the average air temperature is lower in all places in Montenegro, said meteorologist Dragan Burić.

"Given that it has almost become a rule that the weather is warmer than is customary for the year, we can say that the first decade of January this year is unique because it is colder than the average. According to preliminary data from our meteorological stations, the average air temperature for the first decade of January is lower than the average in all places in Montenegro," Burić said.

He said that the average ten-day temperature in Podgorica is lower by about 2.5 degrees.
"In some places on the coast and north of the state, it is colder by about 3.5 ° C concerning the average climate. So, it is one of the coldest Januarys in Montenegro since 1949," Burić said.
 
Commenting on the recent snowfall, Burić said that the occurrence of snow and the formation of snow cover are rare for Podgorica and that the fact is that during the past nine years in Podgorica there was no snow cover.
 
"So, after nine years in January, we have a snow cover in the capital. The maximum height of the snow cover in Podgorica was 52 cm, measured on January 28, 1954. When it comes to snow in the capital, the record was in February 2012, marking 25 days with a snow cover. On February 12, 2012, the height of the snow was 57 cm, which is the absolute maximum for Podgorica," he said.
 
The height of the snow cover at seven o’clock this morning in Podgorica was 5 cm, Rožaje 25, Nikšić 30, Bjelo Polje 35, Pljevlje 36, Berane 38, Savnik 41, Plav 45, Andrijevici 48, Rožajama 55, Cetinje 57, Kolašin 64, while on Žabljak there was a 74 cm.
 
Weather Forecasts for Next Three Days
 
When it comes to weather forecasts for the next three days, Burić said that for the weekend, in the south, it would be predominantly sunny, with occasional little or moderate cloudiness.
 
"Cloudy in the north during the weekend with no rainfall, on Saturday with longer sunny periods," Burić said.
 
On Sunday at the end of the day, we expect a new round-up, which will allow for occasional rainfall on Monday.
 
"On Saturday there will be moderate drizzle some places and enhanced north and northeast winds. On Sunday mild to moderate winds of the western directions, and at midnight between Sunday and Monday, and on Monday morning in the north, the stronger southern wind will blow. During the day on Monday, the wind weakens and turns to the north wind, which will strengthen the daylight. During the weekend it will be cold in the morning, in the north with moderate to severe frost, but daily temperatures will be on a slight rise,” reported meteorologist Dragan Burić.
