This year's edition of the Herceg Novi Comic Festival (HSF) is in many ways special including the announced exhibition "Herceg Novi in Comics", which is being realized in cooperation with the new Portonovi tourist complex in Kumbor.
The exhibition will be opened on Friday, August 30, 2019, at 8:00 pm at Perla square in Portonovi.
The exhibition premieres promotional posters made by this year's special guests of the Herceg Novi Strip Festival, as well as a retrospective of the best works of the previous twelve years of our event.
Let’s recall that this year’s HSF special guests whose promotional posters will be displayed on Portonovi stands are Enrique Breccia, Mario Alberti, Andrea di Vito, Pasquale del Vecchio, Vanessa Balardo, Rufus Daiglo, Bo Cook, Simon Davis, Raul Allen, Javier Fernandes, Stef Bartolic and Leonid Pilipovic, who will lead an army of 50 other guests from the world's top comic book artists and theorists. The Ministry of Culture within the project "Creative Montenegro", in cooperation with UNDP and the EXIT team, will present at this year's "Sea Dance" festival a new festival stage "Living culture", which will feature 12 young unknown Montenegrin performers.
The competition, which was announced by the Ministry of Culture and UNDP, received numerous applications, and the best selection was made by a jury consisting of representatives of the Ministry of Culture, EXIT team and Montenegrin music producer.
The Living Culture stage will see performances of DJs Stevan Mandic, Andrija Boskovic, Oak Brothers, DJ Woox (Petar Vujovic), DJ Atomic Playboy (Nemanja Backovic), Milos Popovic, DJ Darkwave (Elvir Deljanin), DJ Todor (Todor Suskavcevic), DJ Popsy (Nikola Popovic), Fedja Bozovic, DJ Skinny (Srdjan Kenjic) and DJ Other Half (Balsa Vujisic).
Four DJs will alternate during each festival night, and the audience will have the opportunity to hear sets dominated by disco, funk, techno, psycho trance, house, progressive house, dubstep, melodic bass sounds.
We want to remind that the Ministry of Culture and UNDP have announced a competition to produce murals, which will be the dominant motif of the most attractive segment of the festival site, the factory “Betonit”. For the best conceptual solution, a cash prize is provided.
During all three festival days, in the part of “Betonit” factory, the audience will have the opportunity to get acquainted with the work of Montenegrin moviemakers, through the screening of domestic films.
To revitalize Montenegro's unique and recognizable values and promote the Montenegrin cultural product, the numerous festival audiences will be able to view and purchase some of the products created within the program “Creative Montenegro - Economic Valorization and Creative Industry”.

Since the start of the summer tourist season, the Tourism Inspectorate has had about four thousand controls, where half of them have identified certain irregularities. So far, according to the chief tourist inspector Svetlana Sljivancanin, 20 restaurants and four beaches have been sealed.
“Based on these irregularities, we issued 1.724 misdemeanor warrants in the amount of EUR 850.790. As you can see, these fines are not small, but in any case, in some segments of tourism, the situation is that the quality of service is at a much higher level than in previous years,” said Sljivancanin.
Due to work without approval, the Tourism Inspectorate has fined about 50,000 euros this season.
Significant irregularities were noted in the organization of the beach rescue service. The law stipulates that during July and August there needs to be one lifeguard at the beaches on every 50 meters.
"We now have about 600 licensed lifeguards, which means that it is not enough to cover all our beaches that are operational. We find tenants who cannot abide by this rule, we warn them, and after the warning, we have to impose fines, so far we have issued 128 misdemeanor warrants in the amount of 75.200 euros," Sljivancanin said.
The largest part of the gray economy, Sljivancanin says, was in the transport of passengers by taxi. This season the situation is slightly better.
"Because of our joint activities with colleagues from the UP, the Maritime Safety Directorate, we have been able, this year, to get a greater number of these entities to comply with the law and have a license to work on this basis," said the chief tourist inspector.
Sljivancanin also says that tenants who did not follow the rule that half the beach must be exempt from sunbeds and other beach furniture were penalized.
The tourist inspection also reminds that the tenant is obliged to indicate the time for charging the beach furniture, which means that the law does not stipulate that this should happen after 5 pm.
"When inspectors come to the field, if they find that the sunbeds are charged beyond the time indicated on the information board, they will then take action and measurements. On this basis, we had 38 complaints from citizens and on each basis, we went out to the field and established the facts. However, the tenants still respected the prominent payment time of the beach furniture," said the chief tourist inspector.
Sljivancanin also advises that the caterers have 30 days to adapt to the new regulations, which are defined by the new Law on the Use of Tobacco Products. After that, the inspections will start with penalties.

In the Bay of Kotor, traffic increased by about 15 percent this summer. Three hundred fifty cruisers entered Boka bay out of over 580 announced for this year and between 15.000 and 20.000 yachts. According to the Naval Safety Inspector of the Port Authority of Kotor, Zeljko Lompar, there were several incident situations with injured persons but no casualties.
Although it is the end of August, when the main tourist season ends, the season at sea will last until November, says Lompar, and in addition to the arrival of cruisers, many more marathons and regattas are announced.
Lompar says the most common offenses recorded this summer are boats approaching close to the coast and speeding.
“The speed in Boka, regardless of the vessel in question, is 10 knots and in the straits of Verige and Kumbor 6 knots. Vessels must not approach the coast at full speed at a distance of 200 meters,” said Lompar.
So far, inspectors of the Port Authority of Kotor have issued about 120 misdemeanor warrants, and Lompar explains that the penalty for approaching the coast is 200 euros for persons and up to 2,000 for a company.
This year, he says, there are many more small high-speed vessels for which inspectors find difficult to prove speed, unless it is recorded on-site, because those vessels do not have an automatic identification system.
"We still expect the Maritime Safety Administration to install camera radars to make controls more effective," Lompar explains.
The area from the entrance to Boka to Platamun, under the jurisdiction of the Port Authority of Kotor, was covered by one inspector and two assistants (junior inspectors) and two vessels were available to them during the summer.
Lompar says they have been the "right-hand" patrols at sea on the MUP's Naval Unit. If necessary, they also use three vessels of the Maritime Safety Directorate, but only in "stricter" controls and incident situations.

Data on the visits to Budva, which relate to the first seven months, show the return of Western European guests. She added that, as in previous years, visitors from Russia, Serbia, BiH, Ukraine and Belarus were the most present during the main season.

“According to the hoteliers, this postseason will be as successful as the preseason. If the weather supports us, we hope that the occupancy will be good in private accommodation as well. The significant number of events in the coming months is crucial, and the TO believes that there will be many who will decide to spend those days in and around Budva.
Budva is the place of the most diverse tourist offer, which is why it is visited by different clientele. Marovic says that besides enjoying the beaches, many four- and five-star hotels are also attractive to the guests, but she places emphasis on "domestic crafts".
“Private accommodation pairs with the hotels when it comes to quality. The competition is high, which means that everyone is trying their best to get the guests with the quality of service they offer and kindness. Also, Budva offers a wide range of gastronomic services, which is one of the main segments a guest chooses a particular destination. Both Montenegro and Budva have a lot to offer,” as she said to “Dnevne novine”.
She also stated that the cultural and historical monuments and hinterland of Budva are still not properly exploited and that they should be promoted more.

A flaming worm has been breeding around Queen's Beach in Canj and behind Voluica - in areas where unscrupulous people catch fish with dynamite.

It is dangerous to touch. The white tufts are made up of thin needles called bristles and contain toxins. Like the "fire coral", the name fireworm comes from the pain and burning sensation you feel when you come in contact with the bristles.
Unlike many types of worms that are characterized by unobtrusive colors, the fireworm is easily noticeable due to its red color, spill-over color effect, significant size and white tufts that adorn its body.

27 August 2019 - On Thursday, August 29, the Tourist Organization of Podgorica is organising the Podgorica 2019 Regional Kayak Regatta on the Zeta and Morača Rivers. While announcing the event, the representatives of this organization highlighted that this is one of many events which will be organised to improve the tourist offer of the Capital.
The start of the regatta is, as reported by TO Podgorica, at 9.30 am at the Pričelje settlement on the Zeta River, and the medal award ceremony is planned for 11 am at Sastavci, which is the location of the finish line of the regatta.
"This is a regional event which is organized for the purpose of tourist valorisation of the rivers of Podgorica through the promotion of water sports, as well as additional promotion of the potential for the organisation of sports regattas and competitions," the TO representatives said for RTCG. Kayaking teams from Montenegro, Serbia, Croatia and Bosnia and Herzegovina are expected to participate in the event.
The Podgorica 2019 Regional Kayak Regatta is part of the EU IPA RiTour Cross-Border Cooperation Project of which the Podgorica Tourist Organization is a partner.
“In order to further promote and affirm the Morača River, as well as its potential for the development of selective forms of tourism and numerous sports, on Thursday, August 29, we will organize the first Regional Kayak Regatta Podgorica 2019. The regatta will bring together a large number of fans of this sport from Montenegro and countries of the region,” announced the representatives of the Podgorica Tourist Organization.
