23 January 2019 - Four halls of the former factory “Radoje Dakić” will be sold to companies Lojal and Voli Trade through the procedure of direct agreement, as decided by a trustee in bankruptcy, Mladen Marković, reports Pobjeda daily.
Marković opted for such a decision due to, as he said, previous unsuccessful sales through public competition as no one was interested in this part of the property.
Voli Trade submitted an offer for 10.000 EUR below the estimated price, for a hall of 1.497 square meters. The estimated value of the hall is 41.500 EUR.
The Lojal company from Nikšić offered 190.000 EUR for the property estimated at 625.100 EUR, that is, for three halls covering the total area of 15.000 square meters.
The Law Office Prelević, representing 339 different creditors, strongly disagrees with such Marković’s decision. This Office filed an objection to the judge in bankruptcy, Blažo Jovanić, noting that selling the factory’s property via public competition or public collection of offerings would be a much more convenient option.
The company Voli Trade recently also bought two parcels of the former factory "Radoje Dakić" for 5.65 million EUR, where they plan to build the most modern hypermarket in this part of Europe. The bankruptcy administration of the factory confirmed the purchase of 19,960 square meters of land.

January 24, 2019 - The "Kind Hearted" campaign started with the presentation of the activities of the parents association of children with disabilities, which is part of the NGO European Home Tivat, at Knightsbridge School International Montenegro (KSI Montenegro) in Tivat. The campaign dedicated to children with disabilities in this city is a project of fourteen-year-old Ksenia Viller, a student of the 11th class of KSI Montenegro.
Tivat and Podgorica airports are eight and ninth in the list of ten busiest airports in the territory of the former Yugoslavia. At the top of the list published yesterday by ExYU aviation is the airport "Nikola Tesla" in Belgrade, which in 2018 had 5.64 million passengers. Tivat, with1.24 million passengers, is in the eighth place, ahead of Podgorica, which had about 40,000 passengers less. The last one on the list is Sarajevo with 1.04 million passengers.
Last year, Podgorica had a 14.5% increase, placing it third in the fastest growing airports in ex-Yu behind Pristina airport, which had an increase of 14.6% and Skopje with 15.5%.
This is the result of Podgorica's achievement due to the Business Strategy of the Airports of Montenegro to concentrate the traffic of most of the so-called legacy and low-cost airline, while Tivat airport is of a seasonal character and is oriented towards charter airlines. Last year, Tivat had a growth of 10.3%, which makes it fifth in the list.

The university center will not be a hotel, as the municipality of Berane requested it, but the home for pupils and students, the Ministry of Education announced. From the Municipality Berane, they announced that students are moving into in the premises of the University Center, although the court case has not yet been completed and they accused the Ministry of Education of transforming the building into a private company of the Social Democrats (SD).
"We did not allow the University Center, as a capital project, in which the Government of Montenegro, and not the municipality, invested 3.5 million euros, to be transformed into a hotel, as the Berane Municipality requested, and whose management would use it according to its needs, but a home for pupils and students," said the Ministry.
That is why, as stated, it was reconstructed, it will be of the utmost benefit to the citizens of Berane, pupils and students who continue their education in the territory of this municipality.
"Let's keep in mind that this facility’s availability of over 200 places open opportunities for opening new study programs in Berane, which the government is entirely devoted to," the statement said.
It is emphasized that the question of the registration of this facility is obvious.
"The Real Estate Directorate has, upon resolution of the Property Administration's request, registered the property right on the Montenegrin state's property. The object, again following the law, is managed by the Student House of Pupils and Students, whose founder is the Government of Montenegro. It is emphasized that the Ministry of Finance as a second-instance authority confirmed all the above. This facility is now available to our pupils and students."
It is stated that even more strange is the fact that the municipality of Berane is concerned that the Government of Montenegro wants to make Berane a university center, which has no modern accommodation capacities for pupils and students, and which the University Center certainly provides.
"In the end, we appreciate the insubstantial processing of this topic through public announcements, which is reduced to political qualifications, by offering no single real argument. It is trivial in relation to the youth who will use this facility but also the competent state authorities who have already decided when it comes to this issue," the statement said.

President of the Kuci Development Fund "Marko Miljanov", Dr. Radomir Prelević says he believes that this year, with the help of the city, a landscaping site will be repaired in Gornja Vrbica. The capital has allocated the money, the choice of the contractor is to be made.
They expect the road Bioče-Kosor will be asphalted, as well as the extension of the road from Oraohova and Korita in the length of ten kilometers.
In the Plan of the Fund by 2020, the expansion of the road Korita-Rikavac-Širokar-Mokra-Kržanja is planned, with the help of the Army of Montenegro, upon the approval of the MNE Government.
"We believe that by restoring this route, we will open opportunities for various types of tourism, hiking, cycling, nature lovers from Podgorica would be able to access Kucke mountains in the shortest time possible. It could also be easy to make a ski resort" says Prelevic.
In the plan for 2020 is also the asphalting of the seven-kilometers road Stravce-Brskut, and with the Capital and the Army of Montenegro, there is a contract for the extension of the road Kosor-Peut. Works on extending the road Ubli-Raći-Momca are ongoing, part of the road from Ubli to the village of Raći is expanded, and it is necessary to asphalt the same.
Local roads were damaged during the construction of the water supply network in the villages of Ubli, Kosor, Liješta, Medun, Dučići and Sjenica, and asphalting is required.

Prelevic says that the project of reconstructing the fortress "Medun City" is interesting, and after archaeological and other research, it was supposed to be brought to its original state when life took place here, and the projection is for it to become a luxurious hotel.
"We want the Capital to be included in the project, that is to include the designer Paradores de Turismo from Spain, which was engaged by the Government for the reconstruction projects of Old Bar, Žabljak Crnojevića, Spanjola fortress in Herceg Novi, Gorazde Fortress ...
Only a few people in Montenegro know that the stone town of Medun is probably the oldest settlement in Montenegro, far older than Duklja," Prelevic said.

The Fund is also interested in the reconstruction of the Monument to the Victims of Fascism in Orljev, which is the property of the Capital. The Development Fund Kuci was established in 2012 and the “push button” was that the water supply was brought from Bioče to the plateau of Ubli. "Then we had a couple of meetings and a few of us who had our own jobs, and we gathered to give the money to pay for that. Someone had suggested creating an association of people who would take concrete moves, without having to ask anyone else but to solve the problems. That is how it was, we created the Fund, and the most important points of our Statute are that there is no debate about politics, religion and also that any of us is teaching others how to do business. I think these are the rules that have maintained the Fund as such, and of course, the concrete results. Initially, there were about 150 members of the Fund, and now the largest financial contribution is given by about twenty businessmen from Kuci, who live and work in Podgorica.
There are attempts from other neighboring villages to copy us, but for now, hopefully, we are successfully solving the problems. We do neither interfere in other villages’ affairs nor matters at the level of local communities," says Prelevic.
Prelevic claims that the first novel in Montenegro was written by Stevan Dučić "Or Kuč", although unpublished, and not Risto Ratković, in 1933, "Nevidbog".
We respect the work of Risto Ratkovic, but I think Stevan wrote the first novel in Montenegro, the work "Or Kuč", which has 700 pages. And we will print this novel; we want to realize the project of the collected works by Stevan Dučić, six books, worth 30,000 euros. We continue with the publishing of capital works from the past and the cultural heritage of Kuci, and the "Heritage" library has so far published 20 titles," Prelevic says.
The Fund also implemented the project of all the works by Marko Milovan Popovic, in seven books, issued late last year.
The unbelievable interpreter of the folk songs Ksenija Cicvarić is originally from Kuci, with her maid surname Bracović and in the Fund they want to point to this fact as well.
"We are helping Mico Miranovic publish a book about the life of Ksenija Cicvarić, whose maid surname was Bracovic from Kosor, Kuci. In the future, an annual concert or reunions could be organized to remind us of what Ksenija left for Podgorica, Montenegro, and beyond, to the regional musical heritage," Prelevic said.

23 January 2019 - Foreign legal and natural persons have the right to establish a company in Montenegro under the same conditions as nationals. The most common forms of companies are: limited liability company (LLC) and joint stock company (JSC).
All regulations regarding the establishment, operation and taxation system are compliant with European standards with benefits for foreign investors. The deadline for registration with the Commercial Court is a maximum of 4 days, while other duties (statistics – company registration number, entry into the tax records, opening a current account, registration in customs records) are completed within a maximum of 3 days.
The process of establishing a limited liability company (LLC) is defined by the Law on Business Organizations (http://www.mipa.co.me/en/legislation/). When registering an LLC, it is necessary to download and submit the following to the Central Registry of Business Entities – CRBE (http://www.crps.me/):
When submitting documents, a certificate will be issued including the number of the decision, to be presented together with an identification document upon the collecting the certificate of registration, seven days from the date of filing the application.
After obtaining the company registration certificate, it is necessary to do the following:
The incorporation agreement states the founding stake (which may be in cash, goods and rights), as well as the percentage ratio of the founders in the management and distribution of profits. The founding stake for the establishment of an LLC is at least €1.00.

23 January 2019 - Prime Minister Duško Marković held the regular meeting with the heads of the Tax Administration, Customs Administration and the Administration for Inspection Affairs of Montenegro. The total tax debt was reduced by around 140 million EUR.
The meeting noted excellent results in the field of economic policy, consolidation of public finances and collection of revenues. Director of the Tax Administration Miomir M. Mugoša highlighted that 117 million EUR more were collected in 2018 than in 2017. Director of the Customs Administration Vladan Joković said that this body collected 80 million EUR more in 2018 than in 2017, while Director of Administration for Inspection Affairs of Montenegro Alija Košuta emphasised that they carried out over 57 thousand inspections last year and issued nearly 15 thousand misdemeanor orders worth 5.1 million EUR.
PM Marković stressed that in the coming period, there should be a comprehensive and continuous activity of inspections, police, and prosecutors to prevent the grey economy more efficiently.
"Fighting the grey economy is an important support for achieving our basic priority, which is the continuation of dynamic economic growth, development, job creation and an increase in living standards," the Prime Minister said.
He added that a particular focus would be placed on the areas where the illegal activity is the greatest, such as tourism, construction, and the labour market.
Activities on combating the grey economy will be supported by legislative interventions as well as by strengthening institutional capacities such as the establishment of the Tax Police in the Tax Administration and the budget inspection within the Ministry of Finance.
The meeting was attended by Deputy Prime Ministers Milutin Simović and Zoran Pažin, Ministers of Finance, Economy and Tourism Darko Radunović, Dragica Sekulić and Pavle Radulović, as well as Director of the Police Directorate Veselin Veljović and High State Prosecutor Miloš Šoškić.
22 January 2019 - A more detailed list of priority infrastructure projects, which was completed at the end of last year, comprises 62 projects whose total worth amounts 5,68 billion EUR. After the National Investment Commission took into consideration the list, the Government adopted the new document on 26 December. The previous record contained 36 of them. A month later, the list was updated, and then, at the end of the year, the number of projects and their value doubled.
Nine projects out of 62 belong to the domain of energy, and for their purposes, 1.178,44 million EUR will be invested, while seven are from the area of the environment. Costs for 12 projects from the field of transport infrastructure amount 3.387,9 million EUR.
There are three new businesses from the domain of digital infrastructure and they are 32,945 million EUR worth, while fifteen are from the field of social activities and sixteen are from other infrastructure.
According to the Strategic Relevance of the project, two projects made it to the top. Also, reconstruction and modernization of the railway from Bar to Vrbnica were marked with 96% of relevance.
Development of the infrastructure for the broadband Internet access, necessary for spreading New Generation Network belongs to the same category. This way, broadband networks would be available even in those areas where there’s no commercial interest.
From the segment of transport, works on the motorway Bar-Boljare, as well as the fast lane along the Montenegrin coastline are marked with more than 90% of importance. As far as the sector of environment protection, such priority is given to the construction of plants for wastewater treatment in Podgorica.
22 January 2019 - Danilovgrad is already a huge construction site. And the President of this Municipality, Zorica Kovačević, says it is going to be even more so. She announced numerous projects worth millions – from the construction of apartments for the citizens who mostly need it, 10-million EUR worth investment of the “Voli Trade” Company which plans to open a mall in this town, opening of the lounge and a service of the MAN company, as well as the construction of the main drain and construction of the new and reconstruction of existing roads. She claims that they are continually reducing the unemployment and that numerous investors are planning to move their business to Danilovgrad and thus create new jobs.
She adds that the existing sewerage system will be reconstructed. Also, the new one will be built.
“Reconstruction of the road across Martinići was planned to be undertaken. Also, the Government’s capital projects, such as the reconstruction of the old road Danilovgrad-Podgorica, go in our favor. Preparation works for the reconstruction of four lanes of the road Podgorica-Danilovrgrad are in progress. This year we will finish the project for the reconstruction of the “old road” Danilovgrad-Markovina and the tender for the reconstruction of the regional road Danilovgrad-Glava Zete will be called too,” says Kovačević.
Better supply of electric energy will the thanks to the reconstruction of low and high-voltage network.
“By the end of February, the project for the construction of apartments for retired persons will have been finished. The price of one square meter will be from 300 to 350 EUR, and that is a very reasonable price. We have provided funds for the reconstruction and construction of pipes and their removal,” says the President of the Municipality of Danilovgrad.
She proudly announces the opening of MAN lounge and service, an investment worth more than 3 million EUR, where around 15 persons from Danilovgrad will be employed.
“The construction of the new fire fighting brigade service has started as well as the reconstruction of the premises of Red Cross. Next week, the construction for the auxiliary field of FC Istra will begin. The construction of 50 apartments for the Armed Forces of Montenegro has begun too. “Bemax” company will build new grinder plant, where people will be able to find a job,” says Kovačević.
As she says, they are working hard on reducing unemployment.

23 January 2019 - Women's Handball Club Budućnost received two big reinforcements for the next season - Jovanka Radičević and Majda Mehmedović signed two-year contracts with "the blue team" from Podgorica. This transfer will mark the return of Montenegro's national handball team players to Budućnost after eight seasons for Radičević, and three seasons for Mehmedović.
Since 2011, Radičević has played for Handball Club Győr for two seasons, then she wore Vardar jersey for five years, and currently she is a member of CSM București. She is one of the best players in the right-wing position. Jovanka has played for Budućnost from 2004 to 2011 and won two trophies - Cup Winners' Cup (2006 and 2010) with her co-players from Podgorica.
With the National Team of Montenegro, the 32-year-old player from Podgorica won the title of European champion and a silver medal at the 2012 Olympic Games.
Mehmedović left Budućnost after the season 2015/16 and for the last three years, she is a CSM București's member.
The 28-year-old player from Bar, Montenegro, who plays in the left-wing position, spent nine years – from 2007 to 2016 – in the jersey of Handball Club Budućnost. She won the championship titles of Europe in 2012 and 2015 with the "blue team" and has the Cup Winners’ Cup 2010 trophy.
She was a member of the golden Montenegrin National Team that won the European championship title in 2012 and Silver at the Olympic Games.
