Traffic in Montenegro is being conducted on wet and slippery roads this morning, with reduced visibility, as stated by the Auto Moto Federation of Montenegro (AMSCG), adding that the road Mojkovac-Djurdjevica Tara is still closed.
Traffic on that route has been interrupted since Wednesday due to a landslide in Sokolovina.
As stated, due to the fog visibility is diminished in some places, and smaller landslides on roads along gorges and notches are frequent.
Until December 6th, due to the construction of the walls (W12 and W15 K1) as part of the reconstruction of the road Lubnice-Jelovica, traffic for all types of vehicles will be suspended.
Traffic on the route Trubjela - Vilusi will be suspended from 9 am to 12 pm and from 2 pm to 4 pm due to the reconstruction of the road. Outside these terms, traffic will be conducted alternately on one lane.
On the regional road Krstac - Ivanova korita, on the section Medjuvrsje - Ivanova korita, traffic will be suspended from nine to 11 and from 3 to 5 pm and changed from two-way to one-way.
On the regional road Berane - Petnjica, in Budimlja - Groc, traffic will be suspended from 9 am to 2 pm due to paving.
On the regional road Pljevlja - Metaljka, traffic will be suspended from 9 to 11 am and from 1 to 3 pm due to the reconstruction of the road.
Due to the reconstruction of the regional road Cerovo - Rogami, traffic on the section Rogami - Spuž is conducted in line with the temporary traffic signaling.
Traffic on the road Pluzine - Scepan polje, at the site of the dam hydroelectric power station Piva, was changed from two-way to one-way because of the works from 7 am to 6 pm.
Due to the construction of the walls on the regional road Berane-Kolašin, as part of the reconstruction of the road Lubnica - Jelovica, traffic will be suspended for all types of vehicles.
Due to the reconstruction of the main road Bar most-Ribarevina, the section of the bypass Bijelo Polje-Ribarevina, the traffic regime will be changed from two-way to one-way, with intermittent suspensions not exceeding 15 minutes.
Due to the reconstruction of the road Dinosa - Cijevna, the traffic regime has been changed from two-way to one-way and will be completely suspended from 12.30 pm to 3.30 pm.
Due to the construction of a pedestrian bridge over the main road M-2 in Mojkovac, traffic will be suspended from 7 am to 5 pm and directed to local roads.

Ten works of art sold and collected 3,100 euros into the fund for a new ultrasound apparatus for the Health Center Tivat, which is the result of the exhibition and humanitarian auction of paintings by the younger generation of Tivat artists, which was organized at the Museum and Gallery Tivat.
Vladimir Jovićević, Zoran Kruta, Tanja Nikolić, Nastasja Tomanović, Hana Mirkov and Jana Farkas have presented their latest works in the city gallery. They purposefully made these paintings for this humanitarian exhibition, promoted as part of the manifestation “November Days”, which commemorates November 21st - Tivat Municipality Day.

Art supplies and material for the artists were provided by the Museum and Gallery for these works, whose director is Jelena Boskovic and the author of the exhibition.
The exhibition was opened by the Mayor of Tivat, Dr. Siniša Kusovac, who emphasized that the artists whose works have been exhibited are young, but already experienced and proven in the local and international art scene.
Their different styles speak of the diversity of the offer’s richness and, consequently, the wealth of choosing a future buyer, fan, or donor. The municipality of Tivat has a great obligation to support these young painters and help them in their cultural life philosophy, ” said Kusovac.

Following the invitation of representatives of local self - governments and citizens, Kotor - Tivat dog shelter workers take out abandoned and lost dogs daily, especially in the city center, Radovici, Ostrvo cvijeca, Krasici, Gradiosnica, Donja Lastva and Seljanovo.
In the Tivat municipality alone, 177 dogs were collected last year, said the newly elected Dog Shelter’s Director, Milan Popovic, stating that, to their knowledge, vans from neighboring cities and the north are coming and leaving dogs in the territory of the two municipalities.
He stressed that the biggest problem facing the workers and animals is overcapacity: "At this moment we have approximately 220 dogs, which is 70 more than the number predicted by the current shelter’s capacity.
The capacity is 150 dogs, and we have about 220 of them. Vans from neighboring coastal towns and one from the north come to leave about twenty dogs each, and we are obliged to collect all these dogs from the territory of the municipalities of Tivat and Kotor upon the request of citizens and institutions, and then they create a problem for us."
Solution to this problem is expanding the capacity and upgrading the dog shelter for which there is a design, but in addition to the budget available, additional funds are needed, Popovic points out: “The Utility company has addressed our investors, municipalities Tivat and Kotor for additional funds to this budget and we hope that by the end of the year when the draft budget will be in preparation and ready for public debate, that the funds planned according to this design will be allocated."
The Dog shelter’s capacity expansion project requires over €100,000 in funding, which will mean that the funding and all other costs that will follow that expansion will be much higher, Popovic concluded, telling anyone who would like a dog to visit the shelter because the primary goal of this institution is to care for and provide home for each abandoned animal, especially puppies.

The use of winter equipment for all motor vehicles will be mandatory from November 15 this year until April 1 next year. That means drivers have time until Friday to replace summer tires with winter ones.
Although not the case before, the proposal for a Road Traffic Safety Act, which is in the parliamentary procedure and is pending its adoption, stipulates that all four tires must be of the winter type, which means that those operating vehicles should be guided by the new legislation.

“Priganice” with honey, cheese and various salty and sweet fillings were found on the stands in the lobby of the Delta City shopping center after two days of preparation. Hard-working first-grade students of the Secondary and Higher Education School “Sergije Stanic” from Podgorica prepared and arranged and then offered the traditional Montenegrin dish to their fellow citizens.
Gastronomy student Andjela Vlaisavljevic told "Vijesti" that the manifestation “Days of Priganica” is an attempt to restore tradition to Montenegrin homes.

“We all know that priganice is an old Montenegrin delicious dish. Many students participated in the preparation of priganice and the event itself," said one student.

For visitors to the mall, students prepared classic priganice with honey and cheese, as well as with delicious sauces. Vlaisavljevic said that she would single out two fillings that the citizens should try - ajvar and pesto Genovese, with the addition of sour cream.

Student Vanja Milosevic said the entire I-6 class was involved in the preparation. He is interested in cooking as he believes that this interest will be appreciated in the future when finding the job.

The first nine months of this year saw the Port of Kotor post a profit of 1.05 million euros, 50.5% higher than the same period last year, reported the Chair of the Board Branko Ivanović to Pobjeda, adding that this was a record increase in profits.
"The company's revenue for the first nine months amounted to 2.85 million euros, 32.8% up on the same period last year," stated Ivanović.
Operating expenses for the Port of Kotor in the first three quarters amounted to EUR 1.79 million, which is a 27% increase due to the concession contract for the use of the port.
The Port of Kotor is the concessionary for the commercial port, and the agreement on the primary concession with the Government was signed on 25th March, on the basis of a decision of Government of 27th December last year.
The concession is for a period of 12 years, and a business plan for that period envisages investment in infrastructure and superstructure of 5 million euros. After the signing of a concession contract with the Kotor company, the Ministry of Transport in March announced that in implementing the investment plan, conditions would be created to be able to welcome the newest cruise ships, without any restriction on length or draft, and the capacity of the marina would be increased. In addition, the quality of port services will also be improved. Earlier, it was announced that the concession agreement would benefit the state, municipality, citizens, and above all, those who work in the port itself. It was also stated that it was of the utmost importance to remove any safety risks and enable improvements, investment, development, safe passage for vessels, and comfort for travellers and tourists.

At the end of August, the Port of Kotor applied to the Ministry of Sustainable Development for the issuance of urban and technical conditions to build an independent buffer for vessels and two independent berths for buoy mooring in the operational space of the Port, in order to improve the technical and technological elements necessary for welcoming passenger vessels. The Port of Kotor Company made a net profit last year of some EUR 801,200 and is one of six joint-stock companies that paid dividends to shareholders last year.
In June, a meeting of shareholders in the Kotor company took the decision to distribute half of its profits to the owners in the form of a dividend. The Municipality of Kotor holds 56.97% of the Port’s shares, PIO Fund 17.5%, and the Employment Bureau 5.87% of the company's capital.
A major environmental incident occurred on the ferry “Grbalj”, which belongs to the company “Pomorski saobracaj” from Herceg Novi, around 2.30 pm yesterday, when about 400 liters of diesel fuel spilled onto the deck from a damaged tank of one of the tankers that were on board.
According to unofficial information by "Vijesti", most of the spilled fuel ended up in the sea, but this did not provoke the reaction of the Navigation Safety Inspectorate of the Ministry of Transport and Maritime Affairs of Kotor, which is responsible for preventing and punishing marine pollution from vessels.
“Vijesti” could not reach the General Inspector Zeljko Lompar, who did not respond to phone calls and text messages, and the management of the company “Pomorski saobracaj” said that the company’s CEO Dejan Ban was absent and that they would try to contact him and answer all questions throughout the day.
Ferry in the bay
The Maritime Safety Directorate of Montenegro was also informed about the environmental incident at the ferry “Grbalj”.
According to unofficial information, the Mercedes tanker with a semi-trailer ice-truck boarded the Grbalj ferry in Lepetani. Due to the unfavorable angle of the boarding ramp on the deck of the ferry, which is caused by high sea level, the tanker while boarding the boat, hooked the ramp with its fuel tank and punched it, which caused about 400 liters of diesel fuel to be spilled on the deck of "Grbalj", and most of it finished in the sea.
The ferry immediately sailed from Lepetani and, arriving in Kamenare, disembarked all the cars except the damaged tanker. The ferry "Grbalj" then immediately sailed again and stopped in the middle of the southern part of the strait Verige between Lepetani and Kamenari, where the ferry sailed for a long time while, according to the eyewitnesses, the crew washed the deck and flushed the spilled fuel from it into the sea.
It was all accompanied by the strong odor of diesel, to the extent that it was felt by the residents of the houses in the highest parts of Lepetani. The ferry then again arrived in Kamenari, where the tanker was unloaded from the ship and parked on the shore because, due to the penetrated fuel tank, it could not continue the journey, and the crew continued to clean and wash the deck of the ferry.
Navigation safety inspector Zeljko Lompar told “Vijesti” that he had failed to obtain material evidence that any amount of spilled fuel from the ferry had reached the sea.
Lompar secured himself by saying that he was speaking on the basis of preliminary verbal statements by the crew of the ship and those responsible from the company “Pomorski saobracaj”, that is, the driver of the damaged tanker, and specified that only about 40 liters of diesel spilled onto the deck of the ferry “Grbalj”, even though the tanker’s driver claimed that there were approximately one hundred liters of fuel in the damaged tank.
Lompar says that the spilled 40 liters of diesel were immediately collected by the crew of the ferry, scattering the fuel with sawdust and gathering it with rags, and that, according to them, not a single drop entered the sea.
When asked why the ferry sailed for more than an hour in the midst of the strait Verige, while the cleaning operation took place, or why, if there was no spillage of the fuel in the sea, the ferry was not cleaned at the port in Kamenari, Lompar just said that "the ferry could not be cleaned along the coast."
He added that he would receive the official written statements from all the actors of the incident, based on which he will then be able to make his official inspection report.

The Kotor Municipal Assembly has decided that construction can begin on a pedestrian underpass under the main road to the Old Town.
Councillors took the decision to approve the settlement for civil proceedings in Case No. 622/19, giving the go-ahead for the construction of an accompanying facility for the underpass road - an underground pedestrian crossing under the existing main road, in front of the city walls and the Harbour Master's Office.
The complex project is worth 1.4 million euros, and will be completed within a timeframe of four months.
The underpass design, by Europrojekt Podgorica, was presented at the Municipal Assembly hall, and the contractor will be Kotor firm Briv Construction.
While supporters of the project say that it will resolve congestion issues, views have been voiced that the project is not in compliance with the law.
A total of 13 councillors voted in favour of the construction of the underpass in front of the city walls and Harbour Master's Office, while Ljiljana Popović Moškov from Civic Movement URA voted against, with Ranka Krivokapić, Jovo Suđić and Ljilja Radunović of DPS, as well as Vido Drašković from the Liberal Party abstaining.
Chief Designer Dragutin Dubljević of Europrojekt stated that every detail would be taken care of - from lighting, use of quality materials, provision of lifts and means to ensure full accessibility to persons with disabilities.
In Montenegro, due to unfavorable weather conditions, landslides or torrents, interruptions or changes in the traffic regime on certain roads have occurred.
The main Podgorica - Kolasin road is now open, where traffic at tunnels 7, 8 and 9 were suspended yesterday due to water torrents.
The road across Matesevo to Podgorica is still closed.
