09 December 2018 - An international multidisciplinary systematic field research and study of the music and dance tradition and customs of Paštrović, titled "Ethno Lab", will take place in Petrovac from December 10th to December 16th.
This project is organized for the second year in a row by the Society for Cultural Development "Bauo" from Petrovac.
Ethno Lab was supported by the Municipality of Budva, HG Budvanska rivijera and the Tourist Organization of Budva, while the assistance was provided by Museums and Galleries of Budva.
The Ethno Lab project will include several reference ethnomusicologists, ethnocorists, ethnologists and anthropologists, as well as other experts and researchers in the domain of cultural heritage, who live and work in Montenegro, Serbia and Bosnia and Herzegovina. During the project, participants will visit several Paštrović's sites and areas in order to get acquainted with the tradition and heritage of this region and interview the local population.
During the past year, it is expected that the results of the research will affirm the rich and representative non-material cultural heritage of Paštrović, which, despite the current knowledge and results, is still a multidisciplinary scientific study and valorization.
Last year's "Ethno Lab" was held from December 6th to 10th, 2017, and during the project, 20 people were interviewed and about 120 GB of audio and video material was recorded.
09 December 2018 - The application of the law on the control of the use of tobacco products in the workspace will show whether it will still be possible to smoke in the workplace and even in some health institutions or not. The same law suggests no smoking areas and more severe punishments for those that break this law.
The Ministry of Health said that they would do everything to ensure that the new law is applied to the end. This could also be affected by penalties that would amount to up to 1.000 EUR for natural persons, and legal entities up to 20.000 EUR.
The legal ban on the use of cigarettes in public and working spaces is approaching the standards of the European Union, but its application is why the previous law from 2004 was controversial.
In the Ministry of Health, which is the proposer of this law, they expect consistency and perseverance. The employer will be obliged to determine the place for smokers, with proper ventilation, not to endanger people in circulation, while the rest of the working space will be no smoking areas.
"When we say a ban in the workplace, it implies that every employer must control whether or not to take into account that tobacco products are used, and to determine if the persons in every workplace are using a tobacco product. Also, employers are obliged to draw attention to their workers on this law, which means that it is a violation of the employee's work obligation," said Slavojka Šuković from the Ministry of Health.
The goal of the new law is, therefore, the health of the nation, because everyone has the right to a healthy environment without tobacco smoke.
December 10, 2018 - Coalition 27, a network of 20 non-governmental organizations dealing with the environment and climate change, thinks that Montenegro should understand that the opening of chapter 27 is a concrete step by the European Union to more stringent requirements and the application of more serious mechanisms.
"We therefore think it would be far more convenient to inform the public about concrete plans for the future, and focus on closing the process, instead of the tacky enthusiasm by certain leaders, who have absolutely no credit for such a decision of the EU member states," the statement said.
Croatia is said to have opened and closed the negotiation chapter within ten months. "This would be fatal for Montenegro, in a situation where state institutions do not have the necessary administrative and financial capacity to implement the values and the legal acquis in an optimal way," assesses the Coalition 27.
As stated, a decade after the signing of the Stabilization and Association Agreement, Montenegro has managed to transpose a significant number of European regulations, while their implementation is seriously lagging behind, especially in the area of nature protection, waste management, water quality, and air emissions.
Montenegro has failed in ten years to respond to the priority task defined subsequently by the Accession Strategy, which relates to a significant strengthening of the capacity of the environmental inspection system in accordance with the European Parliament and Council Propaganda on Minimum Criteria for Environmental Inspection in the States members.
"Montenegro failed to provide temporary protection of potential Natura 2000 areas in which the devastation of natural values such as the devastation of Tara River, Cijevna, NP Skadar Lake and Durmitor, sea areas by hydrocarbon exploration resulted in devastation of the natural and unplanned development, while the protection of Ulcinj Solana and all international and national communications have not yet been reached," the statement said.
Coalition 27 estimates that Montenegro has not provided the goals for preserving good ecological status of waters, according to the Water Framework Directive, given the planned and carried out significant degradation of numerous watercourses in the north of Montenegro, caused by the construction of hydroelectric facilities.
"We are seriously concerned about the planning and management of finances now estimated at 1.6 billion euros and whose amount is not to be reduced, but it is increasing compared to the estimated 1.4 billion in the previous year, and especially knowing that the state so far invested 200 million euros," the statement said. It is alleged that the country's critical state of unreadiness is related to waste management and the situation that two local governments have not established a waste management system by the law, while in the whole country there are only four wastewater treatment plants with unacceptable dynamics in the construction of new plants and sewers.
"After decades, the institutions are fighting with 350 illegal dumps, urban dumps, unknown quantities of landfills, waste in factions and different waste streams," said Coalition 27.
They recall that, according to the latest report of the World Health Organization Pljevlja, they are on the list of the most polluted cities in the world, despite all legal obligations and standards that limit the excessive emissions of polluting particles.
Coalition 27 argues that there is no long-term plan, either at the local or national level, to solve the problem, and so far the measures have not produced any effects. "Thermal power plants continue to pollute the air in Pljevlja without paying compensation for damage to human health and the environment."
"Instead, that the Government of Montenegro and the relevant ministry should seriously examine the problems and accumulated obligations in implementing regulations and invites all interested social actors to the necessary cooperation, they are conducting a campaign of discrediting the non-governmental sector and concealing the real situation in the public," the statement said.

December 9, 2018 - The National Tourism Organization of Montenegro, in cooperation with local tourism organizations, strategic partners and the Embassy of Montenegro in Serbia, presented the offer of our country for the New Year's holidays in Belgrade.
In addition to meeting with journalists, representatives of local tourist organizations Bar, Budva, Tivat, Kotor, Podgorica and Rozaje, as well as strategic partners, the offer and rich program for the New Year's holidays at squares and in hotels was presented.
During the promotion, an entertaining program for visitors, face painting animation for children with Santa Claus and various gifts was organized. Within the program, the performance of Leontina and choir “Carolija” took place. The atmosphere was additionally heated by trumpeters, who for this occasion included New Year's melodies in their repertoire.
Montenegro is recognized as the favorite destination for tourists from Serbia when it comes to the New Year's holidays, and it is expected that this year, the Montenegrin coast and mountains will enjoy thousands of guests from this market.
Director of NTO of Montenegro, Željka Radak Kukavičić, said that in order to meet the upcoming holidays in all the towns across Montenegro, both on the coast and in the north, Montenegro has the perfect programs for New Year's Eve.
"I am sure that Montenegro, just as it was during the summer, both during the winter and during the New Year's holidays, will confirm the epithet of the destination that offers the best entertainment," she said.
She added that in January and February our mountains offer rich programs.
"It's not just skiing, but also many other things you will find in Zabljak, Kolasin, Rozaje, Berane, Vucje. Likewise, both our ski centers and coastal towns have a large number of events during January and February. I'm sure that all those who come to Montenegro in that period will have the best time ever," said Radak Kukavicic.
Marija Draskovic from TO Budva said that this year the town celebrates a great jubilee, which is 20 years of organizing New Year's at squares, in an authentic environment, among the walls of the Old Town.
"That's why, this year we have a five-day New Year's program, meaning five days, not just concerts in the evening, but also daily, rich content, including a great Christmas bazaar that will last for a month in Budva. Nevertheless, we expect that most people will be attracted by our evening program or concerts. Those five days will have five different genres. For the final night of this year, we will have a concert of the famous Dino Merlin," she announced.
As she said, the hotels in Budva did a great job.
"Many of the great stars from the region are performing as part of their New Year's arrangements. I believe that we will justify the title of the host for the best programs in the open and the best New Year's Eve, when it comes to the region," Draskovic emphasized.
Director of TO Kotor Ana Nives Radovic said that New Year's Eve in Kotor is certainly only part of the great manifestation “From Christmas to Christmas”, which lasts from December 23rd to January 9th.
"During all these days there will be a holiday program, celebrating both Christmas, and of course various cultural, entertainment and humanitarian content. For all ages, for all generations, for all tastes, certainly in the spirit of celebration, in the spirit of the holidays," Nives Radovic added.
TO Bar Director Emil Kukalj said that Bar this year is also organizing a festive New Year's Eve at the main town’s square. "This year we will have both local and regional stars and Bar will be a really good place to spend the holidays. We'll have a three-day program. On December 30th Aco Pejovic will perform, for the New Year's Eve we have Sergej Cetkovic, and on January 1st we will have Plavi orkestar," he said.
As announced, their visitors and citizens will have the opportunity to get acquainted with the local gastronomic offer, and a New Year Bazaar will be organized, where they will be able to taste and buy traditional products from the region.
"We will have a program for the youngest, where we will organize a New Year's show. We also plan to organize a Christmas concert of classical music. The prices are really affordable. 07 December 2018 - The Montenegrin language is the official language in Montenegro since 2007. The Montenegrin language is an integral part of the Štokavian language system. Except in the country, the language is also used by Montenegrins who live abroad, especially in Peroj (Croatia), in Shkodra and Vraka (Albania), and Lovćenac and Feketić (Serbia).
Montenegrin is a Slavic language that belongs to the Indo-European family and can be written in either Latin or Cyrillic alphabets (the Latin alphabet is used more often. There are 32 letters (graphemes), including five vowels. Each letter has only one sound, and every letter is pronounced. It is also important to highlight that special diacritical marks exist, which an individual needs to know to understand pronunciation. In the absence of such marks, one must already be aware of how to pronounce a word correctly—something that, for foreigners at least, only comes with time and experience.
Language learning is a very subjective process and mostly depends on the talent or will of the beginner. When compared to languages of the world, Montenegrin can be categorised as a language which takes more time and effort to learn. Still, if you want to learn Montenegrin, do not get discouraged by the expert opinions on language learning. Getting acquainted with locals and their culture in their native language certainly has charms that you do not want to miss. Here are some tips if you're going to master the Montenegrin language!
As with any language learning process, start with what you really need right now. Are you planning to live in Montenegro? Take notes on conversation starters to use in everyday life. Going to study in Montenegro? Then, focus on expressions related to your field of study. Start slowly and but keep a fundamental goal in mind, that way you won’t get confused and overwhelmed with too much information. Make sure to remain focused on your primary motivation, since it will help get you through the times when learning seems hard.
If you make an effort to listen to Montenegrin music, watch films, plays, videos, practice vocabulary, take comprehension quizzes or read the newspapers, it will help you to improve your vocabulary quickly. You can always adjust different recordings to play at a very slow speed to start distinguishing different sounds of Montenegrin phrases.
To learn a new language, communication is the key! Talks with native speakers with an informal language exchange can go a long way for your vocabulary. Also, you can always enroll in a course or take classes online.
Each language learning process comes with a lot of questions that need to be answered to make progress. If you haven’t enrolled in a course and don’t have a teacher to answer your questions, you can always find the answers in forums or ask other learners.

December 7, 2018 - The Ukrainian Embassy announced today that m: tel has included the Ukrainian UA TV in its package.
"This, in the time of the Russian aggression against Ukraine, allows us to obtain true information about our country," the embassy stated.
Ukraine's Supreme Rada endorsed President Petro Poroshenko's decision to end the friendship, cooperation and partnership agreement with Russia after tensions erupted between the two conflicting countries at the end of last month. On November 25th, Russia seized three Ukrainian navy ships and arrested 24 of their sailors in the Kirkyard Sea, between the Black Sea and the Azov Sea, claiming they had entered the Russian territorial waters illegally. Kiev and Moscow agreed in 2003 to share access to the Azov Sea, but Russia, after the annexation of Crimea and the construction of a bridge connecting it to the peninsula, made it difficult for Ukrainian ships to access. The recent incident further aggravated this situation.

December 7, 2018 - Last night, the Podgorica Film Festival opened at KIC "Budo Tomovic". The event is organized for the third time by the NGO Podgorica Film Festival and the Montenegrin Cinematheque.
During the five festival days, from December 5th to 9th, the Podgorica audience will have the opportunity to watch twenty-six feature-length and short feature films, most of which are Montenegrin premiere. Within the main program of the Festival, the audience will have the opportunity to see domestic titles, short films by young Montenegrin directors Branislav Milatović, Bojan Stijović, Senad Šahmanović and Marijana Jankovic, a Montenegrin director living in Denmark, as well as regional films: "Boundaries, Rain" by Vlastimir Sudar and Nikola Mijovic (who is also a Montenegrin co-producer), "Cargo" by Ognjen Glavonic, "Comic Sans" by Nevija Marasovic, and many others. The international program includes award-winning titles: "Shoplifters" by the Japanese director Hirokaz Koreyeda (winner of the Cannes Festival), "The house that Jack built" by the famous Danish director Lars von Trier, "Foxtrot" by Samuel Maoz, "Guilty" Gustave Muler, "Have you seen my movie "by Canadian director Paul Smith, as well as exceptional ladies' films:" Young Woman by the French director Leonor Seraj and" Summer 1993 " by the Spanish director Karla Simon.

In cooperation with the Eye on Films platform, this year, as part of a separate program, the best debut films by European authors will be shown. In cooperation with the Yunus Emre Institute, the Montenegrin Cinematheque in the hall DODEST organizes the retrospective of Turkish director Semih Kaplanoglu. Within the accompanying program there will be open panel discussions with the guests of the Festival, as well as workshops with topics regarding the contemporary cinema.
The Montenegrin Cinematheque awarded its annual prize at the official opening ceremony. The jury composed of Branko Baletić (president of the jury), Vuk Perović and Nemanja Bečanović, decided to give the award for outstanding contribution to the film art "Kino-oko" to the famous Serbian director and former professor at the Faculty of Dramatic Arts at Cetinje, Miloš Miša Radivojević.

The award was handed by Director of the Montenegrin Cinematheque, Andro Martinovic. "If there is a man whose biography coincides with the register of his films, that's Misa Radivojevic. Take only those titles and you will get an exciting resume. Miša Radivojević has told us several times that the most effective way to ruin your life here in these areas is to be in the movie business. And he's always there for friends and numerous former students. We learned from Misa how to be ourselves, how to be free, and what I highly appreciate is that he is a person who understands how difficult it is to change your little world and how important it is to arrange our yard, and then we will influence on others as well. For these reasons, I am very pleased to present this award to him, "Martinovic said when awarding the prize.

"I'm infinitely fulfilled and proud tonight for this award. There might have been a bit of a complaint here, this Cinematheque award, it smells a bit like the end. It's gets assigned at the end. Cinematheque is the place where movies are kept, personalities are leaving, and films are being kept. But, I am not afraid of this perspective, I continue to work and will continue as far as I can hoping that the directors rarely die shooting their movies, they always die between movies or after filming movies. But since I am exposed to that risk of still recording, I am trying to make my former students win as often as possible at the festivals and I am proud of it. On the other hand, if it happens that with these films I embarrass myself, I will return this kind of reward. I get most nervous from my students. These may be the first days I can hear that there are some nice talks about myself. I've always been accustomed to suffering criticisms that were very harsh, very rigorous. If I had somehow looked back at those sixty years on the film, that's certainly sixty years of controversy. Disputes and certain types of failures. But I think I am representing an extraordinary example and, in some ways, encouragement for people who suffer from failures. Without failure, there is no success. A man who has not experienced serious failures cannot experience any serious success. So, I came to a totally absurd point to recommend to young people a single dose of failure, "said Misa Radivojević after receiving the award.

"Podgorica Film Festival this year also contributes to the creative diversity of the December art scene, the traditional cultural manifestation of the capital. Believing that the magic of moving pictures will reveal new dimension from itself and the world and thanks to enthusiasm, knowledge and dedication in organizng this festival of Andro Martinovic and Sara Radovic, I declare this manifestation open. "The film program was opened by the movie "Guilt" by Gustav Moller, the Danish candidate for the Oscar Award and many international awards. This tremendous thriller was premiered at the Sundance Film Festival where it won the Audience Award for Best Film and received the same prize at the IFFR International Film Festival in Rotterdam.
