These messages followed after Djukanovic said in an interview with RTCG that he had previously withdrawn from the state functions "because of the need for Montenegro to put emphasis on institutional development, instead of individual authority".
"I felt that it was important that my departure opened a space for the strengthening of state institutions. A similar decision led me in 2016, even though these elections were a battlefield to defend the course of Montenegrin state policy," Djukanovic said, adding that he was running for the presidency as the analysis showed that the outcome of the presidential elections would determine important local elections and that DPS needed a convincing victory in the first round of elections. "My return was in some way an investment in two electoral victories and it turned out to be a successful investment," he said.
Delegate from the United Montenegro Goran Danilovic says that here it is only possible to withdraw from the state functions in order to provide institutional development. "This sacrifice was not known to this day. So, we should celebrate together with Djukanovic when he is not on state functions, right? And now, when he is again the President, so we should not grieve? Of course, he would especially have to be sad because he knows that his presence in the institutions suffocates them," Danilovic said.
State officials, the real ones, contribute to the development of state institutions, and here, they have to withdraw from them. The recipe for success is then simple. Democratic Montenegro says that he recognized that he was the one who caused all political and institutional crises in the country, and then as a skilled politician appeared in the role of a man who shows his willingness to stir the pot he cooked with other political actors.
"If anyone in the country had a dilemma that this political chameleon had put a complete state apparatus under its command, there is no doubt that this is exactly the way the opposition has been claiming for years. He very clearly stated that he had withdrawn in order to strengthen the institutions, and returned so that the party would win the elections," says the Secretary-General of the Democrats Boris Bogdanovic. He adds that this does not mean anything other than weakening the institutions and by the placement under the party's command, he provides an institutional advantage over the opposition in all the election processes that have been held so far.
Democratic Front (DF) Deputy Branka Bošnjak states that it is more than clear, unfortunately, that the project of independent Montenegro was a project of his private state. "To that end, the institutions of the system were created as institutions at the service of Djukanovic, his family and the criminal fraternity. He is aware that the independent and professional institutions of the system would signify his political death, that is why whether he leads the state functions or not, he does not fail to keep a watchful eye and control the work of all institutions of the system, especially the judiciary," said the DF deputy. The situation is such that someone who is not loyal to DPS cannot be an ordinary clerk in a state institution, and not speak about some important position. So there is no dilemma, in our country "everything is perfectly false, and the rest is under control," as Sansal said in his book "The End of the World" says Branka Bošnjak.
The control, says Bosnjak, is complete in all institutions, so that nothing is left to chance. "From the State Election Commission and the Anti-Corruption Agency, which should close their eyes on their electoral thugs and abuses, to the State Audit Institution, which at a certain moment was slightly overlooked by control, they expressly erected 'the independent' Kovačević and Jelič, and the Council of RTCG which is now dancing in the same way DPS plays, and this interview with ordered questions is a crown proof of it," she says.
Social Democratic Party (SDP) member Ivan Vujovic says that nobody had the dilemma that Djukanovic will act as president of the Democratic Party of Socialists (DPS), and not as president of all citizens and that on several occasions, even two days ago, he admitted that essentially he personally is the obstacle to the establishment of efficient and non-political party institutions. "This gives the most accurate diagnosis on the state of democracy and the institutions themselves, which the EU simply summarizes through the definition of the "captured state". Here, if it is for comfort, at least in some way the EU and the president of the state agree upon," says Vujovic.
The SDP official also said that Djukanovic acknowledged that returning to office was motivated solely by winning the elections. "What suggests that the party is, of course, above the state and that we can expect further weakening and the impersonation of the institutions," Vujovic says.
