20 July 2018 - At its 12th session, the Privatisation and Capital Projects Council reviewed and unanimously proposed that the Government adopt the Report on the results of the negotiations on the international public invitation to a tender for the long-term lease of land for developing the base settlement of the ski resort "Kolašin 1600," with the Proposal of Decision on the long-term lease of land for developing the base settlement of the mountain centre "Kolašin 1600" and the Proposal of the Contract on the long-term lease of land for developing the base settlement of the mountain centre "Kolašin 1600."
The subject of the ninety-year lease is the land area of 271,990.00 m² at a fixed lease of 0.10 EUR / m² and a variable rent of 0.10% of the net real profit, where both rentals are calculated on an annual basis with a clause to be paid in advance for ten years.
The contract also includes the Investment Programme presented in four clusters of more than 50 million EUR, of which 12.8 million EUR is envisioned to be invested in the first cluster, that is, over the first four years.
The Spatial Plan for the Bjelasica and Komovi region and Detailed development plan of the Kolašin 1600 site recognise this location as the backbone of winter tourism development in the Northern Region of Montenegro with seven winter centres: Žarski, Cmiljača, Torine, Kolašin 1450, Jelovica with golf resort, Komovi, and Komovi Eco Adventure Park.
At the request of the Ministry of Economy of Montenegro, the Council proposed that the Government adopt the Decision Amending the Decision on the Privatisation Plan for 2018 and include the privatisation of the Castelo Montenegro AD - Pljevlja, in which the State owns 86.8123% of the share capital, and for which the German company Kohler Verpackungstechnik has shown interest in.
The Council considered the Request by the Vektra Boka AD - Herceg Novi company for granting consent for the sale of the hotels Plaža, Igalo, Tamaris and the old Boka Hotel and decided to set up a working group that will report to the Council on all relevant issues from the Request.
On the proposal of the Council member Srđa Keković, the Council tasked the Ministry of Finance and the Ministry of Health with preparing complete information on the status of the hospital in Meljine for the next session,
The Privatisation and Capital Projects Council reviewed the Report on the Work of the Privatisation and Capital Projects Council with the Report on the Implementation of the Privatisation Plan for the period from 1 January to 30 June 2018. The Report reads, inter alia, that the Council held five sessions during the reporting period, adopted the Privatisation Plan for 2018 and acted upon 37 requests for free access to information, which, given the fact that 156 requests were submitted in the previous year, confirms the improvement of the transparency of the work of the Council.
