Several construction companies from Cetinje will participate in a €34.5 million tender to build the part of the road that will connect Cetinje to Niksic.
The Traffic Administration has selected a bid from the company "Briv construction" from Kotor, including several subcontractors, out of the four bids received for the construction of the section from Cetinje to Cevo.
"The long-awaited road construction project that will connect Cetinje to Niksic should finally begin. This has particularly pleased Cetinje's business people because the construction of this road is of the utmost importance and is a prerequisite for a more dynamic development of the area. Some of them will engage in the construction by employing their own construction plant.

The companies 'Vectors', 'Krivokapicinvest' and other construction companies from Cetinje have agreed to cooperate with the selected contractor and believe that by their engagement, they will give their full contribution to this project," stated “Vectors”.
"Vectors" will hire about 60 people, while other companies from Cetinje are expected to hire 40 more.

About 100 Cetinje citizens will be engaged in this project.
“Vectors” says that this will mean a lot to Cetinje and the whole of Katun Nahija in the further development.
The section of the road from Cetinje to Cevo should be completed in three years.

The government has approved a proposal for a concession contract for the construction of three small hydropower plants (SHPP) - Crnja, Ljubaštica and Crni potok - located on the Crnja watercourse in the municipality of Kolašin.
The concessionaire with whom the contract is to be signed is the company Dekar, represented by Momcilo Miranovic.
The contract proposal defines the concession to be granted for 29 years.
"The Concessionaire is obliged to pay to the Budget of Montenegro the concession fee established in the tender procedure, which amounts to 10 percent of the sales value of electricity produced annually. The municipality in whose territory the HPP is located shall pay an amount of two percent of the selling value of electricity produced annually for the improvement of the infrastructure, following the bid that is an integral part of this contract.

Establishing a ferry service from Zelenika to Rose, and the possibility of developing Zelenika as a leisure port that would be an alternative to Kotor are important issues for Herceg Novi, according to Minister of Transport and Maritime Affairs Osman Nurković and representatives of the city’s administration.
On Wednesday, during a working visit to Herceg Novi, Nurković and the city administration discussed road infrastructure, the status of Zelenika port and city port Škver, as well as issues related to the maritime economy.
“Legislation and strategic documentation that the Department of Transport and Maritime Affairs is working on need to provide comprehensive solutions and regulate an area where there is a lot of inconsistency and overlap with functions in other departments,” stated Nurković.
According to the Ministry, Nurković stated that, regardless of political views and choices, the common task for all is to create better conditions to ensure Montenegrin citizens can enjoy higher living standards.

Mayor of Herceg Novi Stevan Katić recalled that the most significant projects for the improvement of transport infrastructure are the construction of a city bypass, a road network on the Luštica Peninsula, defining the issue of the concession on city port Škver, solving the problem of traffic jams at border crossings with Croatia and Bosnia and Herzegovina, and toll collection on the Meljine-Petijevići section, which could be defined as a highway by the state.
He stated that these were investments of interest to both the citizens of Herceg Novi and indeed the entire country, and which need cooperation from the Ministry and the local authority.
Speaking about the reconstruction of the Adriatic Highway, Katić and others stated that better communication was needed to ensure there would be no traffic collapse or delays in carrying out the work during the second phase of the project.
25 October 2019 - The new Podgorica – Bari line, which will be established as a segment of the cross-border On Cloud Nine project, will be launched in January 2020, reports CdM Portal.
The new line will be introduced and maintained by Montenegrin national carrier – Montenegro Airlines. As TMN reported earlier, the representatives of the Airports of Montenegro recently participated in a kick-off meeting of the transnational On Cloud Nine project in Bari (Italy) at the premises of Airports of Puglia.
The project On Cloud Nine, “cONnecting CLOse and Unexplored Destinations with New INter-Adriatic transport sErvices” aims to establish air links between the Italian region of Pula and Montenegro, as well as Pula and Albania, through the testing of the Brindisi - Tirana and Bari – Podgorica air routes. "This initiative will contribute to the promotion of mobility, trade and tourism in the Montenegro-Italy-Albania region by developing and improving the quality of new cross-border, sustainable and integrated passenger transport opportunities," Airports of Montenegro said.
The representatives of the Airports of Montenegro explained that the project was co-financed under the trilateral Interreg - IPA cross-border cooperation program for Italy, Albania and Montenegro, with a total budget of 1,44 million EUR.
The data published by the portal EX-YU Aviation show that this winter the number of passengers in regular air traffic is expected to increase significantly in the markets of several countries of the former Yugoslavia.
"Based on data from the company Cirium (formerly FlighGlobal) analytics firm, which analyses aviation and travel trends, comparing the 2019/20 winter season with the previous one, most significant shift in the number of departing passengers on the European continent will be noted in Montenegro,” reports EX-YU Aviation.
24 October 2019 - According to the new World Bank Report - Doing Business 2020, Montenegro took 50th place on the list of 190 countries ranked using the “ ease of doing business ” criteria. Compared to last year's Report, Montenegro increased its rating for 1.07 points (from 72.73 to 73.8) and maintained the same rank.
Doing Business 2020 is the 17th in a series of annual studies investigating the regulations that enhance business activity and those that constrain it. Doing Business presents quantitative indicators on business regulations and the protection of property rights that can be compared across 190 economies— from Afghanistan to Zimbabwe—and over time.
The report covers indicators affecting 12 areas of the life of a business: starting a business, dealing with construction permits, getting electricity, registering property, getting credit, protecting minority investors, paying taxes, trading across borders, enforcing contracts, resolving insolvency, employing workers, and contracting with the government. The indicators are used to analyse economic outcomes and identify what reforms of business regulation have worked, where, and why. Data in Doing Business 2020 are current as of May 1, 2019.
In terms of Montenegro’s ranking, the most significant progress was made in the area of building permits, where Montenegro improved 35 places in the rankings in this area, now reaching the 40th place on the ease of getting a building permit list. In comparison to last year, according to the methodology used by the World Bank, Montenegro significantly reduced the cost and time required to obtain a building permit. Such progress is a confirmation that the World Bank recognizes continuous efforts that Montenegro makes in the area of getting building permits, and above all, the effort to establish a new legal framework in this area, which was achieved in 2017.
Montenegro’s progress has also been evident in the area of cross – border trade. This indicator treats the procedures for import and export. Montenegro has improved six places in the ranking by reducing the time and costs required for import and the costs of export.
In the area of obtaining connections for electricity, Montenegro reduced the necessary time and costs, but the rank remained unchanged.
For other indicators, there was no change in the ratings compared to last year, and corrections in the rank are the result of the intensive reform processes implemented by other countries.

Mayor of Herceg Novi Stevan Katić has been in Malaga to sign the Declaration on the Protection of Mediterranean Biodiversity, aligning the city with others that have made a commitment to protect natural ecosystems in the Mediterranean region, through strengthening management and networks between protected areas.
As announced on the local government website, the signing is part of activities within the project to streamline networking and management efforts in Mediterranean Protected Areas as a mechanism to enhance nature conservation and protection in the region - PANACeA, with Malaga hosting both the signing of the Declaration, and the project lead - the University of Malaga.
The visit was an opportunity to organise a bilateral meeting between the leaders of Herceg Novi and Malaga, which is the first official meeting between representatives of the two cities, and the first step towards further ties. During the meeting, both parties expressed an interest in linking the cities, and the Acting Mayor of Malaga accepted the invitation of Mayor Katić to visit Herceg Novi in the near future and talk about the next steps.
The Herceg Novi delegation also included Deputy Mayor Danijela Đurović and Secretary for Utilities, Ecology, and Energy Efficiency, Aleksandar Kovačević.

Nice weather with summer temperatures in October will last until the end of the week, and this October 21st was the warmest since measurements were made, said the meteorologist Dusan Pavicevic.
"28 degrees Celsius was measured, respectively. Including October 22nd, we had 16 days in Podgorica this month with temperatures above 25 degrees Celsius in the capital. When the temperature exceeds 25 degrees, those days are counted as summer, and it is interesting that all those 16 days, the mercury in the thermometer also exceeded 26 Celsius," Pavicevic said.
He said 29.2 degrees were measured in the capital on Tuesday, which is the second warmest that day since measurements were made.
"The warmest October 22nd in Podgorica is from 2004 when 29.8 degrees Celsius was measured," he said.
Pavicevic explained that the average maximum temperature for October this year is 26 degrees Celsius, so it is likely to break the record from October of 2001 when it was 26.2.
He stated that in October 2001, the temperature in Podgorica was measured over 25 degrees for 23 days.
"So that record probably won't be broken this year," Pavicevic said.
He said that northern Montenegro recorded unusually higher temperatures in October than the average.
The weather in the south of the country is also nice, with temperatures as high as 28 degrees Celsius. So, with a sea temperature of 22 to 23 degrees, it is ideal for swimming," Pavicevic said.
The meteorologist said the nice weather would last until the end of the week, with a slight drop in temperature next week.
"Temperatures will be above normal throughout this week. There may be conditions for rain next week," Pavicevic said.
According to the current forecasts, there should not be large quantities of rain.
Winter hours begin on Sunday
The wintertime calculation starts on Sunday and will last until the last weekend in March next year.
On Sunday, October 27, at 3 am, the hands on the clock will be turned back one hour.
On March 4th, the European Parliament declared that the clock settings would be abolished from 2021 so that all EU countries would have to choose summer or wintertime.

The steep and mysterious slopes of Prokletije are the biggest challenge for all lovers of hiking and adrenaline. There are more than 50 peaks above 2000m of altitude here and as many as 20 peaks above 2500m of altitude. The view from either of them leaves you breathless, and perhaps the most attractive is the one that extends from the peaks of Talijanka (2056m) and Popadija (2057m) on Karanfile.
The wild and untouched nature of the "Balkan Alps," as the Prokletije is often called, is almost unexplored, and the landscapes are diverse, from steep cliffs to picturesque forests.
One thing is for sure, a day spent on this magical mountain cannot be lost!
