June 11, 2020 - In Kotor this year, they do not expect a large number of visitors or great business results. The director of the local TO, Ana Nives Radović, says that it will be good if there are visits at all and if the tourist economy has reasons to function.
 
Radović does not expect much from the campaign of the National Tourist Organization "Summer at Home" in the city because, as she added, domestic guests and guests from the region want a vacation on the beaches. This year, she expects more significant income from the post-season, although she says that it will be what Kotor has had so far during the winter.
 
Radović said on the morning program of RTCG that there are many reasons why Kotor cannot expect significant income from tourism this year.
 
- It will be good if there are visits and if the tourist economy has reasons to function. Many service providers are thinking of taking a break from work this year because profitability is not on their side - said Radović.
 
As for the post-season, the results could be a little better, because the interest in excursion tourism is generally most significant at that time of year.
 
- This year, due to numerous recommendations from the World Health Organization and the way they travel in general, we do not expect more attendance because of a different arrival policy, both when it comes to cruise guests and arrivals by plane. Numerous factors determine the sustainability of tourist and hospitality activities and the profitability of their business - said Radović.
 
This year in September and October, Kotor can hope for the tourist traffic that the city generates typically during the winter months.
 
They do not expect much from the "Summer at Home" campaign in that city because, as Radović said, domestic guests are fewest in Kotor.
 
- Kotor is attractive for sightseeing, but our people want beaches and similar attractions so Kotor can be interesting for day trips. There are no longer reservations for guests from Montenegro. We expect a visit to restaurants and one-day trips, but we do not expect significant income from the 'Summer at Home' campaign - Radović pointed out.
 
 
- Tourists and excursion tax as our primary sources of financing will not be in a single-digit percentage compared to the previous period. Therefore, we will turn to project activities and everything that burdened the city's infrastructure. We will take much more care to be an 'eco-friendly' destination and first carry out projects to protect biodiversity, promote natural and cultural heritage, and provide money from European funds that have not been available to us so far - Radović added.
 
Financial expert Ana Nives Radović does not expect a more visible recovery of the tourism industry in under five years.

June 10, 2020 - The Tourist Organization of Nikšić has decided to use this summer to better promote the city under Trebjesa, but also to prepare the highest quality promotional material.
 
As the director of TO, Boris Muratović told "Vijesti," coronavirus did indeed harm their business. Still, it will not disrupt plans because, as he pointed out, they have many obligations ahead of them.
 
"We are working on creating our organisation's image, so we expect a new logo, a new site, as well as certain other things that will contribute to easier recognition of our organization as being responsible for promoting tourism in the city under Trebjesa," said Muratovic.
 
A souvenir of the city will be completed by September, and the production will be financed mainly by the National Tourist Organization. Also, a tourist brochure is being prepared to promote rural areas of the municipality, registered rural households, and food and drink producers in Nikšić. "We will try to finance the brochure through a project already submitted and for which we are awaiting a response. We have also prepared a project for the valorization of Salt Lake called 'Adventure Park Salt Lake,' which would be delivered in this beautiful locality through activities in nature that we could offer to the local population and all other visitors. That would be the initial step in the valorization of this, so far unused location, " said the director of TO Nikšić.
 
Although certain programme activities will be reduced due to finances and the still uncertain situation regarding holding large-scale events, Nikšić Tourist Organization has decided to focus its energy on smaller events. Also, they will focus on writing projects that will improve what the city has to offer to tourists and make it more attractive to them.
 
"On Saturday, June 13, we are organizing a traditional dawn on Mount Vojnik in cooperation with the Mountaineering Club 'Montenegro Team'. It is planned that this event will have an environmental side and that all participants will contribute to the cleaning this beautiful site, drawing the public's attention to how to treat the natural resources we have, " said Muratović.
 
According to Muratović, the plan is to create a tourist map of Nikšić, as well as a catalogue of accommodation.
 
"During the epidemic, the local population got to know the city, saw the beauties they did not know about before, and those are the resources that the Tourist Organization of Nikšić will try to promote in the coming period. All interesting tourist sites must be cleaned, so we also plan volunteer actions to clean our city, in which we will be the initiators. If nothing else, the coronavirus has taught us that we must all return to nature. Therefore, we are waiting for you in Nikšić to enjoy its natural beauties,"  invites the Director of the Tourist Organization of Nikšić.
 
Muratović is optimistic when it comes to the summer season in Nikšić
During the last year, there were over 16.6 thousand arrivals and close to 29 thousand overnight stays in Nikšić. So 2019, according to the local TO, was rated as the best year in terms of tourism. More than half of the tourists visited Nikšić in the period June-September when big festivals such as Lake and Bedem Fest are organized in the city under Trebjesa, as well as the Festival of Street Musicians.
 
"Last year, in the period June-September, there were 8,980 arrivals and 13,820 tourist overnight stays in Nikšić. When it comes to tourist arrivals, compared to 2018, that is an increase of 48 percent, "said Muratović.
 
Since this year's editions of Lake and Bedem Fest are still uncertain, it is highly probable that the number of tourists and the number of overnight stays will be lower compared to last year. However, Muratović is optimistic.
 
"The season started a little later, but we believe that it will also last longer, which everyone, especially us in the tourism industry, must make use, of" said the Director of TO Nikšić.

June 10, 2020 - Starting from 1 June, Citizens from over 130 countries will be allowed to enter Montenegro without negative coronavirus tests and mandatory quarantine. After Montenegro declared an end to the coronavirus epidemic on 2 June, the first tourists started to arrive. CDM asked the Institute for Public Health how high the risk of the virus importation was.
 
They were clear – the arrival of passengers on international traffic carried considerable risk, and insisting on a negative test is “not one of the factors that might reduce the risk.”
 
“The result of the test only reflects the current situation, at the moment the sample was taken, but it does not tell us anything about the time before the sample was taken or shortly after it was taken. The passenger could be exposed to the virus and develop symptoms later”, the Institute says.
 
What might reduce the risk of importation are measures and recommendations for passengers on international air traffic aimed at deterring people from travelling or prohibiting persons showing symptoms of respiratory infections travelling by plane.
 
“A significant risk mitigation factor is appropriate information for both guests and hosts – our hoteliers and hotel employees and all others: in shops, boutiques, tourist organizations…”, the Institute stated.
 
Montenegro has its own rules for tourists. And while entry is permtted without a test or mandatory quarantine, some countries have opted for more rigorous measures.

Bosnia and Herzegovina

​It opened its borders on 1 June.
Self-isolation measures were lifted, but foreign nationals are only allowed to enter the country if they have some business activities or must attend funerals as family members.
 
In both cases, persons are required to have a negative test for coronavirus and address the competent healthcare institution in the municipality they visit.

Serbia

Since 22 May, Serbia’s borders have been open. Whoever wants to enter the country can do so and is no negative is required, neither is an exclusive license required for domestic and foreign citizens. Apart from this, passengers are not obliged to self-isolate when they enter Serbia, but they will be given health warnings and recommendations for the prevention of infection.

Kosovo

Three days ago, the new Government of Kosovo took the decision to open borders to Montenegro and lift measures for Montenegrin citizens. Citizens from Montenegro who enter Kosovo will not be required to self-isolate, only checked by medical staff. 

Greece

Borders to all citizens will open on 15 June. Greece will not require mandatory testing and 14-day quarantine.

Croatia

Croatia has opened its borders to tourists from 10 European countries: Slovenia, Hungary, Austria, Czech Republic, Slovakia, Estonia, Lithuania, Latvia, Poland, and Germany.

Turkey

Borders are likely to open to tourists on 25 June.
There are no data concerning Turkey’s requirements.

Bulgaria

Bulgaria opened its borders on 1 June.
Bulgaria does not require quarantine or negative test.

Macedonia

Borders are expected to be open by 10 or 15 June.
Quarantine measure is still in force.
 
After 10 or 15 June, it has been announced that no negative test or quarantine will be required.

Austria

Austria will reopen its borders to Italy and list quarantine measures for passengers from 20 European countries next week.

Germany

Germany is expected to lift the travel ban for EU members, Great Britain, Iceland, Norway, Liechtenstein, and Switzerland, provided that there are no significant blockages in these countries.

Slovenia

Citizens of Austria, Croatia, and Hungary have been allowed to cross the Slovenian border. Now a further 14 countries have been added to the list: Bulgaria, Cyprus, Czech Republic, Estonia, Finland, Greece, Germany, Greece, Iceland, Latvia, Lithuania, Liechtenstein, Norway, Slovakia, and Switzerland.
 
Citizens from the countries which are not on the list will be quarantined for 14 days.

June 10, 2020 - Organized by YC Jovo Dabović from Baošići, and under the auspices of D-Marin Portonovi Marina, the First Portonovi regatta will be held under the name "Bokeška Ostrva" for the cruiser class in five categories.
 
The regatta "Bokeška Ostrva" will be held from June 12 to 14, with a planned start in front of the D-Marin Portonovi Marina at 11 a.m. on Saturday, June 13. The competition will take place in the waters of the Bay of Kotor, and navigation routes include the island of Mamula, the islands of Tivat, and the Perast Islands. Professional sailors, but also numerous amateur sailing fans, will attend this nautical event.
 
'D-Marin Portonovi, as one of the recognizable marinas in the area, has a desire to, in addition to the services it provides, develops all the right facilities for sailing enthusiasts. The organizers believe that the first cruiser regatta will become a traditional international regatta in Boka, expanding the number of participants from year to year, including sailing boats that are moored in D-Marin Portonovi Marina. The ambition is for the regatta to enrich what is on offer for foreign and domestic sailing fans' - representatives from Portonovi Marina state.
 
After the end of the regatta, every evening, participants and guests can expect good company and fun through themed evenings at various locations in Portonovo. The announcement of the winners and the award ceremony is scheduled for Sunday, June 14, starting at 7 p.m.

June 10, 2020 - Montenegro has expanded the list of countries whose tourists it will allow to enter the country. Cyprus, Ireland, and Malta are now on the list, while Serbian citizens still have to wait.
 
The National Coordination Body for the Fight against Coronavirus previously announced that the Institute would update the list once a week, every Friday.
 
In terms of the region's countries, besides Serbia, Northern Macedonia is not on the list.
 
According to RTCG, by reducing the number of actively ill people below 25 per 100,000 inhabitants, the conditions have been created for our country to open the border for the citizens of Serbia.
 
Montenegrin Ambassador to Serbia Tarzan Milosevic said that people who have their own companies, and who do business in Montenegro, can enter Montenegro, under certain conditions, which include self-isolation measures.

June 10, 2020 - The President of the Green Destinations organization, Albert Salman, sent congratulations and expressions of support to the President of the Municipality of Tivat, Dr. Siniša Kusovac, on what was done during the epidemiological crisis, but also on the initiative of Tivat to join this program.
 
At the end of May, the Tourist Organization of Tivat initiated procedures to join the Green Destinations network. June 9, 2020 - New Zealand science reporter, Jamie Morton, reported yesterday for that media about eight more countries, beside his own, that beat COVID-19. Montenegro is the first listed in the company of Eritrea, Papua New Guinea, Seychelles, Holy See, Saint Kitts and Nevis, Fiji, and East Timor.

New Zealand joins an exclusive club of nations that have successfully stamped out Covid-19.

According to Johns Hopkins University, just eight other states which registered infections today report zero active cases – most of them small island nations with tiny populations and vastly smaller tallies than New Zealand's 1504 confirmed or probable cases.

MONTENEGRO

Montenegro was the last European country to report a case of Covid-19 – and the first to declare itself free of the virus. Its first case was reported on March 17, and its total numbers reached 324. Sixty-eight days later, on May 24, Montenegro reported no active cases. The country – population 622,359 - implemented a mix of measures to stop the virus, including the closure of many businesses, mandatory masks, limits on public gatherings and travel bans. As at this week, the country's land borders with Croatia, Bosnia and Herzegovina, Serbia, Kosovo and Albania were open. Although no testing was required at the border, a 14-day quarantine was in place for anyone coming from a country with more than 25 cases per 100,000 population.

ERITREA

The state in East Africa – population 6 million and area 117,600 sq km – reported on May 15 that its 39th and final case had fully recovered. Its first case – a resident returning from Norway - was reported on March 21 and in April, the country went into lockdown.

PAPUA NEW GUINEA

Covid-19 came to the remote Pacific state on March 20 – and that initial case was followed by seven more over the next four weeks. By May 4, all those cases were reported to have recovered, with 2,400 tests having been carried out, mostly in Port Moresby. The country – population 8.9 million - responded to the crisis swiftly, banning travellers from Asia and closing its border with Indonesia. The Government also introduced tough restrictions over the country's National Capital District, including a night-time curfew and bans on public gatherings and public transport.

SEYCHELLES

The archipelagic state in the Indian Ocean recorded just 11 cases of Covid-19, and all have since recovered. The country - population 97,096 – reported its first two cases on March 14, which grew to four within days. By that stage, Seychelles had already announced a temporary ban on cruise ships, along with any travel to China, South Korea, Italy and Iran. It later clamped down restrictions tighter with a travel ban that came into effect on April 8.

HOLY SEE

The Holy See reported just 12 cases, including 10 employees and one resident of the Vatican City. As at June 6, all had tested negative. The tiny jurisdiction within Rome acted swiftly, closing its tourist attractions, along with regular public appearances of its most famous resident, Pope Francis, who opted for live-streams over the internet instead. Residents of Casa Santa Marta were reportedly working from their rooms and meals were now served in two shifts to allow for social distancing.

SAINT KITTS AND NEVIS

The West Indies nation became free of Covid-19 on May 19, when all of its 15 confirmed cases had recovered. With a population of just 52,441, the federation recorded its first cases on March 24, when a 21-year-old man and a 57-year-old woman arrived from New York. The state took a raft of measures, including closing airports, schools and non-essential businesses, and ordering a curfew and the wearing of masks.

FIJI

The Pacific state reported its first case on March 19 – and by April 20, all of the 18 cases it since confirmed on the islands of Viti Levu and Vanua Levu had recovered. Prime Minister Frank Bainimarama oversaw a response that included a staged ban on flights from certain countries, a 15-day mandatory quarantine for people arriving and closures of schools and non-essential businesses. The pandemic has hit the tourist destination hard – and its reserve bank has forecast the domestic economy will tip into a recession after a decade of economic growth.

EAST TIMOR

East Timor also acted quickly against Covid-19, putting in place travel restrictions for non-nationals who had visited China as early as February 10, banning anyone who had visited the outbreak's ground zero of Hubei, and closing the border with Indonesia. The island country in south-east Asia nonetheless reported its first case on March 21, which prompted school closures, public gatherings limited to five and all international arrivals to be quarantined for 14 days. On May 15, the country reported the recovery of its 24th and final confirmed case.

• The countries listed were those that had registered infections but had no active cases at the time of reporting. It didn't include those that have reported lengthy periods with no community transmission - such as Vietnam - or those that had kept Covid-19 out completely, such as Vanuatu.

June 9, 2020 - The opening of borders has only just begun and it is very difficult currently, at the outset, to predict how things will pan out. We will focus on individual tourist demand and only in a later phase will we be able to think about organized tourist traffic this year, believes Dr. Ivo Zupanovic, a professor at the Budva Faculty of Business and Tourism in the field of crisis and risk management.

He pointed out that prices will be adjusted for certain market segments, especially those with larger accommodation capacity.

"I can see that those working in the tourism sector are doing their utmost to prepare. At the state level, there are detailed protocols for hotels and similar accommodation facilities." Zupanović stated.

When the epidemiological situation "settles down" in the countries of the region, which are our traditional markets, the number of tourists will increase, he believes.

“At the moment, the most important thing is digital marketing. We began with some national campaigns, which, among other things, are aimed at the local, domestic guest, who, in my opinion, will be all the more important as time goes on, and not only for this year, " believes Zupanović.

He mentions that local tourist organizations, in line with the inbound markets’ structure, have started some promotional work.

"One innovation I would like to highlight is an idea from the Tourist Organization of Herceg Novi, which offered award-winning accommodation in June, and this can be the trigger for further interest from tourist consumers. Company MMGY’s research shows that tourists make a decision 45 to 90 days after the peak of the pandemic in that country, which means that in this period we should advocate promotion through digital marketing as much as possible," explains Zupanovic.

He believes that travel agencies, as entities dealing with organized tourist traffic, will face serious problems.

"In such controlled conditions, we cannot count on classic methods of organizing tourist traffic, or on their classic services, such as the sale of airline tickets. This will reflect on their liquidity and especially on the profitability of the business. The question is whether smaller agencies, which do not have working capital for a longer period, will survive,” believes Zupanovic.

Speaking to Pobjeda, he stated that the Law on Amendments to the Legislation on Tourism and Catering will play a very important role, whereby trips arranged after 1st March can be used until the end of the coming year, as an incentive for both the service provider and the consumer.

June 9, 2020 - Danilo Jokić reacted on behalf of the Medical Team of United Montenegro to yesterday's statement of the Minister of Health Kenan Hrapović. In his response to the Minister of Health of Serbia Zlatibor Lončar, among other things, Hrapović said he would not allow attacks on Montenegrin health workers. According to Jokić, doctors were confused but not surprised, as they say, with the amount of hatred and insults that Hrapović, as the line minister who "unfortunately represents both the state and us", expressed at the expense of his colleagues from Serbia.

Hrapović: First man of Serbian Health Insulting and Belittling Because Unable to Do Otherwise

The Minister of Health, Kenan Hrapović, reacted to yesterday's statement of the Minister of Health of Serbia, Zlatibor Lončar, who said that there was no sense in explaining anything to Montenegro, because there were no results or indeed any knowledge about coronavirus.
 
"While we are waiting for the vaccine that, as Mr. Loncar said earlier, "Serbian experts can produce against coronavirus," Montenegrin medical professionals have taken a series of strategic, timely and decisive steps that have resulted in delaying the introduction of coronavirus to Montenegro," Hrapović said in his statement.
 
He added that is indeed knowledge that has led to us being the first country in Europe without COVID-19 infections, and that the result of all the measures implemented is the end of the epidemic in Montenegro.
 
"We are sure that Mr. Loncar knows that, but we understand his need to attack Montenegro again and use insults, during the campaign in Serbia, to move the professional and epidemiological story to the political field," Hrapovic said.
 
He added that he would not allow insulting of our health workers and undermining results, "no matter how much it bothered Mr. Loncar, and no matter how hard he tried to call them into question by presenting untruths and making sweeping judgements."
 
"From "shopping specialists", through "experts in concealing information and instilling fear", our neighbours from Serbia, more precisely the first man of health, is now going a step further in his well-recognized manner of insulting and belittling because he doesn't seem to be able to do otherwise," Hrapović said.
 
Hrapović claims that all relevant international institutions, primarily those dealing with health, have given due recognition to Montenegro for its successful preparation and response to COVID 19.

Jokić: Hrapović Unfortunately Represents All of Us

Doctors were confused but not surprised by the extent of the hatred and insults that Hrapović, as the line minister who "unfortunately represents both the state and ourselves", expressed at the expense of his colleagues from Serbia, read the statement of the Medical Team of United Montenegro. 
 
"Have you really allowed yourself the luxury, as an economist and not a very well-known member of the Government, to explain to the Serbian Minister of Health, a surgeon nonetheless, some specialist information from the profession? This is something we hadn't seen up until now," the statement said.
 
Jokić emphasized that doctors do not agree with the medical section of Minister Loncar's statement, but, as they said, they also reject Hrapović's cynicism "which aims to humiliate medical science in a country where 90% of Montenegrin doctors have learned everything they know about medicine."
 
"The vaccine produced there would be experienced as ours, Mr. Minister, because we are the closest, and the neighbour's success is also personal if someone is honest," the statement said.
 
"They most probably taught you that a long time ago. It would be better to ask yourself, are we not in a position to produce a single medical mask that even surgeons didn't have at the beginning of the pandemic? We all know about this, and we also remember it well. For you personally, there was no shortage of those masks, "Jokić said in a statement.
 
According to Jokić, while Montenegrin doctors were risking their lives, Hrapović, together with some of the doctor-politicians from the National Coordination Team for Infectious Diseases, announced the imminent arrival of equipment.
 
"And when you declared us a corona-free state, everything arrived. You then forced us to buy those same masks together with citizens for going to the markets, and there were not enough of them in the operating rooms during the epidemic. Was this so that the import lobbies don't lose their profits?" I guess it's clear now that that was the reason," says Jokić.
 
He pointed out that the Minister of Health was not allowed to be cynical.
 
"Unfortunately, you have shown many times that this could be your nickname. Do you not wonder where Montenegrin doctors went directly after they were helped at home in Montenegro? Not to Germany, Slovenia, or the Netherlands. No, they can't enter there from a Corona-free state. They all went to further education in the country whose eminent experts you call: 'shopping specialists, masters of concealing information, fear-mongers'," the statement said.
 
Jokić told Hrapović not to defend the medical workers.
 
"If you had ever understood what health care is and what medical science is, you would never have said something of that kind. On behalf of us doctors who express their political views through United Montenegro, never forgetting that we are first and foremost medical workers, I call on you not to defend us. Harsh words can be met with a harsh response, but in the world of science, you have to have the qualifications; either you have the qualifications, or you keep quiet. Is it possible that you even think about how we have forgotten your bragging from then on? You sent over two hundred young people in praise at the end of May, students, by plane to a country which had, as you put it, lost the battle with COVID-19? Did you send them as a minister to a country at risk of infection? "Jokic asks, adding that Hrapović should be held accountable in court.
 
"Now you don't let them come back. It's cynicism, beyond cynicism. Ask them, they'll answer you. They agree neither with your assessments, nor with the hermetically sealed border over which you exported them. The function you didn't deserve will disappear, yet we doctors will continue to exchange experiences with colleagues from Serbia at congresses, learn from each other's mistakes, and look for the best solutions. Your function is binding, but only on the condition that you know this and are worthy of it. You should be obliged to reconcile, expand cooperation, to talk and understand, even those who do not understand you," the statement said.

June 9, 2020 - The profession will decide whether we will open the borders towards Serbia based on the answer we will receive from the Institute for Public Health of Serbia "Milan Jovanović Batut" - said Assistant to the Minister of Health Vesna Miranović in "Boja Jutra" on Vijesti Television.

After Serbia announced that more than 4,000 coronavirus patients had been cured in a day, the Institute of Public Health asked for clarification from Serbian colleagues.

- What methodology they applied, what changed during the night, what are the explanations - we will see. We are not involved in politics. We are interested in our state - Miranović emphasized.

According to her, what is unusual in this story is that they previously tested twice in Serbia, and now are doing so only once.

- The Institute of Public Health of Montenegro has adopted specific protocols that we are following. The patient was tested twice from the moment he had no symptoms, and the test should have been negative. That turned out very well. We were completely safe. We will see what principle Serbia has undertaken. We are exclusively interested in our state - said Miranović.

She added that she would not consider political statements.

- We are considering the risk that the population of Montenegro can endure; we are not looking at the country in particular. The risk must be at the lowest level. There is no need to argue with each other - Miranovic pointed out.

Speaking about the opening of the borders of other countries for the citizens of Montenegro, she said that it was a matter of diplomacy.

- We should not think about who is expanding the lists and in what way. Whether they want to include us in the list is a matter of diplomacy - said Miranović.

June 9, 2020 - "Based on Article 150 of the Constitution of Montenegro, which authorizes the Constitutional Court to initiate proceedings on its own initiative to assess constitutionality and/or legality, as well as to issue orders for the suspension of the execution of individual acts or action if their execution could have irreparable harmful consequences, we propose that the Court, in accordance with the appended act, exercise their right to discretion and thereby contribute to the reduction of existing tensions."

Radić Legal Office from Belgrade has proposed to the Constitutional Court of Montenegro to initiate proceedings on its own initiative in order to assess constitutionality and legality and to suspend the execution of decisions related to the ban on Serbian citizens entering Montenegro, on priests from the Serbian Orthodox Church (SOC) performing religious rites, and the ban on all other citizens expressing disagreement with the Law on Freedom of Religion.

"Based on Article 150 of the Constitution of Montenegro, which authorizes the Constitutional Court to initiate proceedings on its own initiative to assess constitutionality and/or legality, as well as to issue orders for the suspension of the execution of individual acts or actions if their execution could have irreparable harmful consequences, we propose the Court should, in accordance with the appended act, exercise their right to discretion and thus contribute to the reduction of the existing tensions, " Radić Legal Office stated in a letter.

They consider it unconstitutional and illegal to ban Serbian citizens from entering Montenegro, to prohibit SOC priests from performing religious rites, to ban SOC believers spontaneously celebrating holidays once a year, as well as banning other citizens from expressing disagreement with the Law "which unconstitutionally and illegally confiscates immovable property, ".

They propose to the Constitutional Court that they conclude that the decision establishing the National Coordination Body for Infectious Diseases runs contrary to the provisions of the Law on Protection of the Population from Infectious Diseases, and particularly the aspect whereby the Minister, contrary to his authority, appoints the Deputy Prime Minister as Head of the NCB.

They also believe that the Order on temporary measures to prevent the new coronavirus entering the country, and to suppress and prevent the transmission of the new coronavirus, is unconstitutional and illegal because the Ministry of Health "is usurping the powers of the Assembly and determining prison sentences".

"The Constitutional Court is expected to issue a decision on its own initiative suspending all misdemeanor and criminal proceedings initiated against SOC clergy and Montenegrin citizens for alleged non-compliance with health regulations combatting dangerous contagious diseases," the lawyers stated.

The legal firm has previously been hired on several occasions on behalf of the Serbian Orthodox Church.
