April 2, 2019 - The Public Company Sea Property is developing the complete investment technical documentation for the construction of the ferry dock in Kamenari. The realisation of the project begins after the choice of the lessee of the ferry piers in Kamenari and Lepetani, says Radio Jadran.

As explained by Sea Property, the construction of a future dock will be the responsibility of a prospective tenant, who will be required to invest 320,000 euros in the new dock within the long term lease of the ferry line.

The construction of the pier is a project that was initiated in 2017 by the Sea Property to dismantle existing ones. However, unregulated legal property relations set aside the job.

The long-term coastal bargaining agreement in the Kamenari and Lepetani ferry stations, which Sea Property signed in 2004 with AD Pomorski Saobracaj (Maritime Transport) expired on 31 December last year, but the Sea Property did not specify when a new tender would be announced.

At the last session last year, the government agreed to the conclusion of the Sea Property to determine the amount of annual compensation for the use of the harbour in Kamenari and Lepetani for ferry transport and the evaluation of factors affecting the initial price. Sea Property announced a public call for the lease of the property in Lepetani and Kamenari, with the obligation to build a new port in Kamenari.

The minimum annual rental fee/fee for the use of the property consists of a fixed part - 230 thousand euros, which amounts to two per cent of the total revenue from the sale of the ferry tickets.

Pomorski Saobracaj has so far been the sole owner of this part of the coast and the only ferry operator. A new lease means that it would have 4,011 square feet of land in Lepetani with its associated aquarium space next to the dock and mooring area of 7,200 square meters, and 3,959 square meters of coastline in the Kamenari with its associated aquarium space next to the dock and mooring area of 14,700 square meters.

The Lessee is obliged to submit a monthly report on the sale every month upon payment of the variable part of the rent.

As explained by the Sea Property, the remediation time of the existing coastal infrastructure, including the ramps for the protection of walls at the seaports, is at most three years from the date of the conclusion of the contract, as well as that after two years the tenant builds a new dock in Kamenari.

It is a condition that the lessee can use all leased state property for up to 15 years.

The plan solution of the location is defined by the Spatial Plan of Special Purpose for the Coastal Area, which retains the existing ferry docks in Lepetani and Kamenari, until the final realisation of the crossing over Boka Bay, after which they will examine their need for economic retention from the Sea.

Otherwise, a new dock would have to be built next to the current northern ramp to unload the car in the direction of Verige. The ram accessory, with its function and purpose as it is, will be 14 meters long.

The "Earth Hour" in Tivat this year was marked originally, with the participation of a large number of volunteers, and Regent made sure that the record of this action went to the world.
 
The Municipality of Tivat organized the action in cooperation with the nautical settlement Porto Montenegro and the hotel Regent, which financed the recording of the performance, and numerous Tivat caterers and hotels who joined the action with the exclusion of the lights. A video clip is warning against the danger of climate change, alongside the site of the Municipality of Tivat, will also be found on websites dealing with tourism, ecology, and similar topics.
 
Tivat is thus included in the World Environment Fund's map as an official participant in the "Earth Hour" event.
 
Regent announces that "Eco Coffee" is only the first in a series of projects aimed at eliminating disposable packaging, primarily plastics. In perspective, they intend to promote a trend in the hope that with citizens and local businesses will be able to make Tivat a city without plastic.

31 March 2019 - Montenegrin Public Company for Coastal Zone Management has recently requested access to documentation in regards to the conditions for the reconstruction of several areas located at the coast in Herceg Novi: from Sutorina, via Topla, to parts of the swimming area near the Hospital in Meljine, near Cape Sveta Neđelja and Jošice in Bijela.

As reported by TVCG, the estimated value of these investments is close to three million euros. Precise investments and their full amount will be publicly announced after the creation of all documentation for each site individually.

At this stage, the estimates are based on urban planning conditions and investment proposals for development projects, according to the representatives of the Coastal Zone Management Company.

According to assessments of the Coastal Zone Management Company, the reconstruction of the beach Njivice will require 80.000 EUR, the reconstruction of the beach area near the restaurant Mimoza (next to the beach Rafaelo) will cost about 900.000 EUR, the reconstruction works at beach Roki sport will require 220.000 EUR, Ćorović beach renovations will cost 650.000 EUR, beach at Savina 150.000 EUR, the reconstruction of the beach in front of hotel Delfin in Bijela needs 450.000 EUR, while the renovation process at the beach Igrač više in Bijela will cost about 120.000 EUR. Investment funds in regards to the reconstruction of several smaller beaches on the Riviera were estimated at 390 thousand EUR.

As reported by TVCG, Public Company for Coastal Zone Management will conduct administrative procedures for obtaining approval from the Government for tendering, and the enterprise will produce individual investment programs for each beach and perform monitoring and cooperation with investors, in the stage of obtaining a construction permit and at the stage of realization.

"The aim of these activities of the Public Enterprise for Coastal Zone Management is to provide full legality in the process of realization of development projects as well as to provide expert assistance to the investors-beneficiaries of the coastal area. In terms of the number of funds invested, the investors have a long-term period for the use of newly built beaches, ranging from 15 to 30 years ", they point out from this Public Company.

The price of the location for investment projects will be determined on the tender, and based on "historical prices achieved in the previous period", the representatives of the Coastal Zone Management Enterprise explained.

31 March 2019 - The Montenegrin Government has achieved serious results in the field of economic policy, and the student population has significantly benefited from it, said Prime Minister Duško Marković at a meeting with representatives of the Student Parliament of the University of Montenegro, headed by President Danilo Jelovac, on the occasion of marking 4 April - the Students' Day.

"We are strongly focused on growth and development. High economic growth rates of 4.7 and 4.9%, revenue growth, deficit reduction, increase in direct investment, unemployment and new job creation are all encouraging parametres for young people who will enjoy benefits from this achievements as well," he noted. The Prime Minister added that positive dynamics in terms of economy is expected this year as well.

The meeting, attended by ministers of education, science and sports and youth, Damir Šehović, Sanja Damjanović, and Nikola Janović, underscored that the Government is committed to improving the status and conditions of studying in Montenegro. The introduction of free study made a huge breakthrough, and more millions of euros have been allocated to various scholarships, co-funding studies, and research support, they emphasised.

Referring to numerous reforms, the meeting emphasised the importance of the implementation of the adopted legislation. Although there was some progress, the need for further infrastructure improvement was identified as an issue of key significance.

Significant steps have been taken in the field of youth policy and creating the basis for the State to support young people and invest in youth centres directly. Innovative startups were mentioned as a special opportunity for students, and that the Ministry of Science is working intensively in that field.

The students thanked PM Marković for the institutional support they have received to date, stressing that it is crucial for the realisation of their activities. They informed the Prime Minister and Cabinet members about the events marking the Students' Day, and further cooperation with the relevant departments was agreed.

The Prime Minister and the ministers wished happy the Students' Day, hopeful that the dialogue and constructive cooperation on all issues of relevance to the student population will be continued.

31 March 2019 - The launch of the web application for the record of emigrants is a valuable mechanism for implementing a kind of list of Montenegrin Diaspora with all its complexities, but also a confirmation of the firm commitment of the Government of Montenegro to continuously work on improving the relations and policy of cooperation with the Diaspora, it was noted at the promotion of the new internet platform in Podgorica organised by the Directorate for Diaspora.

Part of the presentation included signing the Agreement with the donor of the software solution to the information company Nextsense from Skopje, signed by Director of the Directorate for Diaspora Predrag Mitrović and co-owner of Nextsense Saša Gavrilović.

Presenting the project, Director of the Directorate for Diaspora Predrag Mitrović emphasised that the web application is one of the modes for the implementation of a sort of list of Montenegrin emigrants, which enables people to understand the complexity of Montenegrin Diaspora, its number, age, intellectual, scientific, professional and other potentials, country-specific concentration and other specificities related to its status and position in the receiving countries and interest in strengthening relations and ties with country of origin.

The access to these data is essential from planning the improvement of relations between the country of origin and the Diaspora, and by their better acquaintance and processing, it is possible to identify the various resources of the emigrant communities and their potential contribution to the development of the country of origin.

Mitrović emphasised that this application is the result of cooperation between the Directorate for Diaspora and Montenegrin Diaspora in the Republic of North Macedonia, which connected the Directorate with the software company Nextsense from Skopje, the donor of this application. On this occasion, he thanked the donor company, as well as the Montenegrin Community in the Republic of North Macedonia.

The Director of the Directorate urged the emigrants to submit data to this record, noting that the data can only be used for clearly defined purposes and exclusively for the needs of the Directorate for Diaspora, with a special emphasis on the protection of personal data within the legal framework.

Secretary-General of the Ministry of Foreign Affairs, Ambassador Veselin Šuković, pointed to the country of origin's readiness to improve relations between the State of Montenegro and the emigrants. 

Šuković pointed out that such projects also open new possibilities for cooperation with Montenegrin diplomatic-consular network to meet the interests and needs of the Diaspora in a particular country. He specifically highlighted that this application is a confirmation of the firm commitment of the Government of Montenegro, i.e., the Ministry, to continuously work on improving the relations and the policy of cooperation with Montenegrin Diaspora. He emphasised that the Diaspora occupies a priority position in foreign policy of the country, and that Montenegro is aware of the capital it has in its Diaspora.

Miroljub Orlandić, the Honourary Commissioner of the Matica crnogorska in the Republic of North Macedonia expressed satisfaction with the implementation of the project. He mainly referred to the significance of the project "Demographic-migration characteristics of Montenegrin emigrants and their descendants", which would enable a better understanding of our potentials in the Diaspora, their migratory movements and the country's immigrants.

30 March 2019 - Council for the Privatization and Capital Projects adopted today the Report of the Tender Commission for the privatization regarding the results of the public tender for the sale of 56,4806 percent of the share capital of the Institute for Physical Medicine, rehabilitation and rheumatology Dr Simo Milošević. It also authorized tender commission to start negotiations on the conclusion of the contract of sale with the bidder – consortium made of  Czech company Phillbert a.s. and LLC Montenegrin Vile Oliva (owned by the businessman Žarko Rakčević).

As the Government conveyed, the offered price for the shares amounts to 10 million EUR.

The public call for the sale of Dr Simo Milošević Institute was announced on 16 October 2018. The deadline for the bids was 14 January 2019, by noon. Three subjects have repurchased the tender documentation. However, only the Czech consortium has submitted a tender. The Tender was opened at the meeting of the Tender Commission held on 18 January. At the meeting held on 24 January, it was stated that tender was formally correct i.e. that it met the requirements defined by the Regulation on the Sale of Shares and Property via public tender.

The Council, presided by the Prime Minister, Duško Marković, considered the Information on the need of the conclusion of the Annex to the contract on the long-term lease of the mountain center “Kolašin 1600”. Also, the Council considered the adoption of the Decision on the amendment to the Decision on the long-term lease of the land for the construction of the base settlement of the mountain center “Kolašin 1600”.

Due to different data about the geodetic coordinates of the location and the reduction of the surface area of the lease, it was proposed to the Government to adopt the Information, determine the Proposal Decision and accept the Proposal annex to the contract and to authorize the Minister Pavle Radulović to sign the Annex.

The Council took into consideration the Information on the fulfillment of the requirements for the return of the third banking guarantee to the „Global Ports Holding“ company. The Council also considered the Report on the control of the executed works and the level of investments, by the investment program of “Portonovi – Kumbor” project.

By the Commission proposal, the Council expressed its opinion by requests of Uniprom and Jadran Perast companies for turning exploitation rights into property rights.

The Council also acquainted with the Information of the Ministry of Finance regarding the realization of tasks that refer to Vektra Boka company.

30 March 2019 - Youngster Goga Bitadze has stunned the basketball part of the region by winning the awards of the Regular Season MVP, Top Prospect and a spot in the Ideal Starting Five. He has summed up his impressions in an interview for the official ABA League website.

Congratulations on the prestigious 2018/19 Regular Season MVP and Top Prospect awards of the ABA League, as well as your earned spot in the Ideal Starting Five. Did you expect this to be possible before the beginning of the season?

“I worked hard during the summer, but frankly I did not expect to win these awards. I just tried to do my best to play every game in the best possible way, to give 100% at every game and I am truly glad that my effort was recognized and that I won the awards.”

This is your second season in the ABA League and even though you have demonstrated your vast potential already in the previous season, you have shocked the region with the way you were dominant. What is the secret of your unbelievable progress and your good games this season?

“I believe that it has everything to do with great effort. One needs to be focused on the game, to think about basketball every day, to stay positive and as I said – work hard. You need to give 100% of your capabilities in every practice. Of course, I have to stress that I have been working with great coaches and players that help me a lot.”

Goga Bitadze Glad That My Effort has Been Recognized

You started your ABA League story with Mega Bemax, which is well known for the quality of developing youngsters and this season you moved to Budućnost VOLI, ABA League champions, where only quality and success in every game is tolerated. How much did playing for each of those clubs help your development?

“Mega Bemax helped me to grow up as a player and person. They have helped me to show my quality, helped me play, and coaches and players have helped me vastly. At Budućnost VOLI I have received plenty of help as well, and it is a huge experience to play for such a club, where everyone expects victories in every game and against everyone. Also, it is a huge experience for me to play in the EuroLeague against quality players in Europe so I can say that both clubs have helped me a lot.”

How did the teammates accept you at Budućnost VOLI and what is your cooperation with Jasmin Repeša like? How different is he from Dejan Milojević?

“The teammates have accepted me greatly. They are excellent guys and I have great relationships with everyone. I still haven’t been cooperating with coach Repeša for a long time, but I have great respect towards him and respect what he does. I have grown up alongside Dejan Milojević and I cannot describe how thankful I am to him. I believe that I have learnt 90% of my game from him. No words can describe my thankfulness.”

What do you expect from the remainder of the season with Budućnost VOLI?

“My expectations are great. I arrived at Budućnost VOLI intending to win the title again. I repeat this time after time, but this is actually my main goal and I am fully devoted to every game for the team to reach this goal.”

30 March 2019 - On March 30, Mayor of Podgorica Ivan Vuković, Architect Filip Aleksić, and the representatives of the association Architects of Montenegro, Ema Alihodžić Jašarević and Marko Stjepčević presented a new project that will be implemented in Podgorica in the following period under the title Mikro 020.

Mayor Vuković is pleased with the beginning of the realization of the project, which, as he believes, can change the “face of the city” and the appearance of different parts of Podgorica through the active participation of people who will ultimately be the beneficiaries of the service.

He emphasized that the desire and intent of the city administration, in cooperation with partners in this project and citizens of Podgorica, is to create urban “pockets” in all parts of the city and to enrich them with additional amenities, thus raising the quality of life in Podgorica to a higher level.

The leading architect of the Capital, Filip Aleksić emphasized that the goal of the creation of this project was to design these so-called urban pockets, which he defined as areas that were forgotten and abandoned by the people. As he explained, these pockets are spaces that people pass by every day, but they do not notice them at all.

Aleksić said that European and world metropolises are implementing similar projects and that the planning and implementation of these projects represent the maturation of a city.

"The first phase of the Makro 020 project is to determine and define the locations where we will implement the project. We currently have about 10 locations nominated by our citizens through city services. The first phase also includes creating design solutions. The second phase includes fundraising and the preparation activities that will enable the construction process, while the third phase is crucial and it represents revitalizing space and putting it into operation, "Aleksić said.

30 March 2019 - The winter tourist season 2018/2019 in Montenegro officially ends March 31, and the Director of the Ski Resorts of Montenegro Miloš Popović assessed that the season was successful, even slightly better than last year's.

"The winter season began in mid-December, and it ends today. There are six ski resorts in Montenegro: Kolašin, Savin Kuk, Javorovača, Vučje, Štuoc, and Hajla. According to the management of the Ski Centre Kolašin 1600, which was opened later than planned because of the installation of the cable car, 4.000 ski passes were sold during 45 days of the season, while 13,000 ski passes were sold in Durmitor during 109 days of the season. In regards to the amount of snow on the trails, this season was very successful, one of the best in the last six years. Actually, this season is even a couple of per cent better than the previous one that was ruled the most successful in the last few years," the Director of the Ski Resort of Montenegro emphasized.

Popović announced additional works during the summer and new contents in the following winter tourist season in Kolašin and other ski centres.

"This is just the beginning of the development of this ski centre. The progress is evidenced by the fact that a tender procedure has already been launched for the new six-seater cable car, which will connect the ski centres Kolašin 1600 and Kolašin 1450. Furthermore, we will prepare about 9 km of ski trails alongside. In addition to the existing cable car, another 6 km of ski trails will be prepared, and when everything is linked, in the next year, we will have 45 km of ski trails," Popović said.

The Director of the Ski Resort of Montenegro explained that a contract has already been signed for the construction of a new cable car at Bjelasica – ski resort Žarski. The value of the contract is 9 million EUR. The contract for the construction of a base station in Mojkovac worth 1.5 million EUR has also been concluded in the previous period.

"A contract for the construction of a six-seater cable car worth 9 million EUR was signed. The plans will include 3.5 km of ski trails at the ski resort Cmiljača in Bijelo Polje. In the coming period, we will make a public call for the base station at that location worth 1.8 million EUR," Popović stressed. He added that the tender procedure for the six-seater cable car at the ski centre Štedim and Hajla in Rožaje has also been launched. "We will also create a tender for the construction of a base station worth 1.5 million EUR. The contract for the construction of a six-seater cable car in Žabljak worth 9 million EUR with 4.5 km of ski trails was concluded. In Žabljak, we will prepare an additional 1.8 km of ski trails. We will soon launch tender procedure for the first phase of snowmaking worth 1.3 million EUR," the Director of the Ski Resort of Montenegro noted, adding that at least 7 million EUR will be invested in each ski centre.

Director of the Public Works Directorate Rešad Nuhodžić said that the Government of Montenegro will allocate 100 million EUR through the capital budget for the projects that are yet to be implemented.
