August 15, 2020 - Montenegrin sailor Nikola Golubović, a member of the Tivat YC Delfin, will be at the starting line of the first regatta of the European Sailing Championship Laser 4.7 class tomorrow at noon in the Portuguese city of Vilamoura.

Nikola and his coach Ilko Klakor arrived safely in Portugal the day before yesterday on a flight from Dubrovnik, after gathering all the documentation necessary for travel to EU countries. Stefan Andjelic and Danilo Joncic will compete at the Croatian Championship for the Laser Radial class in Split, supported by Ilija Markovic, an older club friend.

The championship in Split, organized by JK Mornar, is taking place until Sunday, August 16. Sunday is the starting day of the European competition in Vilamoura, which lasts until August 21.

More than 200 sailors will sail two regattas a day for the next seven days. Golubović's goal is to enter the golden group after the qualifications, in which the best sailors compete for medal positions. Golubović has traveled to the European Championships through the EurILCA Solidarity program. His participation fee was paid and he was able to work with the Portuguese coach Goncalo Carvalho, who won a bronze medal at the Olympics, a world champion title, and four European vice-champion titles.

Until the last moment, travel planning was full of uncertainties, considering that the conditions of movement for citizens of Montenegro has changed on a daily basis concerning both its own and Europe's epidemiological situation. Great help in safe participation and entry into Portugal was provided by the umbrella European laser federation, EurILCA, and organizer Vilamoura Sailing and Nuno Reis, CEO of the championship and the Portuguese Embassy in Belgrade, which informed JK Delfin about travel opportunities and conditions. In the absence of financial resources, crucial support was provided by the passionate sailor Michael Neundlinger, an Austrian with currently staying in Tivat, who was determined to help Nikola on this occasion by providing a plane ticket.

Golubovic is the Balkans' current champion in the Laser 4.7 class, also the undefeated national champion. He crowned the previous season with the absolute championship title at the EuropaCup competition organized by EurILCA and gold at the Grand Prix of the Sailors in Split.

August 15, 2020 - Director of Tivat Airport Radovan Marić expects that if Aeroflot cancels flights to Tivat, it will redirect its Montenegro flights to one of its low cost companies.

He said that in the past 30 days, 899 passengers travelled by light aircraft between Belgrade and Tivat, of which the majority, around 750, travelled to Montenegro.

During this period, 246 passengers travelled by light aircraft between Russia and Tivat, most of whom were also arriving in Montenegro.

Low-cost airlines

"I believe, although I have no confirmation, that traffic between Russia and Montenegro will be redirected through one of the subsidiaries of the Russian national airline, i.e. one of Aeroflot’s low cost companies, most likely Pobeda, which would take over flights to Tivat," said Marić.

He stated that the establishment of the route between Montenegro and Russia also depends on the political relations between Montenegro and Russia.

"In general, I think that the traffic between Montenegro and Russia could be feasible," Marić said.

Some media outlets, after the NKT’s decision to open the borders for Russia, claimed that Aeroflot had completely cancelled all flights on the route from Moscow to Tivat for this year, which had been suspended since mid-March when NKT closed the borders for Russian citizens. This was denied yesterday by the Russian airline’s office in Belgrade.

"The Russian market is extremely well-disposed towards us. People from Russia have both small and larger businesses in Montenegro, and there is a long-standing tradition of coming from Russia to Montenegro. The Russians have certainly not forgotten Montenegro," Marić said.

August 14, 2020 - Luštica Bay is offering a new attraction intended for all residents, guests, and visitors. From today, they are invited to enjoy a 700 meter-long hiking trail, leading from the village marina to the Bay of Oblatna and the Almara beach.

In addition, a temporary access path has been formed by adaptations in space, with minimal terrain modeling on a rocky surface, and without permanent physical changes.

The trail, integrated into the surroundings, includes several wooden bridges over existing bays. In contrast, a wooden path was made over the steep rocks to preserve the coast's natural ambiance in the Trašte bay.

"We expect that it will be exciting to all visitors because it is a pleasant walking route, from the entrance to the parking lot in the Marina Resort to the Bay of Oblatna and the Almara beach. Rest points have been provided at several places, with wooden benches that offer a very nice view of the sea. This year we decided to be mostly outdoors in the company of nature. Our activities were aimed at enhancing what we offer, so our new facilities include three beaches, a new lighthouse and terraces, and gardens for new shops on the promenade, "said Dragana Bećirović, PR advisor to Luštica Bay.

On the parts of the new path where the terrain is flat, the promenade was constructed by filling with fine white gravel. The route is visually protected from the sea, and the edges are fashioned from natural local stone, reflecting the natural environment's color, so as not to disturb the appearance. The height differences in the level of the path are facilitated by wide steps made of coniferous shapes.

A protective fence is made for each location. Depending on the nature of the terrain, there are wooden slats, natural branches attached to the existing greenery, and wooden poles placed in locations where it was necessary to provide additional protection.

The descent to the two natural beaches along the trail is made possible by wooden stairs that will be removed after the summer - the statement concludes.

August 14, 2020 - The National Coordination Body for Infectious Diseases (NKT) decided today, at the suggestion of the Institute of Public Health of Montenegro (IPH), to allow residents of all countries in the region and residents of the United States to enter Montenegro following the stabilization of the epidemiological situation in the area. This will be subject to the appropriate PCR or ELISA test. Catering facilities will also be permitted to move the end of business hours from 24:00 to 01:00.

The IPH proposal states that the mitigation of measures has been designed taking into account the current level of the new coronavirus in Montenegro and the surrounding countries, and after consultations with representatives of the tourism industry and the association of hoteliers and caterers.

Residents of the United States, Serbia, Kosovo, Albania, Bosnia and Herzegovina, and Northern Macedonia, as well as citizens of Montenegro who have resided in these countries, may enter the country under the following conditions:

That they provide a negative result for a PCR test for new coronavirus (SARS-CoV-2) or a positive result for antibodies to new coronavirus (SARS-CoV-2) class IgG obtained by ELISA serological test;
That the tests be issued by a registered laboratory and are not older than 72 hours at the time of entry into Montenegro;
For 15 days before entering Montenegro, they did not stay in any of the countries from which entry into Montenegro is not allowed.

The obligation to take the test does not apply to children up to the age of five.

Residents of countries from which entry into Montenegro is not allowed may come from the USA, Serbia, Kosovo, Albania, BiH, and Northern Macedonia under the same conditions as residents of these countries if they have resided in one of these countries for at least 15 days before entering Montenegro.

Following the stabilization of the epidemiological situation, the NKT has decided to extend the current permit for the operation of catering facilities (restaurants, cafes, cafeterias, hotel restaurants, etc.) from 24:00 to 01:00.

All measures will take effect on August 15, 2020, at 00:00.

At this time, the National Coordination Body for Infectious Diseases calls on the citizens of Montenegro and foreigners residing in the country to adhere to all epidemiological measures.

Montenegro is opening its borders to countries in the region

Montenegro will open its borders with Serbia, Bosnia, and Herzegovina, Albania, and Macedonia tomorrow said the Director of the Institute of Public Health, Dr. Boban Mugoša, in the morning program of Vijesti television.
 
A PCR negative test or serological ELISA will most likely be needed, he said, reports the Vijesti portal.
 
According to Mugoša, the decision to open the borders was made at the request of the tourism industry.
 
"We see that Serbia's situation is improving, which means that the epidemiological curve is being equalized," Mugosa explained. He said that an electronic session of the National Coordination Body for Infectious Diseases would be held today. The possible ways of entering Montenegro from these countries is yet to be defined.
 
Mugoša said that he would have concrete recommendations for opening schools by the end of next week and that kindergartens would undoubtedly start working in September.
 
Since March 15, Serbian citizens have not been able to enter Montenegro, even those who have real estate or family in the country, or negative test for the coronavirus. It has only been possible to come by private plane, but from June 12, a PCR test and a confirmation of hotel reservation were needed.
 

As of today, citizens of Montenegro can travel to Serbia without special conditions

Epidemiologist and member of the Crisis Staff of Serbia, Darija Kisić, told RTS that the decision has now been taken to remove restrictions for Montenegrin citizens regarding entry to Serbia, and added that the decision would take effect on August 15.
 

Zaharova to Russian tourists: The COVID-19 epidemic is still ongoing in Montenegro

A spokeswoman for the Russian Ministry of Foreign Affairs, Marija Zaharova, warned Russian citizens that the coronavirus epidemic is still in full force in Montenegro.
 
The liberalization of the entry regime for Russian citizens has been in force in Montenegro since August 7.
 
"It is clear that the liberalization introduced reflects the Montenegrin authorities' effort to compensate in any way they can for the colossal losses of the tourism business. Russians have been the essential contingent of Montenegrin guests for years," said Zaharova, Beta reports.
She warned Russian tourists that they should keep in mind the epidemiological situation in Montenegro and that "recurrences of mass infection" have not passed.
 

Polish LOT has canceled flights to Montenegro

The national airline of Poland, LOT, has canceled flights to Montenegro again due to the COVID-19 epidemic. The first LOT flight from Warsaw to Podgorica is planned for the end of October.
 
Poland's largest airline canceled all services after the government there announced plans to extend the ban on international flights until August 25. The ban covers 45 countries, some of which are important markets for LOT, SimpleFlying reports.

August 14, 2020 - NGO Green Life has announced today that it has established an eco-patrol in cooperation with the NGO Green Step. The patrol is part of the project "Ulcinj Coast without Plastic", whose goal is to encourage the public to act and positively influence the reporting process for incorrect waste disposal and fly tipping.

According to the NGO, incorrect waste disposal on the territory of Long Beach and Ada Bojana is a big problem, given the large number of illegal landfills that have appeared there.

"In clearly identifiable uniforms, the representatives of the eco-patrol will visit the areas of Long Beach and Ada Bojana and record information on any newly created landfills, as well as reporting any criminal acts they observe. The reports will be sent to the local police. One such report has already been filed with the police. We want to contribute in our way to ensuring a prompt reaction from the local police when it comes to preventing illegal waste disposal,” Green Life stated.

They add that the work of the eco-patrol will also make it easier in future for members of the public who notice improper waste disposal to report cases to the competent authority.

"The development of a mobile application is also planned, which will enable easy reporting of those who dispose of waste incorrectly," NGO Green Life stated.

The project "Ulcinj Coast without Plastic" will run from June 2020 to September 2021. Its activities are supported by the German Organization for Development Cooperation (GIZ) as part of the project "Integrated Waste Management and Marine Litter Prevention in the Western Balkans - MLP" which is financially supported by the German Federal Ministry for Economic Cooperation and Development BMZ.

August 13, 2020 - The Russian national airline Aeroflot announced yesterday that it would be cancelling all regular traffic on its routes from Moscow to Tivat this year. The flights had been suspended since mid-March, following a temporary ban by the National Coordination Body on regular air traffic at Montenegrin airports.
 
Even after the opening of airports in Tivat and Podgorica at the end of May, air traffic with Russia continued to be suspended, in spite of the fact that the NKT had recently placed Russia on its non-quarantine list.
 
Aeroflot's decision to cancel the entirety of its planned traffic from Moscow to Tivat for this year came yesterday as an additional "cold shower" on the hopes of Montenegrin tourist envoys that in August and during the post-season in September and October, something could be saved from this year's catastrophically bad tourist season.
 
According to unofficial information received by "Vijesti" from sources close to the management of the Airport of Montenegro, Russian airlines had hinted to them recently that due to a ban from the Government in Moscow, none of them would be flying to Montenegro at all in the foreseeable future.
 
On the other hand, the Russian government is ready to allow Montenegro Airlines to fly on routes from Tivat to Moscow and St. Petersburg, even though neither of the companies will in fact operate between the two countries. This "final word" provides little solace for Montenegrin tourism, considering the Russian market is by far the largest in terms of numbers. Russians have so far come to Montenegro almost exclusively by plane.
 
Aeroflot, alongside Montenegro Airlines, was the only so-called legacy carrier (national airline) flying to Tivat throughout the year. The company was one of the leading business partners of Montenegro's Airports in terms of the number of passengers transported and the operations of its planes at local airports. The Russian national airline officially announced that it would restart the Moscow-Tivat route only at the beginning of the next IATA season at the end of March next year. However, it is uncertain whether Aeroflot will return to Tivat at all. The company intends to focus on the premium long-haul market as part of its extensive restructuring program due to the coronavirus crisis. In contrast, part of its medium-haul lines and corresponding fleet will be left to its subsidiary Rossiya Airlines and low-cost carrier Pobeda.

August 12, 2020 - The Government of Montenegro, at the proposal of the Ministry of Transport and Maritime Affairs, has adopted the Strategy for the Development of the Maritime Economy 2020-2030, together with the Action Plan 2020-2021. 
 
Until now, no sectoral strategic document has been drafted to recognize and adequately valorize the development potential of this economic sector.
The Strategy's goal is to recognize and precisely define development directions for Montenegro's maritime economy sector.
 
The drafting of this document, as emphasized by the Government, seeks to strengthen the maritime economy sector's role in the development and competitiveness of Montenegro through a clearly defined naval policy and sustainable development initiatives.
 

Blue economy

During the Development of the Maritime Economy Development Strategy, viewed through the prism of the "blue economy," not only are the primary segments of the maritime economy such as shipping and marine transport services, shipbuilding, port infrastructure, port services, and human resources promoted, but also all other related activities.
 
The blue economy encompasses all economic activities related to the sea or coastal areas. It includes sectors such as fisheries, nautical tourism, hydrocarbon exploration, and production, as well as emerging industries, such as marine biotechnology.
 
-The blue economy implies the use of marine resources to develop economic activities in a way that is acceptable for the environment, i.e., the marine ecosystem. Special attention is paid to activities aimed at strengthening administrative capacities and creating preconditions to deliver on the pre-defined strategic goals, as well as timely adoption of appropriate corrective measures - the Government explains.
 

Action plan

 
The drafting of an Action Plan is also envisaged, which will encompass activities for the further improvement and updating of the Maritime Information System, i.e. the electronic databases on seafarers, maritime documents issued, and authorizations on training and sailing experience. Also possible is the revision of the criteria and methods of monitoring educational institutions dealing with seafarers' education, as well as training centers for seafarers; harmonization of competencies between the competent Ministries regarding the education, training, social and health care of seafarers. Alongside these, the plan will also include the development of employment programs for maritime trainees on domestic and foreign ships, and the inclusion of seafarers in the national system of social and health care, following the example of other naval countries.
 
The Strategy was adopted after a public debate in which business entities, professional associations, non-governmental stakeholders, educational institutions, and individuals participated. This ensured that the process was of the highest quality, and based on cooperation between the lead of the strategic document, and interested public entities and individuals, reads the Ministry's statement on the document adopted on July 31.

August 12, 2020 - Laboratories of the Institute of Public Health have completed PCR analysis of 460 samples for the new coronavirus since the last section, among which 65 new cases of COVID-19 infection were detected. The total number of active COVID-19 cases in Montenegro is currently 1102.

In the last 24 hours, two deaths were reported to the Institute of patients from Podgorica and Nikšić, born in 1943 and 1945. They were treated at the Clinical Center of Montenegro and the General Hospital Nikšić. Since the beginning of the first wave of the epidemic, 73 patients in Montenegro have died from COVID-19 infection.
 
The recovery of 80 patients has been reported.
 
Since the beginning of the year, the number of registered cases of infection with the new coronavirus is 3813.
 

Clinical Center: 54 COVID-19 positive employees since mid-March

The Clinical Center has shown excellent results in implementing preventive measures against COVID-19 infection within the institution, said Dr. Slavko Savović, epidemiologist at the Department of Hospital Epidemiology within the Clinical Center of Montenegro (KCCG).
 
Savović stated that health workers are among the population's high risk groups. 
 
"Since the beginning of the epidemic in Montenegro, infection has been confirmed in 54 KCCG employees - 14 doctors, 30 nurses/technicians, and ten auxiliary / non-medical workers. Most of them had either minimal symptoms or no symptoms. The good thing is that there have been no deaths among KCCG employees."
 
Savović said that since the beginning of the infections, treatment had been organized at the Infectious Diseases Clinic and the Clinic for Infectious Diseases. Out of 54 infected workers, only seven of them were infected at work, which means that protection has been adequately implemented.
 
"It is imperative for every health worker to consistently implement the measures prescribed by the Institute of Public Health and NKT, because only in that way can he protect himself from others, and also others from himself." 
 
Savović explained the activities and importance of the Department of Hospital Epidemiology, formed four years ago.
"The Department for Hospital Epidemiology, which provides daily professional assistance to doctors, participates in researching contacts of those infected, as well as providing all other epidemiological activities. Thanks to good organization and cooperation, all the clinics' work went without major delays, and all organizational units functioned continuously," concluded Savović.
 
 

CCE: The SEC must comply with counter- COVID-19 measures

The Center for Civic Education (CCE) called on the NKT, the Institute of Public Health of Montenegro and the Government of Montenegro to publicly condemn violations of measures to prevent the spread of coronavirus and ensure adequate sanctions for the State Election Commission (SEC). For the SEC, as they point out, the rules must apply as for other institutions.
 
"Colleague Damir Suljević, as an observer, is following today's session of the SEC. He pointed out the violation of NKT measures because there were over 20 people in the hall, and suggested that the NKT should be asked for instructions on how to continue the SEC's work since their meetings are not political rallies. This means that there can be no more than 20 people in the hall. We are concerned that the SEC continues to violate the Constitution, law, and NKT measures, and this undermines its credibility and further calls into question the legitimacy of the elections." CCE notes.
 

According to the new decision, Montenegrin citizens still cannot travel to Greece

In the interest of public health protection, Greece extended the ban on the arrival of citizens of most countries, including Montenegro, until August 31, the MIA agency from Athens reported today.
 
The ban was extended by a joint decision of the ministers of civil protection, health, and interior and published in the Official Gazette of Greece.
 
The previous, identical decision remains in force until August 14, and the new, extended decision will take effect on Saturday.

August 11, 2020 - As part of the Open Kotor Squares programme organized by the Municipality of Kotor, vocal group Škuribanda and the klapa ensemble Incanto will perform at Škaljari Square on Wednesday, 12th August, from 9am to 1030am, while a concert by Acoustic Jukebox will take place from 9pm to 10pm on Flour Square.

On Thursday, 13th August, Jelena Mijanović will perform Kotor Notes on Flour Square from 7:30pm to 8:30 pm. On the same day, from 7 to 8 pm, at the church of St. Clara/Anton a concert will be given by the mandolin orchestra Tripo Thomas.

On Friday, 14th August, from 10am to 11am, Petar Bukilica will give a concert on Škaljari Square, and a concert by the group Nitro will be held on the Square of Arms from 9pm to 10pm.

On Saturday, 15th August 15, from 830am to midday on Cinema Square, a "Painting Square" will be organized (for amateur artists and painters), while a concert by the klapa ensemble Maris will take place between 8pm and 9pm on Museum Square.

On Sunday, 16th August, from 730pm to 830pm on Flour Square - Kotor Notes. Performance by Jelena Mijanović.

According to the Municipality of Kotor, all the aforementioned performances will be held in compliance with measures of the Government of Montenegro and the National Coordination Body for Infectious Diseases.

August 11, 2020 - The Executive Director of Luštica Development Tivat, Darren Gibson, announced that he would not extend his mandate after it expires on October 3 this year.
 
He informed the company and associates that he would end his role as the company's Executive Director after the expiry of the current mandate on October 3, stating that 2020 was especially challenging both professionally and personally.
 
"After careful consideration and discussion with my family, I have decided to step down and not extend my term once again. I believe now is the right time to bring fresh energy to the organization to take the Lustica Bay project to the next stages of development. It continues the transition into a fully operational destination. It was undoubtedly the greatest privilege of my professional career - to lead the Lustica Bay project for the last six years; to watch it grow from a newborn to an emerging gem as it is today. I will be eternally grateful to Orascom for giving me this opportunity. I hope that in a small way, I have contributed to creating the foundation for one of the most desirable European destinations in the coming years. I was also honored to work with such a dedicated and passionate group of professionals who are, without a doubt, the main reason that Luštica Bay has established itself as a leading destination in Montenegro in recent years," said Gibson.
 
In a company statement, an Orascom spokesman said: "We highly appreciate the very demanding work that Darren has done at the company in the last six years. He played an integral role in the growth of Lustica Bay. We sincerely thank him for his contribution and leadership during his tenure as CEO of Luštica Bay. We wish him the best of luck in all future endeavors. "
 
In the six years under his leadership, the first phase of project development was implemented. Marina settlement was built with more than 260 residential properties sold and more than 300 completed, alongside a marina with 176 berths, a shopping area, and the first hotel in the complex - The Chedi, which has become synonymous with a luxurious Mediterranean getaway. More than 243 million euros have been invested in the project, of which about 200 during Gibson's tenure.
 
The official opening in August 2018 was rated as the best regional event with more than 1,600 guests, including journalists from 30 global and 20 national outlets and media from the region.
 
Gibson will be temporarily succeeded by Maher Maksoud, who is currently leading the UK-based Orascom Eco-Bos project and whose regional office has overseen the Lustica Bay project since January 2020.
