07 July 2019 - "The Western Balkans Summit in Poznan confirmed a clear European perspective of the Western Balkan countries. That message was conveyed by both the EU and the member states of the Union," Prime Minister Duško Marković told the press at the end of the Summit.
"There is no doubt that the enlargement policy is one of the best EU policies and it contributes to the stability of progress and development. It would be impossible to leave 18 million Western Balkan citizens out of the European space. There is no logic or justification for that. Today, it has been clearly stated that the vision of enlargement to the Western Balkans is alive and that in the Western Balkans we should continue to work to fulfill our obligations," Prime Minister Marković stressed.
The Cabinet of the Prime Minister reported that Marković also added that the sixth Summit of the Western Balkans confirmed the vision of the German Chancellor Angela Merkel as an extension to the enlargement policy. PM Marković said that the Berlin Process contributed to the new values of the Western Balkans as a whole and each country individually.
"We in particular focused on the implementation of the connection agenda, as the infrastructure connectivity is the key to the overall development of the Balkans, especially each country individually. We expressed satisfaction with the degree of infrastructure projects implementation and the approved funds. Montenegro has withdrawn more than EUR 170 million and we are set to continue this way in the future," Prime Minister Marković underlined.
For Montenegro, he added, this Summit is particularly important. The Memorandum on the creation of preconditions for the construction of the International Institute for Sustainable Technologies in South East Europe was signed. Montenegro is the initiator of this project. CERN, European Commission and the Science Commissioner pledged support to this project. The serious efforts of the Government, primarily of the Ministry of Science, have yield results today, and this testifies to the fact that the Western Balkans steadily progress towards the EU.
When asked by journalists whether he talked with Prime Minister Ana Brnabić about the Draft Law on Freedom of Religion, Prime Minister Marković said that he opened the issue with his Serbian counterpart.
"Prime Minister Brnabić asked me what it is about. I said that this is about drafting the law as a programme and constitutional obligation of the Government, based on the standards and principles of not only national legislation but also the Council of Europe," said PM Marković, stressing that the issue of religious communities in Montenegro is currently regulated by the Law of 1977.
"There is no reason for confrontation between the two countries on this issue. We agreed that we should discuss these and other issues directly at the institutional level, and that we will not raise tensions between the two states because we do not need them, " the Prime Minister pointed out.
The Prime Minister assessed the brief conversation with his Serbian counterpart Brnabić as beneficial, hopeful that in the coming days, the conditions will be created for discussing these issues as two neighbouring and friendly countries.

Vladimir Jokić (Democrats of Montenegro) was replaced from the position of the President of the Kotor Municipality today by the votes of parliamentary majority (17 councilors) made by members of the DPS, SD, HGI, LP and former SDP member Bruna Lončarević at the Bizanti Palace.
After years of silence, the government of Montenegro gave an announcement today, full of untruths, as it said not because of me, but because of the citizens of Kotor and Montenegro, announced Vladimir Jokić. He reacted to the statement by the Government of Montenegro, which stated, among other things, that Jokić ignored Prime Minister Duško Marković for two years.
There is no excuse for violating the law, and the Government of Montenegro brutally violated it. Neither the Prime Minister's vanity, nor his piquet, nor the insurmountable political differences. Nothing can be an excuse for a violation of the law, unless we are in Frankish Spain where there was a motto that friends can do everything, and that there are laws are for the enemies.
He added that there is no reason to justify the fact that the Government interpreted one point of the Law one way on 30 May and 28 days later the other in favor of their local burglars.
"In fact, there would be no single excuse if it was not a government whose party interest is above general interest, above the interests of the citizens and beyond the state's interest. If I had known that the method to get an answer from the Government and the Prime Minister would be writing open letters, I would have sent each letter by the media…
Now that we have found the way to communicate, I remind you that we have appealed to the Constitutional Court because of the way the DUP Kostanjica has been adopted and, if the state does not engage, we will lose the status of UNESCO - for the sake of the interest of offshore companies. I have also written to you about that several times, as you can see in the archives ", said Jokić.
“Kotor has a history that is measured for millennia, it celebrates the Day of the Municipality on November 21, and whoever wants to take part in this celebration is welcome. Going to Podgorica to receive greetings for the Kotor Municipality Day would be degradation of the city's history at the expense of the Government, which I would never allow myself. There is no function, niether political combination, nor the sort of solution that is worth the dignity of the city. If you had respected the dignity of the same town, the prime minister would announce to the host at least twice when visiting Kotor municipality. This is a question of manners in the end. How many times the state protocol ignored local government, I will not even waste words, " Vladimir Jokić stressed.
Finally, he urged Prime Minister Duško Marković to look at the correspondence he had sent him once again.

After seeing many via ferrata routes in Slovenia and Italy, the mountain hiker, alpinist and mountain rescuer Budimir Backovic from Niksic decided to enrich the Montenegrin tourist offer.
He explains that they are secured hiking trails which, thanks to the assistance of cables and metal gaps, overcome inaccessible routes. He has decided to implement them in Kotor and Durmitor because they are "two epicenters of the sea and mountain tourism".
"There are more and more cruisers coming to Kotor and more and more different individuals or small groups of tourists, younger and older, who are staying in Kotor for one to three days. You can try this activity one day in a 2-hour time interval, leaving you plenty of time to explore the old town of Kotor and other activities that this city offers you. And as far as Zabljak is concerned, it has long been the 'main target' of various nature lovers from all over the world and for the proper reason, many visitors compare this wonderful massive with the Alps."
They claim it is safe (Photo: Private archive)
Ferrata is suitable not only for professional alpinists but also for people of average physical fitness who are not active in hiking and sports.
"Via ferrata Durmitor is located on the rock Uvita greda, which is ten minutes away from Sedlo, in the heart of the National Park Durmitor. The start of the Ferrata is 2000 meters above sea level and ends at 2198. From Uvita greda you can see a large number of mountain peaks of Durmitor as well as the mountains Vojnik, Skocidjevojka ... There is also a great possibility that we will see some of the wild animals known to the National Park, such as chamois, which are located mostly in these areas. The difficulty of this via ferrata is a B/C category. The height difference is 200 and the length is 400 meters. The duration of the climb is up to two hours and for the downhill about 30 minutes. It represents a secured steel road in the rock, meaning that rocks and mountainous sections that were previously unattainable are accessible with this system. It consists of metal gaps set at a certain distance and which all tourists can safely navigate and along which there is a steel wire laid on which each participant is hooked up with two safety carriers located on its or its belt, for safety."
Climb on Uvita greda (Photo: Private archive)
He points out that each participant passes the section with the accompanying instructors, who are also mountain rescuers, and is trained at the very beginning in that kind of free climb. He emphasizes that they have certificates of security and correctness.
"Every participant before the start of the climb is referred to what the via ferrata is, how it is used and how to behave during the climb. It is necessary for the participants to bring trekking shoes, which are suitable for climbing and training. They are secured with alpinist equipment, lanes and ropes, and before climbing they get complete alpinist and protective equipment. "
From the climb (Photo: Private archive)
He adds that he was initially fearful of looking at the rock, but that during the climb it was an unforgettable experience. Backovic adds that the visit is better in Kotor to climb throughout the whole year, but that the announcements and interests for Durmitor are also high.

08 July 2019 - The program Creative Montenegro (Montenegrin: Kreativna Crna Gora), launched by the Ministry of Culture of Montenegro, provided the successful results the Ministry anticipated. At the first competition within the aforementioned program, which will result in the establishment of the Montenegrin cultural product, as the result of cooperation between the creative sector and the entrepreneurial – production sector, a total of 11 authors will be supported. These authors have created ten projects and products, and one scientific study.
“By providing basic conditions and means for work-space, equipment, promotions, etc. we can say with certainty that the Ministry, together with the authors, has successfully launched 10 new businesses in culture, which is why we want to motivate other artists to apply for this program with their existing initiatives and ideas,” said the PR service of the Ministry.
Bearing in mind the significance of the program Creative Montenegro, primarily in terms of affirming the authors and the significance of their projects for the creation of the Montenegrin cultural product, the Ministry of Culture will present each of the authors and their projects to the public.
The author of one of the 11 ideas supported by the contest Creative Montenegro is Marija Bojović from Podgorica, who is already implementing the idea of a solar bench. It is a project of the original design solution based on solar panels, and the bench is fully adapted for production and assembly in Montenegro.
Thanks to the possibility to produce this product in Montenegro, with its modern design, its purpose and the possibilities it offers, the product is competitive with those that Montenegro imports from the countries of the region.
Marija Bojović pointed out that Montenegro's smart bench is the answer to world trends. Aside from its main purpose as a bench, Montenegrin smart bench offers the charging of phones and tablets through solar energy and free internet access. “Work on the design of the idea lasted for about a year, because I - as an architect – not only dealt with the design of the bench, but also with achieving a certain level of flexibility of the product. The product has already come to life in our market, so three benches on the coast and two in Danilovgrad have been installed,” said Bojović.
“The support of the Ministry was important to Bojović, because the project Creative Montenegro is a great initiative that helps young authors to work freely on their product, and in that way, we directly influence the diversity of cultural space in Montenegro,” concluded Bojović. She pointed out that smart benches are made by order, and that preparations are being made for setting up her sixth solar bench in Podgorica.

Kolasin is an official winter tourist center, but in summer it can offer much to the most demanding guests, as claimed by the locals who love and know their hometown.
Less or more affirmed natural beauties, cultural-historical monuments and quality gastronomic offerings, they explain, are the reasons why Kolasin should be visited.
Mountain guide Zeljko Pejovic says that the five top destinations of this region are - the canyon Mrtvica in the spring, the source of the River Moraca, the rainforest Biogradska gora, the Regional Park Komovi and the canyon Bogutovski potok.
"These are all places all tourists love. There are plenty of woods and water, and these are the best factors for relaxation and enjoyment. I have been a guide for a long time and I have been convinced that these places are more interesting to tourists and are beginning to be known on the tourist map of Kolasin and Montenegro."
The beauty of Bobutova canyon, he says, has long been unknown. The canyon is abundant and the breathtaking part is a vast gallery where both sides of the canyon are almost united.
Journalist Drazen Draskovic offered an original recommendation to tourists, claiming that Kolasin’s top-tourist story has several "lesser-known addresses".
Mountain scenery (Photo: Željko Pejović)
First of all, a sports hall, where, for days, temperatures have been 18 to 20 degrees. Ideal for training, for sports tourism, tourists can enjoy watching Montenegro national team training, European league team Asvel and Buducnost Voli. They will all have training this summer in Kolasin. Then, there is the main street in Kolasin. It is not known when it is more attractive during the summer - in the morning when you go for a coffee, around noon, or in the evening when everyone goes to take a stroll on the promenade.
Kapetanovo lake is also his recommendation for the "blue water as a rock in Rovci", as well as the inn Tresnjevik, on the border between Kolasin and Andrijevica.
Lesser known to the public is the magic of the Bogutovo stream (Photo: Zeljko Pejovic)
In this inn in the mountain, Draskovic says, interesting stories about meetings with Czech and Polish hikers can be heard, while the view is taken up in Stavna and Komovi.
The "tourist circle", he says, which would mean leaving Kolasin and going to the mountain Bjelasica, via Bendovac, Dolova Lalevic, Biogradsko lake and then by the Adriatic highway would be attractive to tourists.
Pesica lake (Foto: Željko Pejović)
He also recommends obligatory breaks in the restaurants "Dobre vode" or "Paradise on Tara". Kolasin is more interesting in summer than in winter, says the head of the Cultural-Art Society "Mijat Masković" Davor Sedlarevic. The city would be best shown to tourists if they would allow them to see Biogradska gora, the monastery Moraca and Cirilovac, walk to the ethnic houses on the mountains and enjoy the summer offers of two ski-centers.
"With its spiritual, historical and cultural value, the monastery of Moraca is one of the symbols of the whole region, and Cirilovac is relatively newer, but well positioned with its recognizable, little and mystical, spiritual content. Our mountains are not too big and are therefore more accessible to tourists who are not physically prepared for various efforts. There is an increasing number of qualified guides, and walking tours can be organized along with camping, horseriding and the like.
A lot of obstacles await in the canyon (Foto: Željko Pejović)
For those who like a bit more adrenaline, the canyon Mrtvica is recommended. The founder of the sport fly-fishing club "Maniro" Mile Lazarevic says that in summer one should not miss Pesica Lake and katun Jecmen do in Sinjavina.
"I recommend Pesica lake because of its unusual beauty and legends related to it. Nearby are also katuni and villagers, who know a lot about the history of this area. Katuni in Sinjavina is special in many ways, and tourists may find them interesting because of the traditional way of life of the cattle breeders. "
From kacamak and cicvara to blueberries from their own hands. It is unfair that the gastronomic offer in Kolasin is linked only to kacamak, the leafy cheese. Pejovic explains that the quality and diversity of food in this area always delights tourists. In addition to kacamak and cicvara, tourists prefer trout, lamb, veal “ispod saca”. Draskovic would offer guests a "bite or a slice of the mountain", in addition to a rich offer at the restaurants.
"On the mountain, everything is different, more delicious, more unique."
Lazarevic argues that tourists should not leave Kolasin until they taste the lamb cooked in milk or priganice with honey.
The canyon is easy to reach, followed by an adventure
Pejovic says the advantage of the canyons in Kolasin is that the entrance to them is easily reached by car.
They meet the demands, he argues, of the most demanding canyoning enthusiasts. Among the fans of this sport in the world, explains the guide, is a division into canyons with and without water.
There are many obstacles, ranging from large waterfalls to strong currents, large boulders of rocks that have fallen and hindered the road, trees that closed the canyon, etc. The challenges are the most interesting part of canyoning. It is a sport that, albeit less physically demanding than mountaineering, requires continuous mental engagement - concentration and problemsolving. "

Tivat Airport officials announced the beginning of the primary repair of the runway where the damage is larger. The aim is to make it even safer, although it is safe enough, said Tivat Airport director Radovan Marić.
"The track is completely safe, but the remedy will be at the most vulnerable spots and we will make it even safer. That the runway is safe has been confirmed by numerous air companies whose airplanes land at Tivat Airport, but it has to be maintained," Marić said.
There are 40 to 44 airline companies whose aircraft fly to Tivat Airport, connecting Montenegrin coast with 46 destinations throughout Europe, and most of them will fly until the beginning of autumn. This year, there are 5 new companies that operate to and from this airport, and the most important is Lufthansa.
The repair will be done by the Podgorica-based company "Asfalt Beton", which according to the contract should finish this job in six nights.
"The job will start at the end of the working day, and the runway will be ready for normal operation on the next day after the official inspection, which will be done in the morning. So there will be no traffic disruption," said the director.
The runway is 2, 5 km long, and the reconstruction, calculated from the very threshold, will be 600 meters long, 12 meters wide or 6 meters from the central line. Marić pointed out that it would be an acceptable solution for the next years. All this is recognizable management of JP Aerodromi of Montenegro and in order to improve the quality of services, much has already been done. The runway rehabilitation is the basic means of operation for every airport, and for almost 40 years on this runway, there have not been any major interventions. It will be done on the part of the track in the so-called "touch down" zone, which implies that the progressive speed at which the planes land and take off leads to the point that any damage cannot cause a serious safety risk.
"The general reconstruction of the maneuvering runway and the total viewing of the operational area requires a serious study and, of course, an enormous investment involving light and any other security. These are investments that involve higher levels of decision-making and planning," Maric pointed out, reminding that he had three goals with the arrival at the airport: the construction of a sewerage network, the rehabilitation of the runway and the introduction of a night-time launch."

A great start, or rather an introduction to the KotorArt festival Don Branko's Days of Music, was marked by last night's concert of Predtakt 1 Big Bend RTS and the charming Lena Kovacevic in the spectacular historic maritime-industrial object "Synchro" in Porto Montenegro.
This is the first of a few concerts that are jointly organized by the teams of KotorArt Don Branko's Days of Music and Porto Montenegro.
The auditorium enjoyed a great summer night with jazz hits, as well as some more popular tunes such as "Killing Me Softly" or "Don't worry ‘bout the thing". The biggest applause of the audience was for Lena's own songs, especially the new hit "Cafe", which she performed with the support of her colleagues from the Big Bend RTS and solo at the saxophone of Kristijan Mlacak.
Big Band RTS, led by the great energy of the bandmaster Vladimir Krnetic, performed several songs, from ballads through the sounds of swing, with excellent solo sections by Maks Kocetov (saxophone), Kristijan Mlacak (saxophone), Aleksandar Jacimovic (saxophone), Marko Djordjevic trumpet), Nemanja Zlatarev (trombone), Goran Potic (guitar), and Ivan Aleksijevic (piano), which we will traditionally have the opportunity to hear again at the Festival, within the Jazz Piazza, on July 14th in Kotor. Max Kocetov will also perform at the Jazz Pjaca on Sunday, August 11th.
The next concert, also symbolically called Predtakt 2, will be held on July 9th in Lustica Bay, where the audience will have the opportunity to enjoy music from different parts of the world with one of the most exciting Swedish bands Sirocco.

07 July 2019 - One of the most important global automobile brands, Ferrari, filmed a car advertisement in Montenegro, which is the result of the program VR Montenegro, behind which is the production house Artikulacija, supported by the program of the Ministry of Culture of Montenegro and the Creative Montenegro Project.
This is one of the most significant results of the entire Creative Montenegro Project so far. Namely, for the first time in Montenegro, renowned global clients chose locations for recording with VR equipment.
Ministry of Culture of Montenegro reported that Minister Aleksandar Bogdanović visited the film set, which said that the example of the idea of VR Montenegro says that cooperation between the public and private sectors in the field of culture can have remarkable effects.
"From the very beginning, we believed in the project VR Montenegro, which we recognized as an exceptional idea of production house Artikulacija - and just a month was enough to see the first concrete benefits. We can all benefit from such projects, especially Montenegro, as a destination. Recording high-end advertisements and films at our locations, which we now present through VR equipment, is a powerful contributor and development of the sector of culture and economy as a whole," said Minister Bogdanović.
He also added that he is looking forward to the success of Artikulacija production house and announced that the second month will be followed by the second call within the program Creative Montenegro Project.
"We are encouraged by the progress of other projects that we supported through Creative Montenegro. This month, we are preparing a second call, and once again I invite artists who have ideas in the field of creative industries to apply, since we are preparing an even more generous budget," Bogdanović stressed.
The owner of Artikulacija production house Ivan Đurović emphasized that he is glad that this event confirmed that the program Creative Montenegro Project is based on realistic bases.
"When we applied for the programme, our goal was to quickly return the money that Montenegro has invested in the competition and I think we are on the right track. All these years I say that - apart from the fact that the film has its own artistic and weight in terms of the emancipation that the state can receive - the film industry is precisely through the "production service" can exceptionally return the state to all investments," concluded Đurović.
He also said that the production service is an exceptional potential - both for Montenegrin cinemas and for the country itself.
Recording of the advertisement for Ferrari for its model 488 Spider will last several days at six different locations in Montenegro. As already mentioned, the production team of Ferrari chose all the locations using VR technology - or without a prior visit to Montenegro.

06 July 2019 - The Directive EU 2019/904 of the European Parliament and of the Council of 5 June 2019 on the reduction of the impact of certain plastic products on the environment will be incorporated into Montenegro’s legal system, the Ministry of Sustainable Development and Tourism of Montenegro confirmed.
The document prohibits placing single-use plastic products on the market and its provisions are going to be inserted into our legal system through the new Law on Waste Management and the relevant secondary legislation, reported CdM.
The goals of the Directive EU 2019/904 are to limit the adverse impact of such single-use plastic products on the environment, as well as to promote Europe’s transition to a circular economy by using innovative and sustainable models, products and materials.
Ministry of Sustainable Development and Tourism of Montenegro explained that the whole Part B of the Directive, which provides the list of single-use plastic products on restrictions on placing on the market, is going to be incorporated into the Montenegrin legal system.
Montenegro recently also introduced that plastic bags will soon be history, and in the future Montenegrin consumers will carry goods bought at the market as they once used to do - in wicker baskets, linen or paper bags. This is how the imminent future might look if the proposed Waste Management Bill gets approved, which is now due to the working group.
The Ministry of Sustainable Development and Tourism organized a public debate on the Draft Law in August 2018. After that, several articles were added to the draft, including the ban on plastic bags "used for placing goods available to consumers". Plastic bags, as stated in the Proposal, will only be permitted if the packaging in which the product is packed and if the use of such items is "necessary for security reasons".

06 July 2019 - Summer in the mountains is slowly but steadily becoming equally important for tourist workers of ski resorts as the winter season. There are extensive mountain activities you can do in Montenegro – mountaineering and canyoning, as well as many other mountain activities that many foreign, and even local guests, opt for, reported CdM.
The summer season in Žabljak records growth in foreign arrivals (tourists from France, Belgium, Slovenia, and the Czech Republic), while there is a high seat occupancy in hotels (80%) and private accommodation as well (50-60%). The biggest problem in Žabljak this year is the lack of a quality workforce in the hospitality industry.
“Tourists are traditionally mostly interested in the mountaineering, walking, rafting, ziplining via ferrata, paragliding and horseback riding. There is an increase in the number of bikers and cyclists, whereas the panorama route "Durmitorski prsten" exists for a long time but this year, we can officially call it ‘the Panorama Route," Vanja Krgović Šarović of the Žabljak Tourism Organization said.
According to her, tourist arrivals in May were slightly lower due to heavy rainfall, but April was significantly better.
Director of the Local Tourism Organization in Berane, Ivan Radević, said that so far, they have been satisfied with tourist arrivals and all the accommodation capacities in this town are almost occupied.
“Currently, most of our tourists come from Israel and they are usually interested in visiting Bjelasica. There are more and more rural tourist households and foreigners are impressed to find them. We are still waiting for some French and German tourists,” Radević said
The Local Tourism Organization of Berane and the Municipality of Berane invested 40.000 EUR in the cultural manifestations that are supposed to be organized in this town, but they are not satisfied with the amount provided by the Ministry of Culture of Montenegro.
As for the situation in the Municipality of Mojkovac, Director of the Mojovac Tourism Organization, Petar Vučinić, said that whoever comes to Mojkovac will not repent.
"We have to offer a lot for young people and the elderly as well, for high net-worth individuals and modest tourists,” said Vučinić.
Bjelasica, mostly attractive during winter, has a lot to offer during summer. The road towards Berane, which is being built over this mountain, has ensured better availability of the mountain lakes, such as Pesic and Ursulovac Lake, the source of the Biogradska River, as well as the pedestrian and cycling routes and the Eco summer pasture on Vranje, whose organizer is a well-known tourist worker, Darko Bulatovic. To stay and relax in Kolašin means experiencing nature at its best.
As for the Municipality of Rožaje, even though well-known for its winter tourism, thanks to the activities of the local tourism organization and many other mountain sports associations, there are numerous tourist events organized over summer.
According to the Director of the Local Tourism Organization, Nedžad Murić, a large number of events is going to be organized in Rožaje thanks to the manifestation "Days of Diaspora", which will start in July and end in August.
Murić added that the tourism offer of Rožaje was recently enriched by an extremely important facility – the ethno-village "Jela" – the first object of that kind in Rožaje.
