September 25, 2020 - The National Coordination Body for Infectious Diseases (NKT) has decided to follow the Institute of Public Health of Montenegro (IPH) and several municipal crisis headquarters' suggestions to start implementing new restrictive epidemiological measures depending on the epidemiological situation in each local area.

"According to the IPH methodology, the decisions on restrictive measures will be based on monitoring a fourteen-day cumulative incidence (CI). This rate and its movement, which in epidemiology is a measure of disease risk, is divided by the number of new COVID-19 cases per municipality and is expressed per 100,000 inhabitants," announced the NKT.

In local areas where the 14-day rate is less than 400, strict compliance and strict control of the implementation of valid epidemiological measures continue.

In local areas where the 14-day rate is between 400 and 799, in addition to the valid measures, NKT is to restrict the operation of catering facilities after 10 pm.

Limitations on the working conditions of catering facilities:

  • Maximum of two people to be at one table both inside and outside the facility (terraces, gardens, etc.);
  • A distance of at least one meter to be maintained from chair to chair when persons are sitting at tables facing away from each other.

In local areas where the 14-day rate is between 800 and 1,199, alongside measures already in place:
The operation of catering facilities (restaurants, cafes, cafeterias, hotel restaurants) is prohibited, except for those provided for hotel guests;
Persons who are not members of a joint family household are forbidden from gathering in residential buildings.

In local areas where the 14-day rate is higher than 1,200, alongside measures already in place:
it is forbidden to leave the residential building from 22:00 to 05:00 with defined exceptions that were valid during the previous period: children with autism spectrum disorders; persons using wheelchairs accompanied by one person, for a maximum of 60 minutes a day, persons performing regular work tasks in activities permitted by orders, employees of foreign diplomatic and consular missions, persons providing services of public interest that are deemed indispensable (health, inspection bodies, police, army, security services, fire services, utilities, media - including guests on media shows, agricultural activities on farms, etc.), as evidenced by a certificate issued by the employer; those working for persons who due to illness, condition or consequence of injury are not able to independently perform daily activities - this should be proven by a certificate issued by the chosen doctor of such persons; and persons exercising pets, for a maximum of 60 minutes a day;

The operation of catering facilities (restaurants, cafes, cafeterias, hotel restaurants) is prohibited, except for those provided for hotel guests;

Visits to the homes of persons who are not members of the same household are prohibited.

NKT explained that the CI rate is determined by the IPH and is published on its website once a week, on Saturday mornings.

"The application of restrictions depending on the determined CI rate starts on the third day from the announcement of the specified rate, ie, on Mondays at 00:00. The decision on possible mitigation of measures is made automatically every 14 days, depending on the movement of grades. At the same time, analysis on tightening any restrictions is performed weekly in line with rate changes," the statement said.

According to current data, which does not include new cases that will be detected by the end of today, the strictest measures will be implemented following the situation in Niksic, Berane, and Andrijevica, starting on Monday.

The NKT stated that considering the epidemiological situation and conditions for the upcoming return to school, they have instructed the Ministry of Education to intensify activities and to review and determine all relevant parameters and inform the public in detail about all aspects of the beginning of the school year by next Monday (September 28, 2020).

"Competent inspection bodies, primarily the Sanitary and Health Inspectorate, are in charge of monitoring the fulfillment of conditions for regular teaching in the context of compliance with epidemiological measures by the beginning of the school year. To prevent the spread of coronavirus among children and students, the NKT has decided to change the appropriate order that the obligation to wear protective masks applies to children over five years old," stated the NKT.

The NKT said that inspection bodies, both at the state and local level, were once again called upon to consistently and continuously monitor the implementation of valid epidemiological measures and regularly report to the public on these results.

September 24, 2020 - The epidemiological situation in Montenegro is becoming more complicated every day. The number of new cases of COVID-19 infection is not decreasing. On the contrary, the Institute of Public Health is registering nearly 300 new patients daily, and the problem is the local transmission.

The Institute of Public Health informed yesterday that out of 862 analyzed samples, they registered 290 new COVID-19 cases, and five patients died due to the infection. The day before, PCR analysis of 749 samples reported 296 new patients, and eight people died. There are currently 3549 COVID-19 cases active in Montenegro. Since the beginning of the first wave of the epidemic, the Institute reported 9428 patients.

Montenegro is still in first place in the region in terms of actively infected with COVID-19 per 100 thousand inhabitants - 563, and it has the most infected per million inhabitants - 14,965. With 45 per 100 thousand inhabitants, it also leads in the number of hospitalized COVID-19 patients. In terms of mortality rate, Montenegro's situation, with a percentage of 1.6 percent concerning the number of infected, is the most favorable than the region's states.

"At the moment, the level of local transmission in our country is such that the import of cases from abroad does not represent a significant increase in the epidemiological risk of further spread of the infection," said the assistant director of the Institute of Public Health, Dr. Senad Begic.

"Therefore, it is not justified to expect that measures to ban international travel or a ban on arrivals from Serbia or other countries, will be introduced. Such actions would not affect, because they have no epidemiological meaning ", added Begić for the portal nova.rs.

"Following the experiences from the surrounding countries, Europe and the world and comparative practice, and especially following the available results of scientific studies, including those in the field of social sciences, it is clear that measures to close the country have long-term anti-epidemic effects. They also cause more significant damage to both the economy and many health aspects than the anti-epidemic actions currently in force. Therefore, it is clear and proven that simple measures- wearing masks, keeping physical distance, regular hand hygiene- not only give results but are also sustainable measures that enable society to function, "Begic said.

Closure of cities, restriction of the right of movement for the entire population, and other draconian measures are only the last resort to be resorted to when it is noticed that illness and hospitalization indicators threaten to endanger the normal functioning of society and the health system. For now, such drastic measures are being avoided in Montenegro.

"It is possible that in some cities we will shorten the working hours of catering facilities. Or, eventually, close them. But we hope that with adequate control and insisting on implementing general prevention measures and a high degree of social responsibility, we will be able to avoid this scenario," concluded Begic.

September 23, 2020 - Aleksa Becic, the coalition "Peace is our nation" leader, was elected today the new President of the Parliament of Montenegro, supported by 45 of 81 deputies. The positions within the new majority's coalition partners were harmonized, and a request was sent to the President of the state, Milo Đukanović, to appoint prof. Dr. Zdravko Krivokapic, leader of the coalition "For the Future of Montenegro," the new government's prime minister-designate.

The new Parliament's first session was chaired by the oldest member of the new convocation, Miodrag Lekic, and assisted by the youngest, Maksim Vucinic. Some members of the Democratic Front did not attend the intonation of the national anthem of Montenegro.

At the beginning of the first New Assembly session, the Democratic Front announced support to the Civic Movement URA's proposals. Aleksa Becic to be a candidate for President of the Assembly, and Dr. Zdravko Krivokapic for the position of prime minister-designate, about which they were at least undefined at the yesterdays meeting in the Ostrog Monastery.

"All election activities were conducted following the law. I thank everyone who participated in that. Representatives of international organizations monitored the elections and did not identify major irregularities. There were 35 accredited media," said the President of the State Election Commission Aleksa at the beginning of the session. Ivanovic, after which the mandates of 81 deputies were verified.

Forty-five deputies from the coalitions "For the Future of Montenegro," "Peace is our nation," "Black on White," the Bosniak Party (BS), and Nik Djelosaj from the Albanian list voted for the election of Becic. Liberal Party MP Andrija Popovic was against, and MPs from the Democratic Party of Socialists (DPS), Social Democrats (SD), Social Democratic Party MP Draginja Vuksanovic Stankovic, and Albanian coalition "Unanimously" member Fatmir Djeka abstained.

The President of Montenegro, Milo Đukanović, who did not attend the first session of the Parliament in which DPS deputies sit in opposition benches for the first time, was sent a request today with the signatures of 41 deputies of the new parliamentary majority to appoint prof. The holder of the parliamentary list of the coalition "Peace is our nation," Aleksa Becic is the President of Democratic Montenegro, whose deputies boycotted the Montenegrin Parliament after the 2016 elections, demanding changes to the election law and other conditions for the democratization of the election process.

Aleksa Becic started his political career in the Socialist People's Party. He resigned with his supporters in 2015, initiating the Democrats' establishment, of which he has been President since the beginning.

The new President of the Parliament of Montenegro was born in Cetinje on August 4, 1987. After primary and secondary school in Podgorica, he graduated from the Faculty of Economics in July 2010. He received his master's degree from the same faculty in March 2014, majoring in Accounting and Auditing.

In his first address after he is appointed President of the Parliament of Montenegro, Aleksa Becic said that he would "perform his duty according to the Constitution and the law, honestly, responsibly and conscientiously."

He also pointed out that it is an indescribable part and privilege to be elected President of the highest legislative and representative house, and at the same time, to be the first elected public official after the first democratic change of government in Montenegrin history.

"Gratitude for the election to colleagues from coalitions. Special gratitude to colleagues from minority parties, the Bosniak Party and the Albanian Electoral List, for their support and trust. Those who did not vote for me should know that I will fight for them even more. I will not attack, criticize, or declare them opponents of the state. I want the opposition to have a better status than we had," Becic said.

He added that without a quality opposition, there is no parliamentary democracy, saying that his main goal will be to strengthen the Parliament's control role.

"Parliament is the roof of Montenegro, and no one should endanger it. The argument in Parliament will be replaced by tolerance and dialogue. We must respect each other even when we disagree and look to the future."
Becic added that Montenegro must win the war on organized crime.
"Parliament must also strive to reform the electoral legislation so that Montenegro enters the election game in which everyone starts from scratch, and so that every next game would be a true celebration of democracy."

September 22, 2020 - The constitutive session of the 27th convocation of the Parliament of Montenegro is scheduled for Wednesday, September 23, starting at noon. The session will be chaired by the oldest MP, Miodrag Lekić, assisted by the youngest, Maksim Vučinić. The report of the State Election Commission on the results of the parliamentary elections held on August 30 will be presented, based on which the mandates of the deputies of the new parliamentary convocation will be verified.
 
At the first session of the new convocation of the Montenegrin Parliament, according to the proposed schedule, the deputies will elect the President of the Assembly, determine the number and elect the Vice Presidents of the Assembly, and elect the President and appoint the members of the Administrative Board of the Parliament of Montenegro.
 
According to the official election results, the coalition "Resolutely. DPS - "Milo Djukanovic" won 30 seats, "For the Future of Montenegro" 27, the "Peace is our nation" ten, and the platform "Black and White," four. The Bosniak Party and the Social Democrats will have three deputies each, and the Social Democratic Party two. The Albanian list "Nik Djelosaj-Genci Nimanbegu" and the coalition "Jedonoglasno" will have one representative.

September 21, 2020 - Montenegro - Wild Beauty, says the National Tourism Organisation's slogan. These days, it seems, we all love it. We all defend it. It is promising that some influencers have announced that they will go to "defend it from the wood." Maybe then we'll cut them less without control, maybe fewer rivers will end up in pipes. This beautiful country is often unknown to its citizens - few have discovered all its beauties. And they seem to be without number. Among those being late in learning is the author of these lines. Who on this occasion will take you on a tour of the northeastern part of Montenegro - the massif of Prokletije Mountain and surrounding attractions.

Are we going to Prokletije for the weekend? I said let's go, although I didn't think any more of what the venture would be about. A good team, a plan to spend three days in nature - there wasn't too much to think about. Still, when I was left alone, I remembered that the mountain was called Prokletije. The name is ominous - in our language, it means something damned, haunted, dangerous, inaccessible. I also remembered my lousy condition. Still, whatever may lie ahead, let's go to Prokletije.
 
The 10-member team left Tivat on Friday afternoon. The journey through Podgorica, Kolašin, Andrijevica, and Gusinje to the valley of Grebaja, where we were located, takes effectively about five hours. From Podgorica, we headed through the Morača canyon towards Kolašin - our coffee and food supply station before the weekend in the mountains. From there, we took the highway to the separation of the regional road Kolašin-Andrijevica, which leads through a picturesque forest intersected by clearings where the low-lying villages are located. Houses mostly along the road, and backyards full of apple trees, whose full branches bend towards the road. Well, apples are seen even in the dark; we stood twice to eat sweet fruits with the scent of autumn. We already knew then, and became even more convinced on the way back, that you have to drive through this forest during the day. But let's go back to the beginning. We are just starting our journey.

If the North East of Montenegro was compared to any other country, it would be Switzerland first. Above the forests and glades, Prokletije mountain climbs as cruel as the Alps. And the villages and towns that are located under its slopes bathe in the colorful autumn. The towns we passed through are quiet, peaceful, although Friday night in Montenegro is traditionally reserved for young generations. It was interesting to see that there are not many girls on the streets, mostly boys sitting together in cafes. They spot our cars with the license plates of coastal cities; we see that the summer marked by coronavirus is behind them as well. In previous years, this part of Montenegro attracted a lot of attention from tourists worldwide. According to the Manager of the hunting ground "Prokletije", Mr. Xhevad Hot, most of the guests came from Western European countries.
 
"They know much better than our people how to recognize and appreciate the beauties of nature that await them here. They come informed, well prepared; they understand that sheer rocks are waiting for them. They return from the mountain carrying the garbage they collected along the way," says Xhevad, emphasizing that he is ashamed when he has to tell them who left the trash behind and why. It doesn't make sense to civilized people. Although, if you ask me - Prokletije is the best-preserved national park in Montenegro. Although Mr. Hot has many objections to the way the Public Company "National Parks of Montenegro" and the Administration of the Prokletije National Park operate, there is less inappropriate construction in this part of our country than in other regions. Which in itself means that the damage, where it exists, will be easier to repair.
 
From Gusinje to the Grebaja valley, from where you start the most popular hiking tours in the part of Prokletije called Karanfili, takes about 15 minutes' drive. The road is in good condition, and you can easily get there with a small city car. Xhevad greeted us with a smile even though we arrived after ten o'clock in the evening. Tired from the trip, but eager to connect with the mountain, we had dinner under the open sky. 
 
Our team member Matija is the only one who has had the opportunity to mountaineer on Prokletije before. If we knew what was in store for us, at least half of the participants would have given up at the start. Yet now that everything is behind us, we can only say a big thank you to him.
 
After breakfast and a quick coffee prepared by Xhevad and a hardworking hostess of the Ethno-village "Maja Karanfili", we have to get moving. Matija shows us the peak of Očnjak, which rises in the sky under the clouds as the first rays of the sun rest on it - it was difficult for me to reach it with my eyes. Well, here we go, says Matija. Xhevad has been the hunting ground manager in Prokletije for 20 years, so it goes without saying that he knows the mountain well. His advice is to opt for a less demanding climb - the top of Voluščica offers a beautiful view as well, and the climbing is much easier and less dangerous. I'm silent, rooting for Voluščica. But I don't want to be a killjoy. I'll go. Wherever.
 
Matija is a young man in his twenties. Healthy, smiling, full of strength. It turned out he was also very patient. It is not difficult to get our captain Milan on adrenaline, and eight girls decided to be ambitious. That's how it all started. At ten in the morning, uphill.

Already after the first ten minutes of walking, muscle pain caught up with me. I thought I was going to roll back. But it was a dangerous idea even at the beginning. The Grebaje Valley is located at 1141 m above sea level. The peak we climb is 2185 meters high. And the length of the route is only three kilometers. So from the very base, the ascent starts vertically. But there is Matija. He runs up and down the rocks, springs from the woods, and gives encouraging words to those in the most trouble at any given moment. The muscles are warming up slowly, and the brain is also learning how to send a signal to the body -"You can do it!"
With a lot of mutual encouragement and laughter, we managed to reach the rest area, located some halfway to the top. It was hard to decide what to do first - take off your shoes or drink water. There was about a two-hour walk behind us. We had crossed barren mountain lands, traversed several groves, and climbed a ditch full of nettles. Constantly at an incline of over 30 degrees, with not a second of rest for the head. Because - if you climb on Prokletije, you have to be aware of your every step. One mistake is enough to give you an injury that can keep you in the mountains much longer than you planned, instead of savouring the victory that awaits you at the top. But let's not dwell on any negatives. I have much more to say and show you.

A rest under the pine tree was a pure privilege. After half an hour we moved on, to much harder terrain. Not only because of fatigue, but becasue the most challenging part of the journey was yet to come.

Come on, girls, we can do it! If one's strength or will fails, or we admit fear - Matija is, here again. He explains, coaxes, offers mountaineering aids, and is even ready to drag one of us uphill. Not allowing him to, she grits her teeth and continues to climb. The sticks we make from beech branches along the way are of great help. You distribute the weight; the muscles suffer less when they work together. But soon enough the sticks will no longer be of much use to us. We climb almost on all fours. I decide not to look down. The worst thing that can happen to me now is fear. It is what it is. A few more minutes, and here we are. At least that's what Matija says. I have no choice; I trust him all the time.

The last part of the trail is a vertical climb along the rock, equipped with a hiking cable. As we do not have the proper mountaineering equipment and the opportunity to connect, I realize that this is the end for me. I settle down comfortably under a rock and my gaze follows the bravest among us. Congratulations to them. Here they are on one of the highest peaks in Montenegro. 2185 meters above sea level—well-done boys and girls!

I will not write about the way back through Očnjak. That part of the story still hurts a lot, especially in my thigh muscles. But it was worth all the pain. The whole being should feel the taste of going beyond one's boundaries from time to time.
 
For me it was an excellent opportunity to fight with myself. To realise that with the power of will, you can conquer even the highest mountain peaks. Both in a literal and in a metaphorical sense. If you are unsure how much you can do - go hiking right away.

 Most of the team arrived in the Grebaja Valley around five in the afternoon. The other three of us more than an hour after them. Tired but proud of ourselves and determined to prepare better for the next expedition. After eight hours of hiking, I could only go to sleep. I missed the barbecue, the walk under the starry sky. Yet I gathered the strength necessary for the program that awaited us on Sunday.
 
With breakfast, I took the opportunity to spend some more time with Xhevad. He was happy that we had returned safely from the mountain.
 
"Prokletije are harsh mountains. There's a big difference in altitude; a mountaineer must be physically fit, accustomed to the mountain, and aware of its dangers. Although the Prokletije National Park was formally established in 2011, very little has been done regarding arrangement and management. We try to inform our guests and take care of who leaves when and where and react quickly if he does not return on time. We also try to provide mountain users with flyers with marked hiking trails to find their way as easily as possible. The courses are correctly marked, but we cannot just rely on that," says Mr. Hot, who also points out that there have been no accidents with guests at Prokletije and that they will do their best to keep it that way.
 
"Montenegro is a beautiful country, but we are missing a lot. Above all, we lack environmental awareness. Our own people are the ones who pollute the surroundings. We lack functional institutions that do their job. The employees of the National Park must know the mountain; they must be ready to answer all questions. They must have guides available to interested visitors. So, a lot needs to be organized, and organized better," says Xhevad Hot.
 
He says that we were great guests and that he is sure that we will return to Prokletije. I can tell you that he is right. We are great, and we'll be back for sure.

The day after the ascent to Očnjak, it was even more spectacular to look at it from the valley. You could spend a good few hours enjoying it with a coffee, tea, or indeed a homemade apple or pear brandy. The air was gentle, clean, the sun breaking through the peaks. However, when already visiting this part of Montenegro, it is a pity not to see some more attractions. The first on our list was Ali Pasha's Springs near Gusinje.

Although the water is currently at its lowest level, we can see how this river is formed. Ali Pasha's Springs is located at a distance of 1.5 km south of Gusinje and erupts at the foot of Prokletije at 925m above sea level. It overflows widely at first, and then flows towards the fast and sparkling river Grlja, making the river Vruja. 
 
One of the attractions at the foot of Prokletije is the Grlja waterfall, which we did not want to miss, although by looking at Ali Pasha's Springs we could already tell that there would be a lack of water. We did not find the waterfall, just a little water at its base. Yes this was enough to reflect the top of the rock. So Grlja remains in our memory as a beautiful woman who hid in the mountains.

Our captain Milan was tireless. If we stopped and thought we were tired enough, his boyish playfulness would embarrass us. But it was also an experience for all of us. We had not made a mistake yet when we listened to him. We knew we wouldn't this time either. But we didn't think he was about to show us one of the most beautiful places we had ever seen, and not only in Montenegro.
 
After visiting the natural attractions of Gusinje, our destination was the Municipality of Plav. First of all, to see the Plav Lake, and then discover a much smaller and more inaccessible - Hridsko Lake located at an altitude of 1900 meters among pine trees.
 
To reach Hridsko Lake, you need something sturdier than a sports or small city car. The drive through the forest and across the glades takes about an hour, and the lake itself can only be reached on foot. Let's hope it stays that way.

We left the cars at the end of the road and headed downhill, picking blueberries and raspberries along the way, which are so sweet and irresistible that they made our progress to the lake much slower. September 18, 2020 - Organized by the Sports and Fishing Club Galeb from Tivat, on Sunday, September 20, the State Championship in Spearfishing will be held, which will gather about 15 most promising competitors from all Montenegrin clubs.

The sports part of the competition will be held on the open sea, from Dobreč Bay to Zagorski Pijesak beach in Donji Grbalj. At the same time, the host of the spearfishing championship is the Ribarsko Selo restaurant in Žanjic Bay.

Underwater fishers from six Montenegrin clubs will take part in the competition. In addition to the hosts, there will be divers from Sports and Fishing Club Deep Blue from Podgorica, Tuna from Budva, Mamula Herceg Novi, Sports and Fishing Club Neptun Ulcinj and Free Divers Bar. They go out to sea with an escort, each in their boat. From 9 to 12.30, when the competition is planned to end, the competitors will dive for their catch up to 200 times. According to the president of Sports and Fishing Club Galeb, Nikša Miljanić, the average depth at which the competitors will hunt is about 20 meters. On this occasion, they will dominantly apply the so-called technique "on the hole," going back to catch the fish hidden in the holes on the sea bottom.

Although the Tivat club organizes the spearfishing championship, it was decided not to dive in the waters of the bay.

"The largest part of the Boka Kotorska submarine is a protected zone in which underwater activities are not allowed. We want to promote a responsible attitude towards nature and our beautiful bay, which is why we decided to hold the spearfishing championship on the high seas. "

Nikša dives for breath and at depths greater than 40 meters. He has been practising this demanding sport since his earliest childhood, thanks to older family members who introduced him to spearfishing very early on. For the last 15 years, he is very active sportsman in spearfishing, in the previous two years trying to help the development of this sport in Tivat by organizing and promoting a local club.

One of the goals of this competition is to contribute to the formation of the Montenegrin Association for Underwater Sport Fishing, which would enable our competitors to perform at international competitions defending the colours of their country. For now, our competitors go to cups and championships individually, representing only the names of their clubs.
Until the formation of such an association, underwater fishers represent the section of the Association for Sport Fishing, so a delegate, Vladimir Vukovic, is coming to the State Championship. Miljanic points out the support of the Sports and Fishing Club Pagar from Tivat, whose president, Tonci Jandric, will judge Sunday's competition.

September 18, 2020 - Testing for coronavirus, or PCR test, can recently be done in a private laboratory in Podgorica, for 80 euros. The private health institution "MojLab", founded at the end of August, announced yesterday that in addition to serological and rapid tests, PCR analyzes are also being performed, the results of which are obtained in 24 hours, Vijesti writes.
 
The owner of the newly opened institution is Milan Mijović, and the director is Najdana Gligorović Barhanović, until recently the director of the Center for Clinical and Laboratory Diagnostics at the Clinical Center of Montenegro (KCCG).
 
Meanwhile, the Institute of Public Health (IPH) sent more than 1,000 samples to Germany. The IPH announced on Monday that the huge influx of materials for processing led to the fact that about 1,300 samples are waiting for analysis. It is the situation they found themselves in at the beginning of July when about 2,000 pieces were analyzed in Germany.
 
PCR analyzes have been performed since the beginning of the year only in the IPH, whose human and technical capacities are burdened, and the opening of a new laboratory in KC has been announced for October.
 
Are there rules for cooperation between IPH and private institutions?
The IPH has previously appealed to private health institutions who have a PCR device to help with the public health response to the coronavirus epidemic, but no private-public partnership has taken place.
 
From one of the laboratories that own this machine, "Vijesti" was previously told that they have a device for PCR diagnostics and an information system for coding patients, but that they did not discuss possible cooperation with the authorities.
 
"Maybe we would get involved, provided that we get samples and that the Institute keeps records of positives and takes over further treatment and surveillance of contacts. All that is still undefined, the rules must be precise and respected ", they said then.
 
Numerous categories of the population, such as passengers in international traffic, have not been able to pay for a PCR test for months and do it with a private individual or IPH. Some sailors paid 450 euros for this test to the Dubrovnik clinic "Marin Med" through the eponymous health institution whose headquarters are in Kotor.

September 17, 2020 - The World Tourism and Travel Council (WTTC), which represents the global private travel and tourism sector, has awarded Montenegro the international Safe Travels label, for which all participants in the tourism sector can apply to the National Tourism Organization.
 
It is a specially designed label due to the health crisis Covid-19, which allows passengers to recognize destinations and companies around the world that have adopted global standards of health and hygiene, as an essential prerequisite for safe travel.
 
The WTTC Safe Travels label confirms that the safety protocols and measures adopted by the Institute of Public Health of Montenegro in cooperation with the competent institutions in the field of tourism are in line with global protocols, the National Tourism Organization announced. They believe that in the given circumstances, this is a significant step for gaining the trust of tourists, recovery and sustainable development of this branch, which is of strategic importance for the country's economy.
 
The operator of the Safe Travels label in Montenegro is the National Tourism Organization, which invites all interested participants in the tourism sector - hotels, restaurants, airlines, tour operators, transport providers, airports and others - to apply, provided they meet and implement standards defined by health protocols.

September 17, 2020 - Local transmission of COVID-19 infection in Montenegro is not waning. After yesterday's 230 new cases, the Institute of Public Health registered another 212 new COVID-19 patients today. In the last two days, six people have died as a result of coronavirus infection. Currently, 2482 cases of COVID-19 are active in Montenegro.

The National Coordination Body for Infectious Diseases (NKT) has decided not to introduce new epidemiological rules for the time being, but to initiate additional mechanisms of the strictest control of compliance with the already prescribed counter- COVID-19 measures. Also, the NKT decided to provide direct professional assistance to medical institutions in municipalities with a high level of local coronavirus transmission.

"Competent inspection bodies at the state and local level are obliged to start all available human and technical capacities immediately. All inspection services are engaged in one task: control of compliance with epidemiological measures and sanctioning violations of regulations."

The NKT requires the competent inspection bodies at the state and local level the highest possible efficiency and concrete results immediately.

The National Coordination Body has decided to send members of the Crisis Medical Staff to all municipalities, and first to those that are most endangered by the level of local transmission, to provide professional assistance to health institutions. "

They appealed to the citizens to respect epidemiological measures - first of all, to wear protective masks on every prescribed occasion and to keep physical distance, as well as to practice hand hygiene as often as possible.

"The increase in local transmission must be stopped before the start of the school year, which in itself poses an additional epidemiological challenge. An alternative to insufficient compliance is further restrictions. The only way to avoid this is to discipline each individual."

Popović Samardžić: The COVID-19 epidemic is becoming more complex, it is necessary to react urgently

Epidemiologist and president of the Union of Medical Doctors of Montenegro, Milena Popović Samardžić, said that the epidemiological situation in Montenegro is becoming more complex, going according to an ugly scenario. Still, if we adhere to the measures in force, the problem could improve in two months.

"It's as if there is no National Coordination Body, institutions, as if everything is frozen, that's my feeling. We all need to ask ourselves what we can do to make this situation better, starting with the institutions. The simplest and most effective way to fight COVID-19 is to wear a mask. If we follow all the recommendations, we should improve the situation for two months ", said Dr Popović Samardžić as a guest in "Boje Jutra" on TV Vijesti.

Due to the growing number of sick and hospitalized COVID-19 patients, the doctor points out that it is necessary to introduce more drastic measures as soon as possible.

"We have to close catering facilities, gyms, casinos, to control the public gathering of young people. I ask people to wear masks indoors to make a distance. Young people bring the virus home ", said Dr Popović Samardžić, reports the Vijesti portal.

The epidemiologist points out that it is necessary to create an expert council as soon as possible that knows the strategy, a body that citizens will trust.

Dr Popović Samardžić says that there is no communication between health workers, that the Institute of Public Health keeps information to itself, and that she does not know all the COVID-19 cases in Cetinje where she works as an epidemiologist.

She points out that the strategy must be testing, looking for contacts of patients, isolation.

Dr Popović Samardđić believes that microbiologists are not sufficiently involved in the work, that they only need support in the technical sense, to be able to help their colleagues.

September 16, 2020 - The Secretariat for Tourism and Entrepreneurship and the Tourist Organization of Tivat will bear the costs of certification of individual registered issuers of tourist accommodation for obtaining the EU Eco-label certificate, considering trends that more and more guests, tourists, and high-paying clients are considering their contribution to environmental protection.
 
Tourism is the industry that has suffered the most significant losses due to the COVID-19 pandemic, and will unequivocally experience the most significant transformation in the years to come. As we know it, mass tourism is probably a thing of the past, while sustainability is becoming the principle idea behind the future tourism development of many different destinations. In this sense, Tivat can boast several quality initiatives that are pushing the city towards becoming a recognizable green destination worldwide.
 
In the last 15 years, Montenegro has experienced accelerated tourism development, which cannot be said to have been planned and developed strategically with a clear vision of its direction and goals. Without a doubt, as can be easily seen in the landscape, environmental responsibility, and sustainability in the broadest sense of the word were not the main criteria for defining development policies. I there had been a strategic approach at all.  The current year has shown us that a country's economy cannot rely on a secondary economic branch such as tourism. It has also demonstrated that sustainability in tourism is what all destinations that intend to survive require, finding themselves in a new, post-COVID-19 tourist map of the world.
 
Bearing in mind the negative consequences that the pandemic has on tourism, primarily on the private accommodation sector, the Municipality of Tivat, in cooperation with UNDP, has launched an initiative to support this area. The Secretariat for Tourism and Entrepreneurship and the Tourist Organization of Tivat will bear the costs of certification for individual registered accommodation providers to obtain the EU Eco-label certificate.

The EU Eco-label is the leading ecolabel in Europe, established in 1992 by a European Commission regulation, to enable service users to identify products and services that are less harmful to the environment. The EU Eco-label is also a confirmation that certain products and services meet high environmental protection standards. Ultimately, the goal is to reduce the negative impact of consumption and production on the environment, health, and climate change. Certified tourist facilities with this stamp of quality have an advantage over the competition and can attract guests with higher purchasing power worldwide.
 
The Municipality of Tivat sent an invitation to providers of private accommodation on September 10, and the interest expressed exceeded the support plan for this year on the first day. The support they provide in cooperation with the Tourist Organization of Tivat includes covering the costs of the audit, registration fee, and two-year fees for the use of the label, which represents a value of € 590 per facility. Although under this funding tranche, support for obtaining the EU Eco-label certificate will be provided for only ten applicants, the Secretariat for Tourism continues to collect data on all facilities that meet the quality label's criteria to provide them with support in the future.
 
The EU Eco-label is a recognizable European eco-label for hotels, small accommodation facilities, and campsites, where online reservations dominate. The certificate is issued for five years, after which compliance with the given criteria is reassessed. Certified facilities must meet the requirements relating to the application of environmental protection concepts, energy and water savings, waste reduction, promotion of nature tourism, and sustainable transport. Two years ago, the Municipality of Tivat started promoting eco-certification of tourist facilities, when four hotels applied for the EU Eco-label. Hotel Palma managed to complete the procedure and secure the certificate confirming its eco-responsible business.
 
"With the current process, we are continuing activities aimed at raising the quality of service and promoting Tivat as a city that nurtures and promotes the green economy." The focus is now on individual accommodation providers, the category most affected at the moment by the aftermath of the COVID-19 pandemic. In the next period, we will provide support to local travel agencies, because they also can apply environmental standards in their business," Vujović emphasized.

"Current trends in Europe and worldwide show that more and more guests, tourists, and high-paying clients are considering their contribution to environmental protection. It determines their choice of destination and accommodation, and emphasizes the importance of green access in tourism," stated the Director of Tivat Tourist Organization Danica Banjevic.
 
"The significant interest from private accommodation providers for EU Eco-label certification is confirmation that we are on the right track in the process of developing Tivat as a sustainable tourist destination. This certification is one part of the activities that will help our approach to the Green Destinations program. Accommodation providers who receive this certificate will also have more intensive marketing support from TO Tivat. After the situation caused by the COVID-19 pandemic, sustainable development is even more significant," Banjević emphasized.
 
TO Tivat will participate this year in the online conference Global Green Destinations Days, which takes place from 6 to October 9, with a presentation on the topic "Certification to support destination recovery."

September 16, 2020 - The International Coastal Cleanup Day 2020 will take place on Saturday, September 19, with waste clean-ups at 13 locations, coordinated by NGO Zero Waste Montenegro and NGO Our Action.
 
More than 10 NGOs, international institutions, public companies, and citizens groups across Montenegro are joining forces to raise awareness of the growing problem of overuse of disposable plastics and waste accumulation:
 
"It is the world's largest, annual, volunteer effort tackling this problem in our seas and waterways. The focus of the International Coastal Cleanup Day in Montenegro is waste reduction, particularly of single-use plastics. Its enduring presence in the ocean and rivers, and its irreversible negative impact on the marine and river ecosystems are killing hundreds of thousands of birds and marine animals, and has an indirect negative impact on human health," the NGO Zero Waste Montenegro points out.
 
Clean-ups at 13 locations start at 9 am: Pristan at Luštici, the beach near Plavi Horizontati, the road at the limit of Krašić in Tivat, Bar beach and Maljevik beach in Bar, the left and right banks of Ada Bojana, Velika beach in Ulcinj, the beach near Sinjavac island and Lješnica beach in Bijelo Polje, the shore of Lake Krupac in Nikšić, the beach under the viaduct in Rogami in Podgorica, while other clean-ups will be organized at the Ćehotina riverbed in Pljevlja and the Solana canal in Ulcinj on September 20.
 

Maximum of 40 volunteers at each location, protective equipment required

The organizers ask everyone who is participating to observe the epidemiological measures in force in our country and the instructions of the local clean-up coordinator:
 
At all clean-ups, the maximum number of people allowed will be 40, with the obligation to respect a physical distance of at least two meters.
People in high-risk groups and those who are ill or who have recently visited a high-risk area are asked to stay at home.
 
All participants must wear masks and gloves as well as bring their own water/refreshments. Food and water will NOT be provided at this year's events to in order to prevent the spread of the  virus.
 
All participants are strongly advised to wash their hands with soap and water or hand sanitizer after the event.

Each participant volunteer will be provided with a pair of reusable garden gloves to collect litter from river banks and beaches.
 
On several beaches and river banks, the waste will be separated by type and brand. It will enable the preparation of a Waste Audit Report shared with the municipalities, the government, and companies/brands, NGO Zero Waste Montenegro announced.
 
At each location, the amount of waste collected will be measured. That will help to quantify litter at the various locations.
