In the Atlas of Montenegrin beaches and bathing resorts, adopted by the Government, 12 types of beaches are defined, such as hotel, family, recreational, entertainment, romantic, beach resorts with no beach furniture, beaches for dogs, bathing resorts with natural healing factors and wellness amenities, excursion, nudist and beaches designed as children's resorts. This document defines general and particular conditions for all types of beach resorts in detail
The hotel beach resort is a bathing resort designed only for high category hotels with 4 and 5 stars. The 5-star hotels (big hotels), which are made at the highest standards, for the sake of greater comfort, have the beach furniture placed on 15m².
A family beach is a public, well-maintained and constructed bathing area that must be equipped and organized by the Ordinance on conditions to be met by well-maintained and built resorts.
An active holiday beach is intended for sports and recreational activities on the beach and in the sea. Depending on the type of activity, the active holiday resorts are divided into three categories: Sports, Recreational and Adrenaline Baths, Resorts for diving and a Kite/Wind Surfing resort. For each sub-category, the organization's special conditions are prescribed. It is particularly emphasized that the presence of licensed instructors for sports activities is mandatory in these beach resorts.
Party beach is organized in isolated areas and in locations where the noise does not affect the environment and can organize entertainment for 24 hours.
A Romantic beach includes a special program of organizing events (weddings, engagements, anniversary celebrations). A City beach with no beach furniture is a public resort where no beach furniture is allowed to be installed - sunshades and sun loungers. Here, you are not allowed to rent beach furniture. A Beach for dogs is a public bathing resort designed for swimmers with their dogs.
The beach resort with natural healing factors and wellness facilities implies the existence of natural healing features (medicinal mud, mineral water) for which it is necessary to have a certificate of quality on these baths. The presence of professional staff to supervise the use of healing features is necessary. The access to Women’s beach in Ulcinj, only women are permitted.
The excursion beach is a public bathing resort that does not have (or has a minimal) access from the coast but only from the sea.
Nudist beach is a special resort for special purposes, which includes, among other things, controlled and limited access to the beach for special categories of bathers.
A beach designed as a children's resort requires constant attendance and supervision of the staff. On this beach is not allowed renting of beach furniture (sunshades and sun lounges).

PARTY BEACH
This type of bathing resort should have a table featuring prominent beach information, beach regulations, and information about safety. It is necessary to have showers, toilets, changing cabins, mobile waste bins, and waste collection bins, if available, rescue services (rescuer, tower/rescue point, signaling flags, rescue equipment, boat).
It is imperative to fence the beach on the seaside (with a buoy), setting up beach furniture (one umbrella and two deck chairs), removing the beach furniture from 1/2 of the beach in length and depth, and clearly and visibly marking this area, liberating the seafront zone for the non-disturbed entry and exit of swimmers, free access path to the sea, which must be clearly marked, fire-fighting apparatus and a visible pricelist.
The particular conditions that this type of beach has to fulfill is that the location of the beach is in isolated areas and in places where the noise does not affect the environment, has a 24-hour entertainment offer, and has space for organizing entertainment and music events, as well as organizing event parties at least once a week.
These bathing resorts are located in Platamuni, Solila-Obala Đuraševića, Velja Spila-Oblatno-Luštica, Kamenovo.
ROMANTIC BEACH
A romantic beach must be marked with a table featuring beach information, beach regulations, and safety information.
In the Atlas of Montenegrin beaches, it is stated that there should be showers, toilets, changing booths, waste bins and waste collecting baskets on a romantic beach if there are any. The obligatory presence of rescue services (rescuer, tower/rescue point, signaling flags, rescue equipment, boat) is mandatory. This type of bathing resort should be fenced off from the seaside (with buoys), and beach furniture (one umbrella and two deck chairs) should be set on it. Also, a part of the bathing area should be cleared from the beach furniture on ½ of the beach in length and depth, and this area to be visibly marked, a free seafront zone, for ease of movement, and the entrance and exit of swimmers, free access routes to the sea, in width of at least one meter, at every 20 meters, which must be clearly marked.
At romantic beaches, a fire-fighting apparatus and visible price list are also essential.
Special conditions for romantic resorts are the organization of special programs (weddings, engagements, anniversary celebrations) and individual services, fun-recreational activities at sea, recreational activities on the beach or in the hinterland of the beach, and wellness facilities at this beach.
These baths are located at: Žanjice, Jaz, Zuta greda, St. Nikola Island, Reževići-Perazića do-Crvena stijena, Petrovac-Bršalj, Žutokrloca – forest Leković, Ulcinj Old Town and Velika Plaža.
BEACHES FOR DOGS
For those who have dogs and want their pets to enjoy a holiday on the Montenegrin coast, they can take them to the beaches for dogs. Dog beaches must be marked with a table with highlighted bathing information, bathing regulations and safety information, showers, toilets, changing cabins, waste bins and bins for selective waste collection, if available, rescue service (rescuer, tower/rescue point, signaling flags, rescue equipment, boat).
The bathing grounds for the dogs should be fenced off from the seaside (with buoys), and there should be beach furniture (one sunshade and two deck chairs). The beach must be free from the furniture on ½ of it in length and depth, clearly visually marked, a free seafront zone for ease movement, and the entrance and exit of swimmers, free access routes to the sea that must be clearly marked. These bathing resorts must have fire-fighting apparatus and a visible price list.
Special conditions for dog baths include rules of behavior for owners and animals, access to bathing areas for persons with special needs, props for cleaning and disposing of dogs, water pots and pet food, dog requisites, separate (zoned) bathing grounds for dogs on a leash and for free-moving dogs, the possibility of providing dog care services and dog showers. It is possible to separate (zoned) bathing areas for various types of dogs, if necessary, as well as a catering facility with a supplemental service and an offer for dogs on the beach. These baths are located at the following locations: Šetališe Pet Danica-Military Hospital, Kotor-Benovo, Mrčevac-Kukoljina, Mogren II-Mogren I, Slovenska beach (from the Obala restaurant in the hinterland to the stream), Buljarička plaža, Topolica and Velika plaža.
