The invite came from Raičević's cabinet after the citizens surrendered a civic initiative with 2,721 signatures of support seeking the suspension of works at the schoolyard and a new public debate on the location of kindergartens, and requested a meeting with the mayor of the municipality.
The initiative itself outlined the reasons why the chosen location is not appropriate, the most important being the contradiction with the standards prescribed by the Rulebook on Partiular Conditions for the Establishment of Institutions in the Field of Education and Training (Official Gazette of Montenegro No. 40/06 of 22nd June 2006) the concern that the safety of children will be endangered by the heavy traffic and the high concentration of children among which there is a distinct generational gap in the same area, the unacceptable cutting of 84 trees of cypress in the park planted 80 years ago as wind protection, destruction of amphitheater and gymnasium "Circles", the drastic load of city traffic infrastructure and sewerage networks and the systems for the discharge of atmospheric waters.
In all pressures on the media and on social networks, citizens point out that they support the construction of kindergartens, but that this location is "unreasonable and unacceptable". Support is also given to numerous citizens of Bar, former Gymnasium students, who now live and work abroad. Participants of the protest asked for help in a letter sent to the EU Mission, the Council of Europe and the Embassies of Italy and Germany in Montenegro.
Last night in the amphitheater inside the enclosed part of the yard among the cypresses, was there was a group of over thirty students and civic activists whose "shifts" arrived this morning at 5 a.m. Citizens are still gathered at the fence.

The Democrats of Bar announced that after the submission of the Civic Initiative they fulfilled the conditions for urgent actions of the competent authorities and that the outcome should be a session of the local parliament with discussion and resolution of the problem.
"We emphasize that any further attempt to avoid the discussion of this problem was merely a continuation of the accomplishment of the bad management related to the amendment of DUP Topolica I, which was voted in 2009 by the ruling coalition led by the convicted Žarko Pavićević but also by the current chairman of DPS local committee Branka Nikezic. By this plan, the convicted Žarko Pavićević "legalized" many illegal facilities in that area. The plan carried out in 2009 by the company “Basketing”, very familiar to DPS high official Tarzan Milošević, had the aim to acquire millions of profit, as it will be shown later to be true for the then first man of the town Bar, without too much interest in considering the feasibility of projects such as the project of the mentioned kindergarten. We note that precisely on the basis of such a sketched plan the kindergarten is to build. We consider this to be unacceptable, the Democrats said.
