At the Assembly of the Capital, a debate on the proposed banning of construction was started, and the agenda will include the decision to set up the monument to Josip Broz Tito.
"Our proposal goes in the direction to protect this space, to save the heart of Podgorica," Rakcevic said.
The Democrat’s delegate Vladimir Čađenović pointed out that anyone who loves the city should not have a dilemma of whether the proposal should be supported, and a moratorium introduced.

"Can you imagine the buildings in the area of Njegos’s park and the barracks of Moraca. This is the last line of defense for Podgorica, we cannot allow more urban crime in the heart of Podgorica," said Čađenović.
The delegate of DF Zoran Lakušić pointed out that it is a matter of personal interest and that the city administration of Podgorica operates according to the wishes of the investor.
URA delegate Milena Vukovic said she hoped the councilors would support the decision to ban the construction and that what is worrying is that Podgorica, once known for its greenery, is not the same anymore.

Head of DPS team Mihailo Andjusic pointed out that the question is how much the proposal is legitimate because DUP for that area was annulled by the Constitutional Court's decision.

"We will not support the proposal because it is not legitimate," said Andjusic.
Rakcevic said that the opinion of the mayor, with whom it was proposed this proposal be rejected, is included in the proposal.

Zorica Rakcevic from the Planning Secretariat pointed out that they did not draw plans and that there are no such for this area, so they could not issue construction permits for construction either.

Nenad Vujošević from DPS pointed out that no one has the right to stop the development of Podgorica.
"Do you think that by this decision you are stopping the development of Podgorica," Vujošević asked.

Rakcevic said he wanted to prevent that any construction company, whatever its name, gets the permission to build in that area.
"Construction should continue, but where it is needed. Nobody is against construction, this is a situation like in Bar, people are not against the construction of kindergartens, but they are against building on that location," Rakcevic said.
The president of the Assembly Djordje Suhih said that he is not for banning the construction of certain parcels, but that greenery should be preserved.
"That one segment is valorized, thus these resources from utilities are used in other locations," Suhih said.
He stressed that he is for the referendum, but the question is whether the ban on construction should be decided only by citizens from the Nova Varoš Community.
"It is disappointing to know that if construction is ceased, the development of the city also stops, as there is no charging of utilities," Rakcevic said.
The monument to Tito, said Rakcevic, should be placed next to the Blažo Jovanović bridge near UNIQA insurance building.
"How well do you want this town to be best shown by the fact that you want to build a monument to Tito near Blažo’s Bridge and the existing monument of Vaso Brajović, while with the planning documents in the middle of the cypress and other trees, just next to the hotel Podgorica and skyscraper, you plan a residential building. It is envisaged by the DUP "Recreational and Cultural Zone - Southern part," Rakcevic said.
Mayor Ivan Vukovic said he was justifiably absent and announced that the wastewater treatment plant project would be completed by the end of 2021 or early 2022.
"The first plan for Morača barracks was bad, if you ask me and the first and the second are not for that area, I do not know which is worse," Vukovic said.
He said that he is responsible to all citizens of Podgorica and that he takes care of the vital interests of the city.
"I'm sorry that we spent two hours in the debate, which does not serve to anything, and if you want a serious discussion, I am here, without replacing the thesis, I am against the construction in Njegos park," Vukovic said.
He pointed out that neither Vladimir Čađenovic nor Luka Rakcevic would dictate the development, and that it is a goodwill gesture that is being discussed at the Assembly.
"Because we could pull out that point, we have the majority," Vukovic said.
