As alleged in the governmental documents, the United States will donate two combat multi-purpose rubber boats of type P-5.8, with outboard engines "Honda" of 50 horsepower and ancillary equipment. This donation was provided through the USEUCOM Humanitarian Demining Program (USEUCOM) for training and capacity building of the EOD Naval Detachment Team Naval VCG and for the benefit of removing underwater remnants of war explosives from contaminated areas as well as hydrographic research as a support to the Hydrographic Unit and oceanography of the Institute for Hydrometeorology and Seismology of Montenegro. "Humanitarian Mine Action (HMA) program refers to assistance to selected countries in developing national capacity for mine removal. The program provides humanitarian aid for the removal of mines in land-based or water-borne areas that are contaminated with the remaining mines posing a potential danger to human life and health, the environment and the economy," the Governing documents state.
The document also states that the US Government is responsible for delivering the donated equipment to the first port of unloading in Montenegro, and the equipment will be permanently delivered to the EOD team of the Naval Detachment of the Navy in the Army of Montenegro.
According to the agreement submitted to the Government, it is stated that the Ministry of Defense is obliged to release this donation from the payment of customs duties and taxes, as well as to provide transfer of equipment upon arrival at the place of disembarkation after the import clearance procedure has been carried out.
The Ministry also undertook that the donation of the United States without the prior consent of the donor will not be exported, sold, given to the third party, or otherwise dispose of the assets and equipment in question. The value of the donation is 72,960 euros.
