A representative of the Kana Group, Architect Milica Vujošević, is pleased with the proposal of the plan. "The processor, totally opposed to the first scandalous draft, proposes a solution that fully takes into account all the remarks from the public debate, and more importantly takes into account all the qualities and peculiarities of the location and proposes a solution that is in the given context in true harmony," said Vujoševic.
He recalls that greenery is largely retained, two existing buildings are believed to have cultural value and are considered for conservation, and only one monumental object of public content is proposed at the entire location.
"The proposal goes as far as this facility is located on the part of the parcel where there is at least the greenery, which is unseen in Montenegro. There is a need to develop studies on greenery, cultural heritage and geomechanical characteristics, also something that Montenegrin practice is almost unheard of," Vujošević emphasized.
He adds that the planner did not forget to impose even a contemporary expression in the architecture of the opera, the application of modern technologies and a high level of energy efficiency. According to her, if so planned, Montenegro would be a new Luxembourg or Switzerland and pointed out that RZUP, as the former republic's institution with tradition and quality in design and planning, has shown that today it can, when it wants, to produce good material.
"Unfortunately, in the recent years this was not the case, and this name has already begun to be synonymous with bad plans that practically destroy the Montenegrin space. It would be good if this institution really works for the benefit, not at the expense of the people in Montenegro," Vujošević said.
From the Secretariat for Planning and Arranging the Space in Podgorica, it was stated that RZUP submitted the proposal for the urban planning project Kasarna Moraca on 31st August. The plan proposal, as stated, is based on citizen and institution remarks and is significantly different from the draft that has passed the public hearing procedure. From Zetagradnja, Normal company and Čelebić they did not want to comment on the plan for the urban plan of Kasarna Moraca.
