Traditionally, the most employment is from the coastal municipalities, but there are many unemployed in the northern and central regions.
Director of ZZZ Suljo Mustafić said that more factors influence the decision of Montenegrin citizens not to work during the summer season, resulting in the import of labor from other countries.
"Poor motivation for work is our mentality as it is, but, on the other hand, conditions are not acceptable or tempting for domestic workforce. Why is that? Because we have a situation where the gray market dominates in this area," said Mustafić.
As head of the Department for Employers’ relations, Sonja Ivanovic pointed out, the largest number of domestic seasonal workers is employed in the field of hospitality and tourism, as waiters, chefs, auxiliary waiters, auxiliary chefs, serving maids, hygienists, dishwashers, laundry workers...
This year, the Institute intensified its activities with employers' tours, with the aim of identifying their staffing needs, providing mediation services and presenting programs which realize the actual subventions.
"Based on the review of all employers who have employed the most foreigners and those who have addressed the Mediation Office in the past three years, mobile teams visited 415 employers from coastal municipalities. By direct contact, mobile teams surveyed employers, introduced them to the benefits if they employ domestic workers and offered them mediation services in assisting them to find domestic labor," Ivanovic concluded.
