June 21, 2018 - The Director of the Chamber of Economy of Montenegro, Vlastimir Golubovic, and the Director of the Tax Administration of Montenegro, Miomir M. Mugosa, signed the agreement of cooperation of these two institutions on June 19, 2018.

“In this way, the Chamber of Economy and the Tax Administration created opportunities for improving the business environment, which is of great importance to all Montenegrin businesses. The Chamber of Economy has no dilemma that it is necessary to fight against unfair competition and the grey economy. State authorities will always have a partner in the business in the Chamber,” said Director of the Chamber of Economy, Golubovic.

The Director of Tax Administration of Montenegro Mugosa emphasized the long-lasting excellent cooperation between the two institutions and noted that this step is in the mutual interest and the interest of the economy in general, as well as those who regularly pay their tax obligations.

“We are persistent to give support to those who regularly pay their obligations through the fight against unfair competition and the grey economy. The Chamber and the Tax Administration have many common themes, such as a change in regulations aimed at facilitating business, and there is already a common idea of the two institutions to look at the possibility of reducing the burden on employers' contributions for employees,” said Mugosa.

He also pointed out that the joint mission of the two institutions is to improve the business environment and took the opportunity to announce that tax debtors who have not entered the re-programme of tax arrears will soon be given another opportunity to do so.

“On the proposal of the Tax Administration, the procedure is the adoption of a new regulation on deferred payment of tax liabilities. This gives the opportunity to those taxpayers who have not entered the re-programme and have due tax liabilities to pay them within two years,” noted Mugosa.

By this occasion, the Chamber of Economy proposed to conduct research in cooperation with the Tax Administration and the Faculty of Economics and to conduct a comprehensive analysis that would respond to the demand of the economy for reducing the burden on earnings. The Economy believes that it is difficult to maintain business with existing taxes and contribution and that it encourages work in the grey zone.

Also, the Chamber of Economy requested support from the Tax Administration in solving the problem of employing foreigners. Golubovic suggested that the Tax Administration, on the basis of an MIA certificate, accepts foreigner’s temporary employment contract for a month while the authorization procedure is not completed. In this way, the situation would be prevented by the fact that foreigners engaged on this basis worked for a month without a license, and the tax would be charged from the day of employment. Mugosa assessed the proposal as very interesting, but also stressed that the solution to this problem was best defined by amending the Law on Foreigners.
