The new Law on tourism and the catering industry regulates the area of service provisions in tourism and hospitality areas, defines new business models, simplifies procedures and introduces electronic business. However, in addition to the benefits provided by this law, there is room for improvement, primarily in the area of inspection supervision, emphasizes Ivo Zupanovic from the Faculty for Business and Tourism in Budva and the Faculty for management in Herceg Novi.
He explains that the new Law needs to define more clearly the competencies in carrying out the inspection supervision between the tourist inspector and the inspector from the competent local government body defined in Article 121 of the Law, which specifically relates to the control of catering activities in temporary facilities.
As he further stated, in a particular part of the law, in addition to precisely defining competence in carrying out the inspection supervision, specific missing sanctions for sanctioning irregularities should also be defined.
"It is necessary to work on the inclusion and definition of the term 'diffuse hotels' within the normative for accommodation capacities, but also the precise notion that development tourism strategies can be created both at the local and cluster level, and on the macro-level development strategy. It is also necessary to develop a set of by-laws, especially when it comes to defining tourist development zones," said Zupanovic.
As he concludes, along with the solutions provided within the Law on Space Planning and Construction of Facilities, it is necessary to clearly define the procedures for objects which do not have a purpose for a more extended period and for which there are clear solutions in the domain of planning documentation and property relations.
